Milwaukee is seeing an unexpected spike in cases of HIV and other sexually transmitted diseases, according to health officials.There are high incidence rates in communities with larger vulnerable populations, including men who have sex with men, ethnic minorities, injection drug users and women, especially those who have been trafficked or who work in the sex trade, city Health Commissioner Dr. Patricia McManus said this week.Three Milwaukee children born with syphilis were identified in 2017, McManus said. Left untreated, it can affect the brain, heart and other organs, ultimately leading to death.Angela Hagy, director of Disease Control and Environmental Health for the City of Milwaukee Health Department, reported the preliminary number of new diagnoses of sexually transmitted disease in 2017 for the Wisconsin city: 117 cases of HIV, 53 cases of syphilis, 4,401 cases of gonorrhea and 9,725 cases of chlamydia.The numbers represent a 13% increase in new cases of HIV compared with 2016, a 29% increase in syphilis, a 12% increase in gonorrhea and a 0.5% increase in chlamydia, according to Clarene Mitchell, a spokeswoman for the department of health.Gonorrhea and chlamydia are both bacterial infections. Gonorrhea can cause severe and permanent health problems, including long-term pain and infertility, and chlamydia can lead to pelvic inflammatory disease, which can affect fertility in women and cause testicular pain and swelling in men.For 2016, the Milwaukee metropolitan statistical area was already ranked first in the nation for gonorrhea and fourth for chlamydia, she said.The US Centers for Disease Control and Prevention, which is not involved in the Milwaukee investigation, reported the highest-ever number of sexually transmitted diseases in America in September in its annual Sexually Transmitted Disease Surveillance Report.Americans were infected with more than 2 million new cases of gonorrhea, syphilis and chlamydia in 2016, the most recent data available, the CDC reported.Syphilis has been out of the spotlight for decades, and many physicians don't have it on their radar, according to the CDC. It is also likely that many doctors have not been trained in STDs since medical school.Additionally, in recent years, more than half of state and local STD programs have experienced budget cuts, resulting in staff layoffs, reduced STD clinic hours and increased patient copays, according to the CDC, all of which could be contributing factors to the rise in STDs.Another concern in Milwaukee: Late last year, the city health department identified 76 connected people who tested positive for HIV, syphilis or both, Hagy reported. 2890

The suit is also asking for the appointment of a receiver or similar authority to ensure that the City of Minneapolis properly trains and supervises its police officers.Floyd died in police custody the night of May 25 after former officer Chauvin pressed his knee against the handcuffed man’s neck for several minutes while he said, “I can’t breathe.” The incident was captured on video, which quickly spread online and led to worldwide protests with activists calling for justice and racial equality.“This complaint shows what we have said all along, that Mr. Floyd died because the weight of the entire Minneapolis Police Department was on his neck,” said attorney Ben Crump in a press release. “The City of Minneapolis has a history of policies, procedures and deliberate indifference that violates the rights of arrestees, particularly Black men, and highlights the need for officer training and discipline. This is an unprecedented case, and with this lawsuit we seek to set a precedent that makes it financially prohibitive for police to wrongfully kill marginalized people -- especially Black people -- in the future.”Chauvin has been charged with second-degree murder, third-degree murder and manslaughter. Three other officers at the scene —Thao, Lane, and Kueng — are charged with aiding and abetting both second-degree murder and manslaughter.“The Floyd family deserves justice for the inhumane way in which officers with the Minneapolis Police Department killed Mr. Floyd,” said attorney L. Chris Stewart. “Furthermore, the City has a responsibility to acknowledge the history and practices of excessive force and impunity with its police force, as well as shortfalls in officer training and discipline.”The complaint claims that the police department knows prone restraint can be deadly, and that its officers were supposed to receive appropriate training, but it had inconsistent policies and infrequent training to educate officers.The complaint states that MPD training to all officers designated and approved neck restraints as a “non-deadly force” option and encouraged officers to “compress veins, arteries nerves, and muscles of the neck” of arrestees. 2899

MOUNTAIN VIEW (CNS) - A 24-year-old man is today recovering after being shot in Mountain View.The victim was at a party in the 200 block of Southlook Avenue when a car, driven by a female suspect with a male suspect in the passenger seat, pulled up out front just before 9:40 p.m. Saturday.``The male suspect fired one round at the victim and struck him in the lower abdomen,'' said officer Robert Heims of the San Diego PoliceDepartment. ``The victim's mother drove the victim away from the scene and then called the police.''He was taken to a local hospital with non-critical injuries.
