BEIJING, Nov. 1 (Xinhua) -- China has enacted 10 measures to prohibit better than average primary schools and junior high schools from charging "enrollment fees," or selling enrollment quotas, according to a statement posted on the website of the Ministry of Education on Monday.The statement reads, due to the difference in quality among schools, and a shortfall of excellent schools as compared to actual demand, the problem of "enrollment fees" has been reported, particularly in big cities.This is a particular problem in China, where parents pay to secure seats for their children in key schools if their children do not score high enough on entrance exams.The measures include forbidding schools from selling extra enrollment quotas in whatever names or methods, obliging schools to publicly disclose enrollment information, improving sub-quality schools, supporting private schools to enrich superior education resources, carrying out supervision and others regulations.

BEIJING, Oct. 31 (Xinhua) -- People's Daily, the official newspaper of the Communist Party of China, said in an editorial that the Shanghai World Expo provided the world with an opportunity to weigh the future at a time when mankind is faced with serious challenges.The editorial, to be carried by the newspaper on Monday, bid farewell to the the 184-day Expo which lowered the curtain on Sunday.The editorial reads, industrial civilization is a double-edged sword, enriching modern lives and bringing challenges at the same time, such as environmental degradation and rapid urbanization, and the Shanghai World Expo made people stop and think about the future.The Shanghai Expo made history, registering over 73 million visitors and 246 participating countries, regions and international organizations, the editorial says.The editorial reads, the Shanghai World Expo is the first exhibition whose theme focused on the city. Though the expo is ending, people's hopes and expectations, pinned on cities, will endure, as will the efforts the international community makes in reaching common ground in a diversified world amidst the concept of sustainable and low-carbon development.

  

TIANJIN, Nov. 7 (Xinhua) -- A senior Chinese legislator on Saturday said China is drafting a law to act to combat climate change, a move that signals the country's proactive role in honoring its commitment to curtailing emissions, among other measures, in tackling climate change."The responsibility of lawmakers is to urge the government to take concrete steps to meet its promises," Chen Zhili, vice chairwoman of the Standing Committee of the National People's Congress (NPC), told experts attending a two-day forum on climate change legislation being held in Tianjin beginning Saturday.Chen said despite a broad range of government issues, China is taking serious measures in dealing with climate change and has achieved remarkable progress.Chen said lawmakers will particularly base China's climate change legislation on a resolution passed by the NPC last August.The resolution says China will adhere to "the basic framework" set up in the UN Framework Convention on Climate Change (UNFCCC), signed by more than 150 countries in 1992, and the Kyoto Protocol, agreed to in 1997 by the majority of the international community, to set binding targets for developed countries to reduce CO2 emissions, along with the principles of UNFCCC-endorsed "common but differentiated responsibilities" as well as "sustainable development."Chen said many developing countries are gravely suffering from the damage caused by extreme weathers this year. The international community should provide greater support to these countries in terms of finance, technical support, and capability building to boost their ability to deal with natural disasters.More than 60 lawmakers and law experts from 16 countries and regions are participating in the Tianjin forum on climate change legislation, co-hosted by the NPC and Global Legislators Organization for a Better Environment.
