SAN DIEGO (CNS) - A man accused of fatally beating a fellow transient with a mini sledgehammer as the two argued along a Midway District street was ordered Monday to stand trial on a murder charge.Greg Repp Jennings, 53, is accused in the Jan. 8, 2018, slaying of 37- year-old Michael Anthony Dean, who was struck several times in the head with a four-pound hammer.First responders found Dean lying face-up in the street with his face "caved in," according to preliminary hearing testimony. He was pronounced dead at the scene, near 3805 Midway Drive.According to testimony from SDPD Detective Sgt. Christopher Leahy, one witness told investigators that an argument sparked the killing, which began when Jennings was talking loudly at a bus stop. Dean, who was also sitting at the bus stop, asked Jennings to "tone it down," angering the defendant, who told him "it was his First Amendment right and he wasn't going to shut up," Leahy said.Other witnesses also saw the men arguing and then saw Dean fall into the street, at which point Jennings allegedly struck him with the hammer multiple times.Jennings told investigators that he acted in self-defense, according to testimony. He alleged Dean had tied a pair of workboots together by the laces and was going to use the improvised weapon to attack him.Jennings remained at the scene and was arrested by responding officers.The defendant remains in custody without bail. SAN DIEGO (CNS) - According to a report released Thursday by the San Diego Association of Governments, drug use reached a 20-year high among men and women arrested and booked into San Diego County detention facilities in 2019.Nearly four in five male arrestees (79%) and 82% of female arrestees tested positive for at least one of the following drugs: marijuana, methamphetamines, opiates, cocaine, and PCP, according to the report by SANDAG's Criminal Justice Research Division.The lowest rates in the past 20 years for arrestees testing positive were in 2009 for men (56%) and 2008 for women (58%).Meth showed up the most in the survey results in 2019, with 66% of women and 55% of men testing positive for the drug. Those rates were also 20-year highs and were up 4% among women compared to 2018. The rate among men remained unchanged from 2018 to 2019.On average, meth-using arrestees in 2019 reported using the drug for about 15 years, using before their 22nd birthday, and using more than 19 days ina row over the last 30 days.The surveys also found that 36% of arrestees tested positive for multiple drugs, 65% reported ever being homeless, and 83% reported being arrested at least one other time in the past. According to the report, when arrestees tested positive for multiple drugs, it was most often meth and marijuana. Of those who tested positive for multiple drugs, 59% were white, 79% had been homeless in the past, and 44% had been diagnosed with a mental illness."While the population of individuals booked into our facilities has changed over time, these statistics are sobering, and indicate the continued need to address underlying risks and the need to stop the revolving door of incarceration," said Cynthia Burke, SANDAG's director of research and program management.Slightly over a quarter of arrestees reported that they thought a drug they had used contained fentanyl, given the effects they experienced. SAN DIEGO (CNS) - A woman and a man were attacked by a man with a knife in the East Village area of San Diego and the suspect was at large this morning.The 32-year-old woman was sitting near a Jack in the Box restaurant in the 1100 block of C Street, near Park Boulevard, at 10:40 p.m. Friday when a man walked up to her and, without saying anything, cut the left side of her face with a knife and ran away northbound on Park Boulevard, according to Officer Robert Heims of the San Diego Police Department.The victim was taken to a hospital with non-life threatening wounds.About a block away, the suspect approached a 62-year-old man and pressed a knife against the left side of the man's neck, then ran away in an unknown direction. The man suffered scratches to his neck, but did not go to a hospital, Heims said.A detailed description of the suspect was not immediately available. 892

SAN DIEGO (CNS) - A woman whose Nissan Versa ended up underneath a semi-truck on Interstate 8 in El Cajon Monday escaped serious injury and was arrested on suspicion of drunken driving, authorities said. Heidi Farst, 56, of El Cajon was driving westbound on I-8 near Main Street when her compact car was rear-ended by another vehicle just before 6 a.m. Farst's car then collided with the semi-truck, flipped over and landed upside down underneath the rig, California Highway Patrol Officer Travis Garrow said. Farst was freed from the wreckage and transported to Sharp Memorial Hospital for what were described as minor injuries, a CHP dispatcher said. She was then booked into the Las Colinas Detention Facility on suspicion of DUI, according to Garrow. No other injuries were reported. The crash triggered lane closures and a SigAlert. She said that days before, Colbert had called Davies at least 50 times and was not acting right.Colbert was rambling, saying he had special powers and was part of the New World Order, Tralla said.The attorney said Colbert was showing signs of mental illness by age 6, and was diagnosed with schizophrenia by age 15.
