ESCONDIDO (CNS) - A 47-year-old Escondido man was killed when he lost control of his pickup truck and slammed head-on into a car in Escondido, seriously injuring its driver, authorities said Friday.The crash happened shortly before 2:05 p.m. Thursday near the intersection of Del Dios and Mount Israel roads, California Highway Patrol Officer Kevin Smale said.A 47-year-old man behind the wheel of a 2006 Toyota Tundra pickup was heading eastbound at a high speed on Del Dios Road -- which was slick because of rain -- when he lost control of the pickup at a left-hand curve in the road and the truck began to spin, Smale said.The truck rotated once counterclockwise and crossed over into the opposite lane of traffic, where the front of the truck struck the front of a 2013 Subaru Crosstrek sedan with a 27-year-old woman from Encinitas behind the wheel, the officer said.The Toyota driver, who was not wearing a seatbelt at the time of the crash, was pronounced dead at the scene, Smale said. The man's name was withheld pending family notification.The Subaru driver was taken to Palomar Medical Center for treatment of serious injuries, which were not believed to be life-threatening, he said.Intoxication was not believed to have been a factor in the crash. 1269

ENCINITAS (CNS) - A North County community leader who's known as a bicycle and pedestrian safety advocate was hit by a truck and seriously injured while riding her bicycle in Encinitas early Saturday.The crash happened shortly after 6 a.m. Saturday on North Coast Highway 101 near Phoebe Street, San Diego Sheriff's Lt. Dave Perkins said.The victim was Roberta Walker, executive director of the Cardiff 101 Main Street Association, The Coast News reported. Walker is known as a staunch defender of pedestrian and cyclist rights.She was taken to a hospital in critical condition, Perkins said. Walker suffered injuries to her brain and spine, as well as broken bones, according to The Coast News.Alcohol and drugs were not considered to be factors in the crash, Perkins said.Cardiff 101 Main Street is an organization that promotes "a safe and healthy environment" and "a walkable community that provides goods and services for local residents and visitors alike" in Cardiff-by-the-Sea, according to the organization's website.A biographical page on the website describes Walker as a passionate cyclist. ENCINITAS, Calif. (KGTV) — Opening a new small business in the middle of this pandemic is a risky move, but San Diegans are doing it. Candles on Tap in downtown Encinitas is taking the chance."Today is a big, nerve-wracking, exciting day but we are opening to the public," CEO and co-founder Chantel Johnson said. She and CFO and co-founder Marcus Wandell are hopeful about their new venture. "The feature event is the scent bar where you pull up a chair and pour your own blend," said Wandell. Johnson added, "We are a custom scent bar so when people come in, they’re able to hand pour their own soy candles, diffusers, and fragrance sprays and they get to choose from over 90 scents." Wandell says some of his personal favorites in their shop include a scent called "old books" and they also have a "cannabis" smell.The two are well aware of what they’re getting into. "We're opening in the middle of a pandemic and it's a brick and mortar store so what could go wrong, right?" Wandell said jokingly.Yet, they say they see this time as the perfect opportunity. “There's pent up energy and demand to get out and do something as long as it’s safe so we're seizing on that need in the community for folks to find an experience to do with their loved ones and friends,” says Wandell.The pair are not alone. Federal health officials Wednesday issued insurance coverage rules designed to deliver on the promise that every American will have access to free COVID-19 vaccines when they are approved.The regulations from the Centers for Medicare and Medicaid Services, or CMS, will also increase what Medicare pays hospitals for COVID-19 treatments. The changes arrive at a time when coronavirus infections are rising in much of the country, signaling a third wave that could eclipse the number of cases seen earlier this year.Congress and President Donald Trump have already enacted legislation that calls for vaccines to be free, but the new rules were needed to align that policy with the many arcane payment requirements for public and private insurance.“CMS is acting now to remove bureaucratic barriers while ensuring that states, providers and health plans have the information and direction they need to ensure broad vaccine access and coverage for all Americans,” agency head Seema Verma said in a statement.The rules aim to resolve potential legal issues over whether Medicare could cover a vaccine that receives “emergency use authorization” from the Food and Drug Administration. That’s a step short of full approval, and questions arose about whether Medicare could pay under its standard coverage policies.Under Wednesday’s announcement:— Seniors with traditional Medicare will pay nothing for COVID-19 vaccines, and any copays and deductibles are waived.— The government will pay private Medicare Advantage plans to administer the vaccine to seniors. Enrollees will not be charged.— Workplace and individual health insurance plans will cover the COVID-19 vaccine as a preventive service, with no cost sharing.
