BEIJING, May 20 (Xinhua) -- China and the United States Thursday pledged to deepen clean energy cooperation as U.S. commerce chief led a large green power delegation to Beijing."As major energy producers and consumers, China and the United States can work together extensively in the clean energy field," Chinese Vice Premier Li Keqiang told U.S. Commerce Secretary Gary Locke in Beijing. The driving force behind cooperation, Li said, lies in the fact that China is actively pushing ahead with clean energy projects while the United States has green energy expertise and technology.Li encouraged the two countries to work more closely in clean energy, greenhouse gas emissions reduction, technological development to add to the momentum of sustainable development.Locke is leading a delegation of business executives from American clean energy companies eyeing China's fast growing green energy market, the size of which the United States has predicted will be 100 billion U.S. dollars by 2020."These 24 companies we brought from America represent a cross-section, a variety of different sectors," Locke said at the start of the meeting."But they still represent the best the United States has to offer in terms of clean energy, energy efficiency, electricity generation and distribution," said Locke, who earlier travelled to Hong Kong and Shanghai on the trade mission that started Monday. The diverse trade mission, the first one led by a U.S. cabinet-level official since Barack Obama assumed the presidency, includes leading energy firms like General Electric and First Solar as well as less well-known companies.Locke, on his third visit to China since he became U.S. commerce chief, characterized clean energy as "an extremely promising industry to foster areas of growth and create new jobs."He underscored the U.S.'s commitment to working closely with China in clean energy.Locke will join U.S. Secretary of State Hillary Clinton, U.S. Treasury Secretary Timothy Geithner and other cabinet officials for the Second China-U.S. Strategic and Economic Dialogue scheduled for Monday and Tuesday in Beijing.

BEIJING, May 15 -- China is planning to raise the proportion of profits it collects from major State-owned enterprises (SOEs) in a move to balance income distribution, but analysts said the move should be bolder and the collected profits used to improve public well-being.The Ministry of Finance said on Tuesday that it might raise the ratio of profits of SOEs to be submitted to the State coffers.According to existing rules, monopoly enterprises under the administration of the central government in sectors like tobacco, oil, petrochemicals, power, telecommunications and coal mining should submit 10 percent of their post-tax profits, while the ratio for those in the iron and steel, transportation, electronics and trade sectors should be 5 percent.Financial corporations and companies in sectors like railways, transportation, education, culture, science and technology and agriculture are not included in the profit submission framework. The Ministry of Finance did not reveal by how much the ratio would be raised."It should be raised properly, and even if it were raised by 10 percentage points, it doesn't matter too much for those central enterprises, given their high profit level," said Zhang Wenkui, researcher with the State Council's Development Research Center.Central enterprises have been criticized by the public for having taken advantage of their monopoly or market predominance to make excessive profits. Some of them have further fueled public anger as they bid to purchase land at high prices, which is believed to have pushed up home prices. The central government collected profits of 14 billion yuan ( billion), 44.4 billion yuan and 98.9 billion yuan respectively in 2007, 2008 and last year from SOEs. In 2009 alone, however, the enterprises made profits totaling 965.6 billion yuan.

BEIJING, April 19 (Xinhua) -- He Guoqiang, a senior anti-corruption official of China, has called for strengthened supervision of relief fund and materials in northwest China's quake zone, vowing harsh punishments for dereliction of duty and embezzlement."We should learn from experiences after the Wenchuan earthquake (on May 12, 2008) and strengthen the supervision of quake relief work in Yushu," he said Monday at a meeting on supervising the relief fund and materials after a 7.1-magnitude quake hit Yushu in Qinghai Province on Wednesday. He, head of the Central Commission for Discipline Inspection of the Communist Party of China, urged local Party and government organizations in the disaster-hit areas to fully supervise every aspect and stage of the relief work to uncover any behavior violating laws and disciplines. He vowed harsh punishment for anyone caught committing offenses, especially dereliction of duty and embezzlement of public funds. He also called for transparent and fair use of all funds and materials, and promised timely publication of the latest relief information. The 7.1-magnitude quake has claimed 1,944 lives, injured 12,135 and left 216 people missing in Yushu Tibetan Autonomous Prefecture.
