SAN DIEGO (KGTV) - Despite criticism, a spokesperson for the California Republican Party told ABC 10News on Tuesday that the party will continue placing unofficial ballot drop boxes around communities. They've popped up in Orange, Los Angeles, and Fresno counties, but so far none have been reported in San Diego. Several have been labeled "official", as confirmed by CA GOP spokesperson Hector Barajas. “We could've had better wording on the ballot boxes and so we changed some of the wording around already on the ballot boxes but the important thing to remember is that these ballot boxes are inside our campaign headquarters or inside of businesses or other organizations. It's not as though they're outside in front of a mailbox or outside a library or a secondhand store or another place of business,” he told ABC 10News.On Monday, California's Secretary of State and the State Attorney General sent a cease and desist to the GOP, calling the boxes illegal. Some argue that the boxes are deceptive and could lead to tampering. “These boxes are not the same as county election drop boxes that are required to meet state security standards,” said California Secretary of State Alex Padilla.Barajas told ABC 10News, “What is happening right now is the Secretary of State -- with this cease and desist -- is basically looking to engage in voter suppression [by] eliminating more options for individuals to be able to drop off their ballot.”Barajas said that "ballot harvesting" is a practice that allows a third party to collect voters' completed ballots and was legalized four years ago in a bill authored by San Diego Assemblymember Lorena Gonzalez.A tweet Tuesday from one of Gonzalez’s accounts reads, "Apparently, Republicans in our legislature think that when I wrote that a voter could designate a 'person' to turn in their ballot, they thought I meant a fraudulently labeled box. I'm terribly sorry. I will define person next time.”When asked how many boxes the GOP has placed around the state, Barajas responded, “We're not giving an exact number but we will say that we've got them statewide and with the amount of press we've gotten on this we're considering maybe even doubling or tripling our efforts.”The San Diego County Registrar of Voters reports it has already received 175,000 completed ballots. A spokesperson said Tuesday that any reports of unofficial ballot boxes would be referred to the Secretary of State. 2440

SAN DIEGO (KGTV) – Fixing San Diego’s streets was one of Mayor Kevin Faulconer’s top priorities when he took office, and now he believes they’re on schedule to reach his goal of repairing more than 3,000 miles of roads.About a decade ago, it took crews an entire year to get about 24 miles of street repairs done in the city. Now, crews are averaging 25 miles of street repair a month.Kris McFadden, director of San Diego’s Transportation & Storm Water Department, said the pandemic helped them get the work done without causing much backups on the roads.“We staggered working times, people coming in different times. So, we were able to do a lot of repairs, especially when people weren’t driving on the roads,” said McFadden.Faulconer said, “When I ran for mayor, there was no issue that San Diegans complained about more than streets, so we have been on a mission over the past six years to bring smooth streets to neighborhoods across the city. We overhauled the repair program to speed up fixes, made record investments in street repair, and are on pace to fix half of all City streets by the end of the year. The robust program we now have in place fixes hundreds of miles annually and I strongly encourage the next Mayor to keep the pedal to the metal until every San Diegan can experience a freshly paved street outside their front door.”In a news release, city officials said crews “completed repair work on some of the City’s busiest streets including completing repairs to North Harbor Drive, Fairmont Avenue, Montezuma Road, and a network of streets in Mission Bay that have not seen a major facelift in nearly two decades. Construction on Scripps Poway Parkway is underway and anticipated to be completed in December.”Even though the city is on track to repave half of the its entire street network by the end of the year, City Councilmember Vivian Moreno said there’s more work that needs to be done, specifically on dirt and gravel roads in neighborhoods like Stockton.Moreno sent ABC 10News a statement that read, in part: “These dirt streets are vestiges of the past maintained by policies that are over six decades old.”The city says they’re looking at this request, but the plan is to finish the repairs that have already been scheduled to meet the goal by the end of the year. 2308

SAN DIEGO (KGTV) — Heartwrentching video of a humpback whale tangled in fishing net off of San Diego's coast prompted wildlife experts to react quickly. But the whale's condition is unknown after rescue crews were unable to help the animal. The video was captured Friday by Domenic Biagini, owner and captain of Gone Whale Watching San Diego. What appeared to be another spectacular whale sighting turned into heartbreak."We got really excited because we saw these giant splashes," Biagini told 10News' Amanda Brandeis. "From that elation to kind of, pure heartbreak."RELATED: The world's smallest whale on the brink of extinction in the Sea of CortezNOAA and SeaWorld crews were notified of the whale. But SeaWorld said the whale was swimming too fast for them to continue rescue efforts."15,000 pound animal jumping out of the water next to a small boat that they're trying to use to rescue it is extremely dangerous, " said Biagini. Now the hope is agencies further north are able to find the whale to make sure it is freed from the netting. The face of the 30-foot whale appeared to be tangled in green fishing net. The netting was a drift gill net, which hangs vertically in the water and could measure up to a mile long.RELATED: Boaters warned to watch out for newborn gray whales during late migration"They are notorious for being dolphin, whale, and sea lion killers," Biagini said.Biagini said at one point, another humpback whale arrived and swam by the tangled whale."To see something that graceful, that gentle, that harmless go through something like this that's 100 percent caused by us, there's no debate on it. It's maddening," says Biagini. "For me. that's when I really started to get emotional because these are very sentient animals that do feel a wide range of emotions."This season, boaters are already being warned to watch out for newborn gray whales making their way from Alaska to Baja, Mexico. Biagini says some adult gray whales may give birth during the trek south because of the late migration. 2028
