The weakening global economic environment will slow down growth in Asia and the Pacific, too, this year, but China, India and Japan are expected to keep up the momentum in the region, says the Economic and Social Survey of Asia-Pacific 2007. The three economies contribute more than 60 percent of the region's GDP and close to 45 percent of its imports, creating considerable opportunities for the whole region, says the survey, to be released today by the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP). Developing economies in the region grew at 7.9 percent in 2006, up from 7.6 percent in 2005. But their economic growth is projected to slow down to 7.4 percent this year. The decline is mainly because of the unfavorable external environment, including the slowing down of the US economy and falling demand for electronics across the world, says UNESCAP Executive Secretary Kim Hak-Su in a recorded video on the commission's website. The survey shows investment continues to grow in China, while investment and consumption posted healthy gains in the two special administrative regions of Hong Kong and Macao. The survey, however, warns against several downside risks in the region, such as a possible oil price hike, abrupt cooling of the US housing market, vulnerability of the currency, global imbalances and reversal of the Japanese economy after its recovery. To ensure better long-term growth in the region, the survey suggests Asian economies monitor the vulnerability of the currency and boost domestic demand through private investment.

CHONGQING -- A bus fire that killed 27 people in southwest China's Chongqing Municipality on Tuesday had been an arson attack, local police said on Wednesday.Xiao Yonghua, a former employee of the company that operates the ill-fated Yutong bus, hid gasoline in his baggage before he got on the bus that left Wansheng district for downtown Chongqing at around 5:00 pm on Tuesday, said Wang Yunsheng, deputy head of the municipal public security bureau.In less than 20 minutes, the bus carrying 38 people caught fire. The driver pulled over, and the panic-stricken passengers tried to flee. But the flames started in the front of the bus and blocked the exit.Twenty-seven were killed in the accident, including 17 men and 10 women, and the remaining 11 people were injured.One passenger, Zhang Dazhong, said he had to jump out of the window to survive but was injured on the head.Xiao, 50, was sitting with his wife, 38-year-old Zhang Xiaoya, in the first row on the left side of the bus, right behind the driver, said Wang.Both died in the fire.Lab work has confirmed the presence of gasoline traces on their seats.Until September 20, Xiao was deputy manager of the Wansheng branch of the Guanzhong Public Transport Company that owned the bus.He was suspended from his post because of family disputes, and was unhappy with the punishment, the company said.The Ministry of Public Security sent experts to join the investigation in Chongqing.Hospital sources said the 11 injured are out of danger.By 5:00 pm Wednesday, 26 of the dead have been identified by their families.

In the latest move by some countries to construct new embassies or give their missions in Beijing a makeover, the Australian embassy will spend million refurbishing its already elegant building, the Australian ambassador announced Tuesday.The refurbishment will cover much of the embassy's high-traffic areas and incorporate all four levels of the Chancery building.A new 2,500-sq m annex building will also be constructed on the site, the ambassador added.The project will begin immediately after the 2008 Olympics and is scheduled for completion in 2010.Geoff Raby, the Australian ambassador to China, said the number of embassy staff had increased to 190 resident Australian diplomats and their families and 120 Chinese staff.He recalled there were about 32 Australian staff and 60 Chinese employees when construction of the embassy was completed in 1992, making it one of more iconic buildings in Beijing."The Australian embassy in China is one of our biggest embassies in the world," Raby said.It is a sign that Australia attaches more importance to its relations with China, the ambassador said.Woods Bagot, a global studio specializing design and consulting that operates in Australia, Asia, the Middle East and Europe, will implement the project with Chinese local design institute UAD and multinational engineers Arup."The (Australian) government demanded new thinking for a new diplomatic era in China," Jason Marriott, managing principal of Woods Bagot, said.The Australian embassy is located in the second diplomatic neighborhood on Dongzhimenwai Street.The first diplomatic neighborhood is near Jianguomenwai and a third one is north to Liangmahe.The United States has plans for a new embassy project in the third diplomatic neighborhood after Republic of Korea and Malaysia finish their new buildings.Wang Fan, a researcher of international relations with China Foreign Affairs University, said the embassy building and renovation boom symbolized how important China was to foreign countries' diplomatic strategies.

BEIJING -- The Industrial and Commercial Bank of China (ICBC) has planned to open a subsidiary in the United States, as part of its going-global strategy which also involves Russia, Indonesia and the Middle East, Board Chairman Jiang Jianqing said here on Wednesday."Preparations have been going on smoothly. We hope to receive approval from American authorities as early as possible," said Jiang, a delegate to the ongoing 17th National Congress of the Communist Party of China, at a news briefing.Jiang said that next month the ICBC would open a branch in Russia and take over the Bank Halim in Indonesia. Applications to set up new branches in Dubai and Doha have been approved by the banking authorities of China, paving the way for its march into the emerging Middle East market.In its latest overseas expansion, the ICBC clinched an agreement with Seng Heng Bank Limited on August 29 to acquire a stake of nearly 80 percent of the bank in Macao for 4.683 billion patacas (US5 million), according to the bank's website.Jiang said that the ICBC would "cautiously" advance its going- global strategy. "Only when the price, opportunity and place are right will we make a move."The bank has established more than 100 branches so far in 13 countries and regions, mainly through greenfield investment, merger and acquisition. But overseas business only contributed three percent of its total assets and four percent of its profits. The ICBC hopes to raise the proportion to 10 percent in the future, Jiang said.Domestically, the ICBC has more than 16,800 outlets.With a total asset of over US0 billion, the ICBC has been named as the second largest bank of Asia and the most profitable bank with a net profit of over US billion, according to a listing of HK Asia Week of "Top 300 Asia Bank".Apart from expanding its global presence, the bank has been engaged in financial innovations at home. Chief judge Xiao Yang has pledged to keep up the fight against judicial corruption after the nation's court system rooted out 292 judges last year because of unethical deeds. Greater efforts would be made this year to build a "clean court system", Xiao, president of the Supreme People's Court (SPC), said in an interview with China Daily. "We must never relax our vigilance on corruption," he said, after he reported to the National People's Congress in early March that, last year, 292 judges were subjected to power abuse investigations, with 109 of them prosecuted. The number of judges charged with corruption was 378 in 2005 and 461 in 2004. However, Xiao, who has been SFC president since 1998, said he had ongoing fears about the "grave situation" of judicial corruption. The 69-year-old chief judge said he "lost sleep" because he was so deeply disturbed by reports of corruption, especially those involving court officials. Corruption involving judges, though in small number, damaged the image of the country's court system and undermined the credibility of the justice system. "We will continue to be serious in handling the official corruption cases," he said. In 2006, two high-level group corruption cases were reported by the Chinese court system. The first involved three top judges from Fuyang Intermediate People's Court in East China's Anhui Province, who were arrested for taking bribes since 2005. Two of the former judges were sentenced to 9 and 10 years respectively, with the other one still on trial. The second case involved five senior judges from Shenzhen's Intermediate People's Court in South China. Three of them were sentenced to jail terms ranging from 3.5 to 11 years, with the other two still on trial. Corrupt judges have disrupted the working of the court system and sometimes resulted in wrong verdicts, Xiao said. A "firewall" against corruption will be consolidated, he said, with the apex court on its way to make four important sets of rules on fee charges, court discipline, judge discipline, and court supervision. The first two sets of rules will be implemented this year, with the other two released for public comment. Of the new rules to be released, he said, court officials are barred from using their influence to seek price discounts in any transactions, to occupy properties under other people's ownership, to collect or to spend money through gambling, to have personal investment managers, or to seek benefits for their family members. Also, beginning last year, the court introduced an "anti-corruption deposit" system. If a 22-year-old court staff member deposits 500 yuan () every year and does not do anything illegal, he will get 300,000 yuan (,600) upon retirement - including his premium and reward.
