(KGTV) -- Chula Vista’s next city manager will be the first Hispanic and first woman to serve in that role.Maria Kachadoorian, who has worked for the City of Chula Vista for 22 years, will move from her position as Assistant City Manager and take over for the retiring Gary Halbert.Halbert has served as the City Manager since 2014, and he has been with the city since 2008. He is set to retire on June 19.As the City Manager, Kachadoorian will be in charge of overseeing and maintaining the city’s budget. She will also “advance the Chula Vista Bayfront development, launch Ambulance Transport Services, and foster initiatives that better connect the City’s diverse communities.”In a statement, Chula Vista Mayor Mary Casillas Salas said of Kachadoorian: “Maria has the knowledge, skills and vision we need to move the City forward during these unprecedented times. "I thought it was like one of the best things ever I wish I had a drag queen story time when I was younger," said "Strawberry Corncakes", a local artist who isn't taking part in the upcoming event, but understands very well why performers like her are striking a chord with families and kids across the country. "We're characters, we're cartoon characters brought to life. Who walks around with green eyes and green lips?" Along with the popularity though has come controversy. Pastor Amado Huizar is a father of four and says he's heard the events aren't just about reading books. "Teaching more about drag queens and what that's about which tends to lead to adult entertainment and that's where I think it's inappropriate as a dad as a husband."But the performers themselves say that's just not true. "There's no hidden agenda, we're not teaching them how to be drag queens we're not teaching them how to do anything except love themselves and read," said Corncakes. Huizar is trying to get the city leaders to talk to him and others and postpone the event in the meantime. And while opponents admit the event is optional, they have an issue with it being held at a public library. "I don't have to go but that doesn't mean I have to keep away from it either," said Huizar. Last June, voters approved a half cent sales tax increase, giving Chula Vista the highest sales tax in San Diego County. The money goes into the general fund, but os designated for hiring more police and firefighters. Despite the new sales tax, some business owners say they are still having issues with the department's response times. A bakery owner on Third Avenue tells 10News she sometimes has to call police multiple times a week to report a crime, but that sometimes police don't show up or shows up hours after the crime. Captain Phil Collum says the department has hired nine of the 12 officers currently allowed by Measure A. According to SANDAG, crime in Chula Vista is actually down 3 percent in 2019, including property and violent crimes. "Sometimes the perception that crime is on the rise or perception that things feel less safe than they were, in fact all of the data suggests otherwise," said Collum. In a recent survey, 91 percent of Chula Vistans said they are "very satisfied" with the department, despite not meeting response times for priority one and priority two calls. Collum said those response times are slowly improving. The police department says additional positions will be filled through the Measure A sales tax, meaning 31 additional officers by 2023. (KGTV) - A report says Chula Vista faces an immediate need for more police staffing to keep up with rapid growth, and that traffic congestion will worsen in the coming years.At a Special Meeting called for Thursday evening, the city’s Growth Management Oversight Commission (GMOC) is expected to present to the city council its review for fiscal year 2018, which includes recommendations on how to properly address issues directly caused by the city's progression.Chula Vista’s exponential growth over the past five years has led to a big increase in homes being built across Chula Vista. The city says “the number of residential building permits issued in Chula Vista averaged 1,008 units per calendar year” between 2013-2018. "This rate of growth is projected to continue or increase over the next five years, according to Chula Vista’s 2018 Residential Growth Forecast, updated in April 2019," the GMOC says. "With growth comes the demand for additional services and facilities."The GMOC warns that the Chula Vista's police department is not prepared to accommodate anticipated growth in the next 12-18 months or five years. Police add that Mooring may be suffering from the effects of dementia.Mooring is described as a black man, 5-foot 9-inches tall, and weighing about 230 pounds.
