City of San Diego workers on the taxpayer dime were doubling the hours worked on their timecards and getting paid for it anyway. The revelation is part of a damaging new audit set to be released Friday. "Quite frankly, we're appalled," Johnnie Perkins, a city deputy chief operating officer, said in a press conference called Thursday. The audit found the a unit of 17 workers in a unit of public utilities department were working an average 3.6 hours per day, but putting eight hours on their timecards - and supervisors were approving them. The unit is charged with replacing faulty cement water meter covers and water meter boxes at homes and business across the city of San Diego. "We need to make sure that we're changing what our expectations are not just for those that are on the front line repairing our lids and boxes," Perkins said, "but for our midlevel and senior managers, what do we expect in terms of how they are going to be evaluated or held accountable for their performance, or in this case, lack thereof?"The investigation comes just months after City Auditor Eduardo Luna's department found that the public utilities department sent erroneously high water bills to nearly 3,000 San Diego families. Perkins said reforms are currently being installed. The announcement came one day after city public utilities director Vic Bianes announced his retirement, effective Thursday. Matt Vespi, an assistant director in the finance department, takes over on an interim basis.The city plans to have a permanent replacement by the end of the year.   In a statement, Mayor Kevin Faulconer said the public utilities department needs to earn back the trust of its customers."The Mayor has called for sweeping reforms that include looking into every aspect of the department’s operations and changing how things are done to better serve the public," he said. In the case of the inflated timecards, Perkins declined to say how much was lost, what the workers earned, and exactly how long it was going on. He promised taxpayers that despite the troubles, the water supply is safe, and that the city would get to the bottom of it. "We own this," he said. "If there's an issue we're going to own it, and we're going to be held accountable because it's the ratepayers and the taxpayers of San Diego who we work for, and we cannot forget that."  2439

CORONADO (KGTV) - Police found a man who went missing from Sacred Heart Church this evening. Vincent Banez, 31-years-old, went missing around 6:30 p.m. Saturday evening, according to Coronado Police. He was last seen near the church, located at 655 C Avenue before he was found safely around 8:30 p.m.Police describe him as an Asian male wearing a black sweater, yellow pants and on a red motorized scooter. He needs the scooter to get around, but he is social and able to interact, police said.A helicopter circled Coronado looking for the man and relayed information to residents.This is a developing story. 10News will update as details become available. 690

Companies are using some pretty sneaky tactics to make you think you're getting more than you actually are when it comes to buying things like cosmetics.But are they breaking rules?U.S. consumers spent billion in 2017 on cosmetic products.  Makeup enthusiast Alex Langer says she’s never really paid close attention to the amount of product inside the fancy cosmetic bottles."Unless you're a mathematician, you don't know what that really is," says Langer.The NOW’s investigative team looked at some popular brands and found some tricky packaging that seems misleading. (Disclaimer: we are not mathematicians)"I think that there is an ethical issue with trying to convey that there is more in that package than there really is," says marketing expert Darrin Duber-Smith.The NOW looked at two different oils from Olay products. One actually had more product than the other. The company is using what marketers refer to as "downsizing," which started a decade ago."You can make your package thicker, and that way it holds less stuff,” explains Duber-Smith. “You can put a false bottom or a thicker bottom at the bottom…you can fill it, not all the way to the top."Another product from e.l.f. looked as if it was full of product, but when you start unscrewing things and pulling if apart, you learn quickly that looks are very deceiving."Competitors have to kind of have larger packages in order to convey the perception that there's more and more product in there," explains Duber-Smith.Companies, however, cannot lie about the amount on the product’s label. The companies are required to be precise about what’s included on labels and the product amount is included."We have labeling requirements,” explains Duber-Smith. “We have regulatory agencies that do oversee these things."Packaging can change your perception dramatically. Each bottle of foundation we looked at differed in design, but the amount in the bottles were the same."I would agree completely that it's very misleading to consumers,” Duber-Smith says. “And my feeling is that if your intent is to deceive you have an ethical issue."So before you purchase your next beauty product, pay attention and make sure you are checking the labels; don't be deceived by pretty packaging. 2264

  

CORONADO, Calif. (KGTV) - About 100 people came to worship at Glorietta Bay Park in Coronado on Friday.The 'Saturate OC' event was held by a Southern California congregation. They hold worship services and baptisms along beaches and waterfronts.It is the second 'Saturate OC' event in San Diego County in back to back weeks."It would be hard to understand if you're not a believer, but we prayed about it, and thought this was the next place we were supposed to come," said Parker Green, co-director for 'Saturate OC.'They held a worship service in Oceanside on Aug. 28, which drew hundreds of people. There were people seen not wearing face coverings or social distancing at that event.Green says they have face coverings at the event to people who want them. They also provide hand sanitizer. He also added he doesn't know of one person that got sick from their events."People can wear masks or not, we tell them to bring masks on our social media, but I think the crowd we tend to draw would be folks that would wear a mask in a public setting, especially outside," he said.People at the Coronado worship service appeared to be more spaced apart than those in the Oceanside event.Members of the county's Safe Reopen Compliance Team were at the event talking to people. CORONADO, Calif. (KGTV) -- The Coronado Unified School District is mourning the loss of one of their most popular crossing guards. Bruce Campbell, or Mr. Bruce as the kids knew him, passed away on Monday. According to his brother, Bruce was at work Monday when he collapsed and had to be rushed to the hospital. Campbell went into cardiac arrest and passed away on his way to the hospital. Students and parents set up a memorial on the corner of Sixth and F Street, where he worked every day for the last several years. His brother tells 10News he died doing the job he loved most. In a statement, the district told the Coronado Times that school counselors will be working with students as needed. Bruce Campbell was 68 years old.  770
