SAN FRANCISCO (KGTV) – The first case of coronavirus with unknown origin has been confirmed in Northern California. The resident hasn’t traveled overseas since the outbreak began, the CDC said Wednesday. It’s unknown how the patient got the virus. "At this time, the patient's exposure is unknown. It's possible this could be an instance of community spread of COVID-19, which would be the first time this has happened in the United States. Community spread means spread of an illness for which the source of infection is unknown," the agency said in a statement. The CDC says it’s working with the state and preparing for “possible community transmission.” The public health system in Northern California was able to catch the case. Meanwhile, San Diego’s second coronavirus patient was released from the hospital Monday. UC San Diego Health made said earlier in the week it was no longer caring for anyone with confirmed or possible cases of the virus. 1152

(KGTV) — San Marcos is taking a stricter stance on pet control.A newly passed ordinance allows the city to label people “irresponsible pet owners” and levy harder penalties.The city or the San Diego County Humane Society can impound the animals of people who are declared “irresponsible owners” under the ordinance and ban hem from owning any animals for up to three years.According to the rules, an “irresponsible owner” is an individual who has received three of more citations in the last two years for an unrestrained animal, guard dog, dangerous animal or nuisance violation.Dangerous animals per the ordinance are those that have attacked a person or another domestic animal two times within four years, or have injured or killed a person once within four years. 795

SANTEE, Calif. (KGTV) -- Schools in the Grossmont Union High School District reopened for in-person learning Tuesday, allowing students back on campuses for the first time since the onset of the COVID-19 pandemic in March.A large number of students began in-class instruction on Tuesday, but there were many others who chose to remain at home for distance learning.ABC 10News was at Santana High School in Santee on Tuesday morning as students with masks on trickled onto campus. Each student underwent a health screening before heading into their classrooms.Under the district’s blended learning plan, reopening campuses to a limited number of students is step 2 out of 5. Each school will only have 25 percent of students on their campuses. These students have been split up into different groups A-D depending on factors like their course schedule.RELATED: In-person learning to resume for some in the Grossmont Union High School DistrictThe groups determine which day the students will come to school. Each group will attend in-person learning once a week; the rest of the time they’ll be learning from home. Class sizes will be made up of 8 to 12 students.GUHSD Superintendent Theresa Kemper said it took a lot of organization and brainstorming to make the plan work, making sure they followed the state COVID-19 guidelines while juggling the daily campus routines.Kemper “At the secondary level, you have students traveling to multiple classrooms, and so it took a lot of work in how to break them up in groups so we can have the hybrid model."As for the full-time distance learners, Kemper said they will continue on with their schedule as planned until they can fully reopen their schools.Kemper also added that the district will see how things will go in terms of in-person learning and they’ll continue monitoring the state COVID-19 numbers as they figure out the next step in their reopening plans. 1917

(KGTV) - A first-grade teacher at Sycamore Canyon Elementary has found a creative way to stay in touch with her students while everyone is staying home during the coronavirus Pandemic.Sarah Lathers is filming herself reading stories to her daughter, and then posting it online."I just think about my kiddos a lot, and I do miss them a lot more than I anticipated I would already," she says. "I care so much about their education and them as people. And I just want to know that they're somewhere feeling comfortable and safe during all the chaos."RELATED: List: San Diego school districts offering free mealsLathers reads to her two-year-old daughter, Harper, every day. The idea of putting story time online seemed like an easy way to let her school kids know she was thinking about them.The videos already have hundreds of views. Parents and friends are clamoring for more."Parents are putting comments below saying that the kiddos were so excited to see me," Lathers says. "The kids are showing it to brothers and sisters. They get tears in their eyes, at times remembering stories in class. SANTA CRUZ COUNTY, Calif. -- With wildfires burning across the West Coast and coronavirus concerns impacting communities, emergency evacuation shelters in California are facing crisis and chaos.In Santa Cruz County, leaders say local fires have displaced about one in every five residents.That includes Anthony Koppe, who lost his house in Boulder Creek during the CZU fire.“I don’t want to dwell on it too much. you know,” he said. “It’s happened and we got to move on.”Koppe and many others from California’s Central Coast are now seeking help at a local recovery resource center where new safety measures have been added to combat COVID-19.“If somebody has something, instead of passing it on, you can catch it at the door,” he said.Just to get in those doors, people have to pass a pretty strict health screening, like filling out an extensive questionnaire and getting your temperature taken with a new touchless thermometer.“It’s impacted everything,” Rosemary Anderson, emergency services manager for the County of Santa Cruz, said about how COVID-19 has changed how emergency evacuations shelters are operating.Gone are the days of hundreds of cots stuffed in an auditorium. Now, places like Kaiser Permanente Arena, which normally holds 25,000 people, has a maximum capacity of 68.“Everything was measured out so each of the tables and the resources are all 6 feet apart and people can interact from a distance where its COVID safe,” Anderson said.COVID-19 concerns have also impacted other disaster relief organizations.“Where we’d normally have 500 people in a gym, now we’re only doing about 50,” said Tony Briggs of the American Red Cross.Briggs says the coronavirus has forced his teams to change how they help people cope with disaster during this pandemic.“Now, with COVID, we can do all the listening, but you can’t do the contact,” he said. “And for some people, that hug is a really, really big deal.”Even with the added attention to detail, leaders in Santa Cruz are expecting coronavirus transmission rates to increase because more people are coming in contact at these resource centers.“If something is wrong with somebody, I definitely don’t want to catch it or my lady or my son,” Koppe said.While people like Koppe may have lost their homes, these new safety measures haven’t let them lose hope“It definitely gives me peace of mind,” he said. 2375
