SAN DIEGO (KGTV) - The California Appeals Court put a stay on the release of a sexually violent predator known as "Bolder than Most" rapist. Back in June 2019, a San Diego County Superior Court judge ruled in favor of conditional release for a sexually violent predator. Judge David M. Gill made the controversial decision for Alvin Ray Quarles, 56.Mary Taylor is a survivor and says she's hopeful with the appeals court stepping in, "we've been hopeful in the past, but this is actually a court saying wait a minute lets look at this." Up until this week, things were moving forward as the search for a place to release Quarles in San Diego County continued. Monday afternoon, Taylor got a call from the deputy district attorney saying they filed for a writ and it had been approved. A writ is similar to an appeal. The California Appeals Court issued a stay. Now, all progress towards finding Quarles a location has stopped and cannot continue again until the courts resolve the appeal. In the meantime, Quarles will stay at the Coalinga State Hospital getting treatment through a program for sexually violent predators. 1131

The DMV is also recommending that state law enforcement be flexible when reviewing driver license or identification and vehicle registration. The DMV said it may choose to waive registration penalties, as well.California's DMV offices are open amid several closures around the state due to the coronavirus, but are working to increase access to services outside the office. 2082

  

SAN DIEGO (KGTV) - The family of a missing Arizona grandmother believes that she may be heading to San Diego.On Monday, ABC10 News spoke to Aaron Richardson about his grandmother, Alice Fults, who was last seen on Friday morning in Chandler, Arizona. "You'd never think this would happen to you and for it to happen and [to] somebody you know totally tears you apart," he told ABC10 News.On Monday afternoon, Chandler Police confirmed that the 58-year-old stroke survivor and dementia patient got on a Greyhound bus on Friday morning that was bound for Los Angeles.Her family says that she could be trying to get to San Diego which is where she grew up and where her sister still lives. "She's from Lakeside so she always talked about Lakeside, California and how she wanted to go back to Lakeside," said Richardson.Fults has hearts with names tattooed on her legs and horseshoes tattooed on her arms. She has a drooping eyelid from her stroke and needs her seizure medication. Her family told ABC10 News that she left with her granddaughter's ID but not her own ID. She doesn't have a cell phone. Family added that she has a history of wandering off but never for more than a few hours."If you see this, Alice...I love you, grandma. Get some help, okay? Let us know you're okay," Richardson added.Chandler Police have issued a silver alert and are working on notifying law enforcement in Southern California about her disappearance. SAN DIEGO (KGTV) -- The City of San Diego is moving forward with a plan to underground utilities in eight neighborhoods throughout the city. In a meeting Monday, San Diego’s City Council voted to establish underground utility districts. The district's would include the neighborhoods of Otay Mesa-Nestor, San Ysidro, Clairemont Mesa, Encanto, Southeastern/ Skyline-Paradise Hills, College Area, Navajo, and Mid-City: Eastern Area. So far, the City of San Diego has moved roughly 400 miles of utilities underground. RELATED: SDG&E moves 20 miles of power lines undergroundAlthough Monday's meeting marked the first step in the process, the city says construction won’t begin for several more years. In total, the project is estimated to cost more than .2 million, including .5 million for the electrical utility work and .7 for related work, including administration, streetlight replacement, street resurfacing and related work. Recently, the city increased staff to accommodate more undergrounding districts and increase customer service. The funds come from a surcharge customers pay through SDG&E and an electric tariff known as Rule 20A. The map below shows all the undergrounding projects in the City of San Diego.
