SAN DIEGO (KGTV) - A Halloween carnival at the Rancho Bernardo Community Park could be saved with a controversial decision.The park is short-staffed and in desperate need of volunteers.The City of San Diego allows people to volunteer one time per year without needing the usual criminal records check.Some parents are concerned about who would be volunteering near their children.The City sent 10News an email Friday indicating only volunteers who passed a background check would directly supervise or interact with children.Any volunteer does not go through a background check will be in support roles such as setting up tables and directing traffic. 669

SAN DIEGO (KGTV) -- A program dedicated to giving high school girls in under-served areas skills to help get good part-time jobs is being given a ,000 grant from The San Diego Foundation."These students are going to be able to experience real world, hands-on training in highly technical fields," said Katie Rast from The San Diego Foundation.Called "Girls Take Flight", 20 students from schools in Southeast San Diego are spending their spring break in a classroom partaking in a "drone camp".The girls are learning how to build, fly, repair, and code drones. The hope is that those skills will help them get the part-time jobs that they'll likely need to pay for college.In addition, about half of the students will be awarded internships with the Elementary Institute of Science, which is administering the program.Those internships will include tours and introductions to potential mentors from prestigious San Diego-based tech companies, including Qualcomm, Northrop Grumman, and General Atomics.10News spoke with students who say opportunities such as this one are hard to find in communities such as theirs, leading to their dedication to take advantage."I know my parents did so much to bring me here," said Sundus Mohamed, a Crawford High student and daughter of Somali immigrants. SAN DIEGO (KGTV) -- A Marine was killed in a hit-and-run accident in the Midway District just after 7:00 p.m. on Saturday night, according to San Diego Police.The victim, who was in his early 20's, was visiting an establishment with his friends earlier that night.At some point, his friends could not find him. Police said he walked or fell into the street in the 2700 block of Midway Drive.Police said a car hit him and took off toward Rosecrans Street. There was no description of the driver or vehicle available. Police were checking surveillance video and his phone to find out more information. SAN DIEGO (KGTV) - A San Diego elementary school teacher was arrested this week and accused of distributing child pornography.Authorities arrested 59-year-old David Weaks, a fifth-grade teacher at Rosa Parks Elementary School in City Heights, Thursday and charged with distributing child pornography of young girls, including a toddler, according to a complaint filed by the U.S. District Court, Southern District of California.According to documents, a U.S. Department of Homeland Security special agent was able to download two child pornography videos of young females from Weaks computer through peer-to-peer software.The IP address associated with the download was tracked to a residence in San Diego and a subscriber with the last name of Weaks, the complaint says.Authorities say a search of Weaks' residence and his computer revealed numerous files featuring child pornography.The complaint said Weaks admitted to obtaining and distributing child pornography through the file-sharing software over the internet. He also admitted to possessing similar materials on an external hard drive.Weaks is scheduled for a detention hearing on April 24. The government has requested he be held without bond on the grounds that he "is a danger to the community and a flight risk."He faces a maximum of 20 years in prison and 0,000 fine if convicted. 1421

SAN DIEGO (KGTV) -- A San Diego County leader is asking the state to look into what she calls the disproportionate placement of sexually violent predators in rural East County. In a letter, Board of Supervisors Chairwoman Dianne Jacob asked Attorney General Xavier Becerra to investigate the placements. Jacob says nine out of the 12 predators, dubbed the "dirty dozen" by Jacob, released in the San Diego region have been housed in the communities of Campo, Boulevard and Jacumba Hot Springs. RELATED: Placement hearing to be held for 'bolder than most' rapist“Rural East County should not be treated as a convenient dumping ground for SVPs,” said Jacob. “In their attempt to quietly house these monsters in our county, state officials are exploiting small, rural communities that often lack the resources and clout to challenge these placements.”The letter comes as a judge gets ready to consider a state proposal to put Alan Earl James, another sexually violent predator, in Jacumba Hot Springs.
