SAN FRANCISCO (AP) — A judge ordered California's attorney general to release police misconduct records predating Jan. 1, when new transparency legislation took effect.San Francisco Superior Court Judge Richard B. Ulmer, Jr. on Friday also rejected arguments by Attorney General Xavier Becerra that his office should not have to release records of local law enforcement.The legislation was designed to guarantee public access to disciplinary records involving investigations into officer shootings, use-of-force incidents and incidents involving officer misconduct.The tentative ruling was a win for the First Amendment Coalition and National Public Radio member KQED-FM, which sued Becerra's office for records under the legislation."Judge Ulmer's order sends the clear message that the Attorney General is not above California law," said David Snyder, the coalition's executive director.In response, Becerra's office said Friday it would release records from before 2019 but only those regarding Department of Justice officers. The office said in a statement that requiring the office to release records involving other departments "would result in duplication of efforts."The judge ordered the attorney general's office to meet with the coalition and KQED to work out the logistics of releasing records.Ulmer said the 1st District Court of Appeal had already decided that the law is retroactive. SAN DIEGO COUNTY (CNS) - Seven "cool zones" are scheduled to open at noon Monday in San Diego County to provide relief from high temperatures.The cool zones are air-conditioned locations throughout the hottest areas of the county:-- Borrego Springs Library, 2580 Country Club Road;-- Fallbrook Community Center, 341 Heald Lane;-- Lakeside Community Center, 9841 Vine St.;-- Potrero Branch Library, 24883 Potrero Valley Road;-- Santa Ysabel Nature Center, 22135 CA-79;-- Spring Valley Community Center, 8735 Jamacha Blvd.; and-- Valley Center Branch Library, 29200 Cole Grade Road.All sites will be open from noon to 5 p.m. Monday through Friday.COVID-19 safety measures will be in place. Anyone entering a cool zone will have their temperature taken and all visitors and staff must wear face coverings and practice social distancing.The libraries are cooling sites only; no library services are being offered.Animals, except service animals, are not permitted in cooling zones."Although we need to take steps to keep seniors safe, it still remains important to also keep them cool," said Supervisor Dianne Jacob. SAN DIEGO (KGTV)- The 2019-2020 cruise season is officially underway in San Diego, and the Port of San Diego expects thousands of visitors to the region, having a significant economic impact on the city.The Port has 104 cruise calls scheduled, which is up from last year's numbers. Approximately 338,000 passengers will be on the cruises and Port officials say each home ported call has an average of million in economic impact."That doesn't just mean spending money on food and shopping, but that can be maintenance, repairs and things to the ship," said Adam Deaton, with the Port's cruise business development."It's a great, great uptick for San Diego's economy," said Deaton. "We're not in the summer so it's kind of the down season, so cruise is a great pick me up for the winter and fall months."The season began Tuesday with the arrival of luxury ship Le Soleal, from French Cruise company, Ponant.Also this season, Holland America, Disney Cruise, and Carnival Cruise Lines will be featured. Carnival has not been in San Diego since 2011 and its return was much anticipated.The Carnival Miracle will be at the Port starting in December for 12 trips including Mexican Riviera, Hawaiian Island, Baja Mexico and Panama Canal cruises.Starting October 4, Disney Cruise Line will offer 16 cruises from the Port of San Diego. SAN DIEGO (KGTV)- The fight continues fort tenants in Oak Park who say they soon won't be able to pay their rent if it continues to go up. The group met with the San Diego Housing Commission Friday morning. Many of the tenants are seniors living on a fixed income. Some of them say they've already seen their rent increased twice this year. "There doesn't seem to be any protections for people like us," says one of the tenants who spoke during Friday's board meeting. "We're on a fixed income; we get a two percent raise every year. My rent was raised by 50 percent."Olive Wood Gardens is a low-income housing complex for seniors and those who are disabled. Tenants say they are scared for their future. "I don't know what to do now," says Kathy Blackstock. "I don't think I can go back to homelessness."They're not only asking help from the San Diego Housing Commission; the tenants are hoping the state would pass Assembly Bill 1482. Last week, a rally was held outside of the complex in support of the bill. It would make it illegal for property owners to raise rents more than seven percent in one year. The Senate Committee is currently reviewing the bill. The San Diego Housing Commission board says they've referred the tenants' comments and information to the staff. A more loose mask will not irritate as badly but is not as effective for the fight against coronavirus, so she said to only wear a loose mask if there are no people nearby.“Obvious trade-off being they don’t function as well as masks so making sure that you’re choosing a face covering that’s appropriate for the situation,” she said.Maly also said wearing daily products like sunscreen, lotion and makeup on your face can make any acne or irritations worse. She said typical medications to treat acne should help these conditions, like salicylic acid and topical retinoids.She said bottom line, though, is that while keeping your skin healthy is important, the masks are necessary to keep others healthy.“I think overall people have been very aware of the overall goal of wearing a mask to protect themselves and protect other people. I think it’s important not to lose sight of that. Obviously getting seriously ill would be much worse than getting acne on your face,” she said. 1297
