(KGTV) — San Diego County's third-largest city has three-and-half miles of coastline and is centrally located between Los Angeles and San Diego, making it a natural stop since its earliest days in the 1880s. "Originally, it was on a train depot. It was called Ocean Side; two words," said John Daley, a third generation resident, as he perused photographs at the Oceanside Historical Society. Daley says you can thank farmers bound to the nearby fertile inland valley who would occasionally take a break. "They would go to the 'Ocean Side' to go have some fun. And that really became Oceanside," Daley said.Rail lines came in 1881, prompting a homestead in '83, and incorporation in 1888. Founded by land speculator Andrew Jackson Myers, Oceanside was born with 1,100 residents. Numbers destined to rise into the next century as the coastal community continued to become more connected by rail and road. "As soon as they had cars come here we were kind of the easy stopping point between Los Angeles and San Diego or Mexico. We became very prominent for that," said Daley.Oceanside beaches became go-to destinations via the new Highway 101 and business grew. Then came World War II and Camp Pendleton. Oceanside's now 5,000 residents would be outnumbered by a military migration. "As the story goes, they brought in about 7,000 people to build the base because it was such a large base, obviously," said Daley. "Oceanside had to come to grips with feeding, housing and recreating those people. So, people lived everywhere. They lived in sheds and garages."And Daley says an even greater boom would follow in the 1960s and 70s as the region became more well known. Oceanside grew at a rate of 2,000 homes a year while catering to millions of travelers. "Even the restaurant I eventually owned at one time — the 101 Cafe — was called the 101 Cafe and Trailer Park because they allowed trailers in the back of their lot," Daley added.Travelers still stop and some stay. But Daley believes the city is fairly built out at this point. He sees slow growth ahead but a bright future. "We have a beautiful city. Oceanside may convert two of its elected city positions into City Council appointed ones, leading to concerns that the city is taking key decisions away from voters. The Oceanside City Council will decide Wednesday whether it should have the authority to appoint the City Clerk and City Treasurer. The city says the positions have become “significantly more complex” due to state laws and regulations. “Both positions perform critical City functions, and they require specialized education and experience to property discharge their many duties that likely cannot be properly achieved (or guaranteed) via an elected position.” The City Treasurer position has been a controversial one in Oceanside. In 2016, incumbent Gary Ernst died just weeks before the election, leaving Oceanside resident Nadine Scott as the lone living person on the ballot. However, multiple City Council members campaigned on Ernst’s behalf because they said Scott wasn’t qualified. Ernst won, clearing the way for the council to appoint Rafe Edward Trickey Jr. Scott said Monday she was troubled by the decision before the council. Current treasurer Victor Roy defeated Tricket Jr. in the 2018 election, and currently holds the office. City Clerk Zeb Navarro was recently appointed after Zack Beck stepped down to take a position in Escondido. Oceanside Mayor Peter Weiss said the jobs are part time and pay about ,000 a year. Only a handful of countries are allowing Americans in without restrictions, and the U.S. State Department is urging all Americans to avoid international travel due to COVID-19. For those who still want to go abroad, things will likely look very different.Carol Bryant, a travel advisor, just returned from a trip to Mexico.“I went for a few reasons. One, because I love it down there. I've been going there for years,” Bryant said. “I also wanted to see what it was like, so I could tell people what my experience was.”Mexico is one of the few countries currently allowing Americans in without restrictions.“I felt safer there than I feel here," Bryant said. "I think it was a much more consistent enforcement. My feeling is this isn't going away anytime soon and we need to find a way to live with it.”Each country is responding differently to American visitors.“There is a ban on Americans traveling to any of the countries in the Schengen area so that does leave Ireland and Britain open as far as European countries go,” Hannah Oreskovich, a travel influencer and marketing consultant, said.Since COVID-19 started spreading, she hasn’t traveled outside the U.S.“There’s definitely some countries who are taking advantage of those opportunities right now who probably need the tourism,” Oreskovich explained.The airline Emirates is a prime example, recently announcing passengers will receive free COVID-19 insurance. This could include medical expenses and quarantine costs. But countries change their rules about who is allowed in, and who must quarantine upon arrival, depending on case numbers.“Their numbers look good so they loosen things. Their numbers start to go up, they tighten it down,” Bryant said.“Lots of what I’m seeing, you have to test before you go and test when you get there and you're still quarantining maybe,” Sherry Ott, a travel blogger, said. ”They have to have a way to be able to check people in quarantine.” Ott is talking about Ireland, a country allowing Americans in with restrictions. Normally, the father would take him to class on the way to work, but when they tried to wake Cruz up Wednesday, he said something like, "It's Valentine's Day. I don't go to school on Valentine's Day," according to the lawyer."They just blew it off," attorney Jim Lewis said. "This is some 19-year-old that didn't want to get up and go to school that day, and (they) left it at that."The family took Cruz in last year after his adoptive mother died.
