SAN DIEGO (KGTV) -- A new law in New Jersey could have an impact on San Diegans who claim they were sexually abused in the Boy Scouts.Attorneys with the law firm PCVA say they plan to bring new cases under New Jersey's new statute of limitations and window when the new law goes into effect on December 1, 2019.They say the new law will allow survivors in California and other states to file suit against the Boy Scouts for any abuse that occurred during the 30 years that that organization was based in New Jersey."We intend to hold the Boy Scouts accountable under this new Jersey law because the organization knew for decades while its headquarters was based in New Jersey, that thousands of scout leaders had used their position to groom and sexually abuse children," said attorney Michael Pfau. 10News asked San Diego attorney Andrew Van Arsdale how the new law makes it possible for alleged survivors outside of New Jersey to file a legal claim in that state."Their theory is New Jersey was home to this corporate entity for a period of 25 years so during that period of 25 years no matter where that abuse occurred in the country the corporate entity existed in New Jersey, we can sue that corporate entity in new jersey," he said.Van Arsdale is one of the lawyers involved in the group "Abused in Scouting." The group came together after hearing the Boy Scouts were potentially filing for bankruptcy. They began a campaign telling victims that they no longer have to be in hiding."By going to the states or areas where these defendants are incorporated that's a way to get at them," Van Arsdale said. "If these guys out of Seattle are correct and New Jersey was the home of the organization for a period of time they should be able to get them. The same way we're using Washington D.C. to file 1,100 of our lawsuits."Lawmakers in California are attempting to pass a similar version of New Jersey's new law. Assembly Bill 218 was introduced earlier this year by San Diego Assemblymember Lorena Gonzalez.According to the online text, "This bill would expand the definition of childhood sexual abuse, which would instead be referred to as childhood sexual assault. This bill would increase the time limit for commencing an action for recovery of damages suffered as a result of childhood sexual assault to 22 years from the date the plaintiff attains the age of majority or within 5 years of the date the plaintiff discovers or reasonably should have discovered that the psychological injury or illness occurring after the age of majority was caused by sexual assault, whichever is later. This bill would also provide for the recovery of up to treble damages against certain defendants in these actions, and would revive time-lapsed claims in certain circumstances."On Tuesday Gonzalez sent a series of tweets regarding the bill writing, "A moment on our #AB218 easing the statue of limitations for survivors of childhood sexual abuse: I know that school districts are worried that they may be sued. And that will cost public education in the state. I can't say that won't happen. If they covered up the abuse they will be held liable. And they should be. That's the only way we will stop the pattern of abuse that institutions have been covering up for decades. Inaction by sports clubs, schools, churches, Boy Scouts, boys & girls clubs have allowed perpetrators to continue to create new victims. This has to stop. It's time we take child sexual abuse seriously. SAN DIEGO (KGTV) -- A man with San Diego ties who worked for the U.S. government is accused of drugging and sexually assaulting multiple women, according to federal court documents.An FBI spokesperson confirmed Brian Jeffrey Raymond was arrested in La Mesa earlier this month.The arrest was first reported by The Daily Beast.Team 10 learned his arrest on October 9th took place in the parking lot of a La Mesa gym. Currently, he faces one charge related to sexual assault, but prosecutors said he is under investigation for crimes against 21 other women.Raymond, who most recently worked for the U.S embassy in Mexico City, had worked for the government for 23 years."For years, he has exerted power and control over unconscious women, undressing them, sexually assaulting them, photographing them, and recording them without their knowledge or consent," prosecutors wrote in court documents. They called him an "experienced sexual predator."He is currently at the Metropolitan Correctional Center in downtown. In a hearing this week, he was ordered to be transferred to Washington D.C. The investigation showed in May 2020, police in Mexico City responded to Raymond's apartment to reports of a "naked, hysterical woman desperately screaming for help." The woman said she met Raymond on Tinder. Their date eventually led to his apartment, where they ate snacks and drank "from a wine glass [Raymond] provided in his residence," documents showed. The victim said she suddenly blacked out. A sexual assault examination showed several injuries.On Raymond's devices and iCloud, investigators said they found approximately 400 photos and videos, some dating back to 2011. They showed at least "21 different unconscious women." Some of the women were fully nude.Law enforcement said they found his internet searches included "passed out black girl," "deep sleep," and "Ambien and alcohol side effects."The alleged assaults took place from Mexico City to Virginia, according to prosecutors. Raymond's parents live in La Mesa. Documents showed he moved back to their home in June after he resigned from his job. In an interview with federal agents, his parents said "they feel like they do not know their son" and were surprised when he came to visit. Prosecutors said his behavior was escalating, even after his arrest. A week before he was arrested in La Mesa, they said Raymond met another women who could only remember small fragments of their sexual encounter.Raymond's attorney did not return Team 10's request for comment. 2531

SAN DIEGO (KGTV) - A local woman says a recent shopping trip turned into a nightmare, in the form of a sexual assault inside a 99 cent store in Clairemont.Around 7 p.m. on Thursday, inside a nearly empty 99 Cents Only store at Clairemont Town Square, Sarah was 30 minutes into a shopping trip. She recalls seeing the same man, as she walked through three different aisles."I didn't think anything of it. Just thought he was shopping for the same items," said Sarah.When Sarah bent down to get some poster board from a shelf, he attacked."He came from behind and forcefully shoved my shoulders into a seated position into his lap, and he had an erect groin," said Sarah.Sarah says she quickly got away from the man, who was fully clothed."I was shocked and gasped. Stood up and turned around, and he backed up. He said, 'Oh, sorry, I thought you were somebody I knew,'" said Sarah.Sarah describes the man as a thin, dark-haired man in his 20s, wearing a black mask and blue-and-white, checkered cap. She raced to find a store employee."I could see he was still stalking me. He was still peeking his head around the corner. When he saw me talking to an employee, he took off," said Sarah.She called the police and waited outside the front door to get a photo of him, but he never appeared. He likely got out a side door."I feel very violated. Just very violating," said Sarah.A day later, there is a growing fear and anxiety. After she posted details on the Nextdoor site, neighbors reported four recent and similar incidents at grocery and drug stores, all involving a man with a similar suspect description. Police tell us they're looking into a possible link to other cases."It's very scary he could potentially be doing this to women while they're shopping," said Sarah.Sarah is worried about what the man may do next."He's very brazen. SAN DIEGO (KGTV) — A meeting to sell an iPhone ended in a wild chase and getaway in an El Cerrito neighborhood.Surveillance cameras caught the crime along Dayton Street late in the afternoon last Wednesday."My neighbor came to knock on my door. He was agitated and upset," said Maurizio Rios. Rios saw his neighbor right after it happened, and relayed the details to 10news. In the video, his neighbor is seen meeting with a man near the sidewalk. It's the same man who responded to an OfferUp post to sell an iPhone. Not far away stands another man. The neighbor hands the iPhone over for the man to look at, and almost immediately, the man takes off. After he takes off, the other person who had been around the corner runs with him.From another camera angle, the two men are then seen running down the block, with the victim close behind. Moments later, the same men are racing toward a moving car."They jump right into the moving car," said Rios.The victim is still close behind, but he can only watch as the the car makes a right and drives off. The neighbor is breathless and distraught, but he did spot some clues.
