SAN DIEGO (KGTV) — Despite a concerted effort to repair San Diego's crumbling sidewalks, a new report by city staff details the vast number of areas in desperate need of repair, as well as the skyrocketing cost to get them fixed."We're repairing more now than we ever have, but it continues to be a source of frustration," City Council member Mark Kersey told 10News in an interview Wednesday ahead of a City Council meeting on the matter.The new data shows that crews have repaired or replaced more than 27,000 sidewalks since the last major assessment was completed in 2015. However, more than 81,000 sidewalks still need attention. And while an estimate in 2016 put the costs to complete the work at million, that number has now jumped to to 100 million."The way it's set up right now is the sidewalk is the property owner's responsibility," Kersey explained. "They own it and they're supposed to maintain it. But because it's in the public's right of way, if someone trips and falls and hurts themselves, the city is the first one to get sued."Kersey says the repair process is far more complex and time-consuming than simply seeing a problem area and fixing it. Much of this stems from trying to prod property owners into making the repairs. However, Kersey says the costs of getting the right permits can be prohibitive, even sometimes matching the actual cost of the work. There is a city program which offers to bypass permitting and have the city do the work for half of the cost, though only a few dozen repairs are processed through the program each year.Another concern is mounting legal costs. On top of the cost of the actual repairs, the city has spent millions of dollars settling lawsuits stemming from dangerous sidewalks. SAN DIEGO (KGTV) — Heavy rains and wind across San Diego County hit one Coronado business particularly hard.The Coronado Tree Farm had only been open for about a week before Thursday's Grinch of a storm rolled through the area, heavily damaging the small farm at the ferry landing. The farm posted on Facebook that it would have to close for the season, before it could fully deliver some Christmas joy."Sad to say that the Tree Farm has to be closed down," the farm wrote. "The rain destroyed all our inventory and commercial props, generator, hay, games, prizes, tables, fencing, tents etc... We would have to start all over again in order to run it."Steve Albert, co-owner of the Coronado Flower Lady, told 10News they tried to curtail any damages but the weather simply took hold."I started trying to get everything I could under the big tent, and while I was doing that, one would break lose, and then another one," Albert said. "The whole thing is just kind of anchored together. The whole thing just went."Some of the trees and decorations are in good condition and will be offered up to anyone. SAN DIEGO (KGTV) — Disney officials say they do not believe Disneyland or California Adventure parks will reopen before 2021.During an earnings call on Thursday, Disney Chief Financial Officer Christine McCarthy said the Anaheim theme park will likely remain close through the end of the fiscal first quarter, which ends in late December."While some of our parks are open with limited capacity, we currently anticipate Disneyland resort will remain closed at least through the end of the fiscal first quarter," McCarthy said.RELATED: San Diego County businesses sue amid rollback in reopening restrictionsMcCarthy added that the company does not have any indication of how long restrictions on theme parks will last.California introduced reopening guidelines for small and large theme parks in October. Small theme parks with a capacity of less than 15,000 visitors can reopen in the state's moderate (orange) tier while large parks like Disneyland can reopen in the minimal (yellow) tier.Orange County is currently in the red tier and would need to post two weeks of orange tier data to move forward. The county would need to do the same to move into the yellow tier. SAN DIEGO (KGTV) - Governor Gavin Newsom is expected to sign a bill that would create a cap on annual rental increases. The bill passed both chambers of the California legislature this week.
