BEIJING, Dec. 20 (Xinhua) -- A draft amendment to China's Criminal Law remained unchanged in reducing the number of crimes subject to the death penalty. The draft amendment was submitted Monday to the Standing Committee of the National People's Congress (NPC), China's top legislature, for its second reading. In August this year, the NPC Standing Committee discussed the draft amendment during its first reading. The draft amendment will make 13 crimes exempt from capital punishment, if it becomes law.The crimes included: smuggling cultural relics, gold, silver, and other precious metals and rare animals and their products out of the country; carrying out fraudulent activities with financial bills; carrying out fraudulent activities with letters of credit; the false issuance of exclusive value-added tax invoices to defraud export tax refunds or to offset taxes; the forging or selling of forged exclusive value-added tax invoices; the teaching of crime-committing methods; and robbing ancient cultural ruins.During the process of the NPC Standing Committee's discussion, when the draft amendment was released for public submissions, some people suggested some of the 13 crimes be given death penalty while others thought that more crimes should be exempt from capital punishment. If the amendment becomes law, it will be the first time the number of crimes subject to the death penalty has been reduced since the People's Republic of China enacted its criminal law in 1979. It will also be a move by China to limit the use of the death penalty, after the Supreme People's Court in 2007 began to review and approve all death penalty decisions. The current law allows the death penalty for 68 crimes. The draft amendment, if passed, will reduce that number to 55.

EDINBURGH, Britain, Jan. 9 (Xinhua) -- Chinese Vice Premier Li Keqiang arrived here on Sunday for a four-day official visit to Britain.Upon his arrival, Li said in a statement delivered at the airport that recent years have seen steady progress in China-Britain relations and that increasingly strong political ties and fruitful cooperation across the board have brought real benefits to the peoples in both countries."In the midst of profound changes of the global landscape, closer cooperation between China and Britain will not only benefit the two counties and peoples, but also contribute to world peace, stability and prosperity," he added.Li stressed that he hopes to explore with the British side ways to cooperate more closely and turn the two countries into partners of mutual respect and equality in the political arena, partners of mutual benefits and shared growth on the economic front and partners of close coordination and equal cooperation on international affairs.Edinburgh is Li's first stop in Britain. He will later travel to London and meet with British Prime Minister David Cameron, Deputy Prime Minister Nick Clegg, Chancellor of the Exchequer George Osborne and Foreign Secretary William Hague.Britain is the last leg of Li's three-nation Europe tour, which has already taken him to Spain and Germany.Chinese Ambassador to Britain Liu Xiaoming told Xinhua that as the first visit by a Chinese leader to Britain since the current British government took office and the first high-level exchange between the two countries in 2011, Li's ongoing trip has great significance for the development of the China-British relations.Trade between Britain and China is booming. Bilateral trade in goods reached 40.2 billion U.S. dollars between January and October last year, marking a year-on-year increase of 30 percent. The two sides have also made great progress in trade in services.During Cameron's visit to China in November, leaders of the two nations set a target to raise annual bilateral trade volume to over 100 billion dollars within the next five years. In the 2009-2010 fiscal year, China was the sixth largest source of foreign investment in Britain, while the number of Chinese companies investing in London ranked second.

BEIJING, Jan. 8 (Xinhua) -- Just about two months ago, with a few clicks of the mouse, Chen Ying was able to watch her favorite American TV series, The Vampire Diaries or Gossip Girl, online for free.Like Chen, an employee of a foreign-invested company in Shanghai, many U.S. TV series fans in China have little choice but to watch video clips online because domestic cable channels do not broadcast copyrighted ones. Some even volunteer to upload clips onto video-sharing websites without any charges. But now Chen can rarely find such unauthorized online videos of foreign TV series. In November 2010, the State Administration of Radio, Film and Television (SARFT) announced a ban on any forms of trading and supplying unauthorized foreign TV series.Along with the ban, the Ministry of Culture launched a six-month nationwide crackdown on counterfeiting in October to halt the theft of intellectual property rights (IPRS) and promote public awareness in IPRS protection. In response, China's major video-hosting websites, including Youku.com, Tudou.com and Ku6.com, removed unauthorized foreign TV series videos.A podcastor, using an online name "Xueselaoxie" on the Nasdaq-listed Youku.com, said some 7,000 unauthorized videos of American TV series he had uploaded were deleted by the website in one night. To fans of foreign TV series, the ban might be a nightmare. But to the country, it was an important step in fighting IPRS infringement, said Li Yongqiang, assistant to CEO of Beijing Baofeng Inc., a provider of online video-hosting service.Similar regulations were issued earlier. But never had they received as many reactions as did this one, Li said."I checked some portals after the ban became effective. Some websites removed all the unauthorized videos of American TV series in just one night," Li said."I believe the entire online video-sharing industry had realized the importance of a healthy development environment, and people's awareness of IPRS will be raised," Li said.Following the order from the central government, many provinces beefed up their efforts in cracking down on online IPRS infringement. In northeast China's Jilin Province, the provincial copyright administration shut down two websites, o2sky.com and imdj.net, after they were found illegally providing unauthorized videos of South Korean movies. The ban has resulted in a reshuffle of online video-sharing industry in China, with major domestic websites gearing up to offer copyrighted imports of TV series and films.Sohu TV offered many copyrighted online videos of American TV series, including Gossip Girl, the Big Bang Theory and Nikita, after signing agreements with Warner Bros..Youku.com signed agreements with three major South Korean TV stations - MBC, KBS and SBS. It has also purchased rights from Warner Bros. to stream the hit movie "Inception," and charged five yuan (about 75 U.S. cents) for each view.Additionally, Tudou.com is trying to produce its own films and TV series."From website operators to video producers, content copyright has become more crucial to the survival of video portals," said Li Shanyou, CEO of Ku6.com."It's good to protect IPRS, but I would still like to watch the TV series online for free," said Cui Shan, a citizen of Changchun, capital city of Jilin Province."Definitely there are markets for foreign TV series or movies in China," Cui said. "I think those websites should import more copyrighted movies and keep offering them at a low price to win markets."China now has more than 200 million video website users and the market is growing, said Li Yongqiang. More paid online video programs will emerge as the cost of importing authorized films and TV programs rises.Li said it is likely that video-sharing websites join hands to import copyrighted programs from overseas in order to lower the cost of watching TV series online."But after all, the spirit of the Internet is to share resources. So as China's online video industry becomes more regulated, more resources should be encouraged to be shared for free on the Internet, " Li said.

BEIJING, Jan. 17 (Xinhua) -- The China Banking Regulatory Commission (CBRC) announced Monday that it will guide the nation's banks to a scientific pace of lending this year as it stressed bank loans should better serve the real economy. The CBRC said in a statement on its website that it will also expand and improve financial services in the country's rural areas and encourage banks to support borrowing activities from small-sized companies. The CBRC said it will carry out more studies in stepping up support for the country's affordable housing program, which aims to build 10 million affordable housing units for low and middle income residents this year. The commission also said it will continue to implement the differentiated home loan policy adopted last year, under which bank loans for third home purchases are suspended and down payments for all first-time home buyers are at least 30 percent of the purchase price, while second home buyers will have to pay an even higher amount of down payments, at 50 percent.Further, the CBRC said it would tighten controls over lending to local government's financing vehicles in order to ward off risks.Government data showed new yuan-denominated lending in China reached 7.95 trillion yuan (about 1.2 trillion U.S. Dollars) last year, overshooting the government's full-year target of 7.5 trillion yuan.
