SAN DIEGO (KGTV) - San Diego Fire-Rescue crews removed a body from Chollas Lake Monday, fire officials said. The man, identified only as Hispanic and in his mid- to late 20s, was found about noon at the lake at 5850 College Grove Drive in the Oak Park neighborhood. Brianna Yasel and her friends were at the lake and realized something was wrong."I couldn't tell what it was; it looked like a rock to me. Once they pulled it out and flipped it over, my friend was able to see the hand at first and it did look like he was under the water for a while. He just didn't look too good," said Yasel."The body was discovered almost in the center of the lake; a passerby said it looked somewhat suspicious. He noticed it moved by an rock cropping," said San Diego Police Lt. Ernesto Servin.San Diego Police are investigating to determine the cause of death and the man’s identity, according to San Diego Fire-Rescue. The Medical Examiner was also called to the scene.Chollas Lake, which served as a reservoir from 1901 to 1966, is open during daylight hours for recreation. SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer, a Republican whose term ends next month, revealed he is considering running for governor in an interview Thursday with the Los Angeles Times.The race will be tough for any Republican, according to political analyst John Dadian, because registered Democrats far outnumber Republicans in California. Those registered with no party preference also outnumber Republicans. “The uphill is he’d have to pull in all the people that are neither democrat or republican, but it’s certainly possible," Dadian said.According to Dadian, many political pundits consider Faulconer to be the most viable Republican in a general election, citing his record as a moderate mayor who frequently cross the aisle to work with Democrats on issues such as climate change. Faulconer's PAC raised more than 0,000 in the first half of the year, with the biggest donations coming from outside San Diego, which Dadian says is another indication of Faulconer's viability.Dadian says he expects Faulconer to spend much of his time traveling the state once he leaves office to build his profile and introduce himself to voters away from his home base. SAN DIEGO (KGTV) - San Diego could become the first local police department to provide a low-cost, late-night daycare facility for officers' kids. The San Diego Police Officers Association (SDPOA) has a new plan to help struggling offers who are trying to make it in San Diego.Kelly Stinnette has two full-time jobs. She's a mother to her toddler, Landon, and she’s a detective with San Diego Police Department's Sex Crimes Unit. At times, she can be on-call for 24-hour periods.“It's a lot of anxiety and stress because you're thinking [that when] somebody's called the police [it] could be the worst day of their life and I need to be there 100% for them but still taking care of my son,” she tells 10News.To complicate matters, her husband is an SDPD SWAT officer.“With his team, they basically need to be able to respond at anytime, anywhere in the City of San Diego,” says Det. Stinnette.Parenting gets difficult when both she and her husband have to rush to work but need someone to watch Landon. “We basically have to have friends or family on backup,” she adds.“There's obviously an overwhelming need,” says Det. Jack Schaeffer with the San Diego Police Officers Association. He’s referring to the need for a special daycare for officers’ kids. He’s now working to make it a reality.“Our goal is to basically cut the cost in half or better for our members while staying open for 20 hours a day,” he tells 10News.According to a report from childcareaware.org, the cost of infant care in California averages more than ,000 a year.Det. Schaeffer adds, “Some of our members are spending around ,000 a month to have their kids watched if they have two or three kids.”The idea is that a low-cost daycare for officers’ kids would attract more applicants in a department that's faced a shortage of officers.“It not only does good things for recruiting, but for our mental wellness,” says Det. Stinnette.Det. Schaeffer's team is building the program from scratch. Initially, it'll only be available to San Diego police officers who are members of the SDPOA. “This is going to be the first big city that I know of that'll have something like this,” adds Det. Schaeffer.A location for the daycare has not been finalized. If all goes as planned, the daycare could be open within a year.The SDPOA already received a generous grant from San Diego’s Cushman Foundation. SAN DIEGO (KGTV) — San Diego Police have released video footage of an officer-involved shooting involving a man who was arrested and reportedly stole a gun out of an officer's backpack Sunday.The footage includes bodycam video from officers inside the police station's sally port, as well as surveillance footage of the parking area.Police say a 25-year-old Hispanic man, later identified as Keith Bergman, was arrested shortly after 6:20 p.m. after an incident at a downtown San Diego hotel on Sunday. A hotel security guard reported the man was “acting strange” and threatening others.Bergman was evaluated for being under the influence and arrested, according to SDPD. Police say they found methamphetamine and five credit cards that didn't belong to him in his pockets.See the video in the player above (If the video doesn't appear below, click here)Officers brought Bergman to SDPD headquarters. Just after 8 p.m., police said the suspect somehow freed one hand from his handcuffs while inside the patrol SUV, and then broke a divider that separates the prisoner seat area from the cargo area.Police said Bergman found an officer’s backpack that contained a backup handgun. When officers returned to check on the suspect, he was still in the vehicle but armed with a gun, according to SDPD.Officers drew their weapons and gave Bergman verbal commands to drop the weapon, but he refused and fired at least one round from the gun, police said.The officers felt threatened, police said, and at least one round was fired at Bergman, hitting him in the torso.Bergman reached out of the vehicle's window and opened the door to exit while he was still armed, police said, adding that he tried to open the rear cargo compartment of the SUV and the driver's door, refusing orders to stop in the process.RELATED: San Diego Police: Suspect shot by officers after finding officer's gun in patrol SUVPolice eventually released a service dog to subdue Bergman, and police moved in to arrest him.Officers provided first aid at the scene and Bergman was taken to the hospital with non-life threatening injuries, according to SDPD.San Diego Police also identified the three officers involved in the shooting as Paul Yi, a six-year veteran of the department, Michael Rodriguez, who has been with the department for 10 months, and Timothy Arreola, an eight-year veteran of the department. After the department's Homicide Unit completes its investigation, the San Diego County District Attorney’s Office will look at the incident to determine if the officers bear any criminal liability for their actions. The Internal Affairs Unit will also conduct an investigation, and the Shooting Review Board will evaluate the tactics used by the officers. The Community Review Board on Police Practices will conduct a review of the incident and provide any appropriate recommendations. The Federal Bureau of Investigations and the United States Attorney’s Office will also monitor the investigation. 2982
