KENOSHA, Wisc. — If police spotted the teen reportedly carrying a rifle in Kenosha Tuesday night, they could have stopped him to find out if he was committing a crime before he allegedly killed two protesters and injured a third.Images of people openly carrying guns during protests in Milwaukee and Kenosha this summer may make some people feel uneasy. But they are not breaking the law.Wisconsin is an open carry state, meaning anyone who gets a gun legally can carry it in most public places without a license or permit.But that's not the case for minors like 17-year-old Kyle Rittenhouse, who is accused of shooting three protesters in Kenosha Tuesday night, killing two of them.Kenosha Police Chief Daniel Miskinis confirmed to reporters Wednesday that you have to be 18 to open carry in the state of Wisconsin.And according to a 2009 memo from the Wisconsin Department of Justice, police can stop someone openly carrying a gun to determine if a crime is being committed.The DOJ says officers can stop someone if they have "reasonable suspicion" of criminal activity, adding Wisconsin's open carry law, "...is not a shield against police investigation or subsequent prosecution."In this case, police could have asked Rittenhouse how old he was and stopped him before he allegedly pulled the trigger.There are some exceptions in Wisconsin state law allowing minors to carry guns, including if they are in the military and in the line of duty, as well as if they are under adult supervision and using it for target practice or instruction. KANSAS CITY, Mo. - The latest effort to bring the NBA to Kansas City is gaining momentum.With the Toronto Raptors reportedly looking for a temporary home for the upcoming 2020-21 NBA season, Kansas City, Missouri, Mayor Quinton Lucas, congressional leaders on both sides of the state line, and even Chiefs quarterback Patrick Mahomes have joined the push to bring the 2019 NBA champions to the City of Fountains.“I think it is something that Kansas City will shine at,” Lucas said.City officials and local congressional leaders sent a letter to NBA Commissioner Adam Silver offering the T-Mobile Center in downtown KCMO as a temporary home for the Raptors during the 2020-21 season, which is expected to begin in December."Kansas City is well-suited to host the Toronto Raptors for the 2020-2021 NBA season and our dynamic fans would be thrilled to adopt the team as our own," a letter signed by civic leaders.Lucas signed the letter along with U.S. Rep. The travel organization AAA released its annual holiday travel forecast Thursday. It predicts nearly 51 million Americans will travel at least 50 miles to celebrate the holiday. That's a 3 percent increase from last year, and the highest number since 2005. Travelers can expect to pay more for gasoline than years past, but less for airfare. AAA expects 89 percent of travelers to get to their destination by driving. To avoid getting caught in traffic, experts say you should stay off the roads the Tuesday and Wednesday before Thanksgiving, especially in the afternoons. That's when normal workweek commuters and travelers are on the road at the same time. "Plan ahead. Try to make sure you're getting out the door early in the morning, if possible. KANSAS CITY, Mo. — Missouri lawmakers advanced a bill Wednesday, that would allow concealed carry in churches, daycares and bars, among other locations.House Bill 1936 extends the list of places where gun owners can carry a concealed weapon — whether they have a permit or not."The definition of a criminal is someone who doesn't follow the law. We should be giving an individual the ability to protect themselves in any situation," said state Rep. Jered Taylor, a Republican from Nixa.This is the second year Taylor has introduced this bill.Currently, in Missouri, there are 17 locations where concealed carry is not allowed. Taylor's bill would narrow that list.If passed, the bill would allow concealed carry at amusement parks, casinos, child care facilities, churches, hospitals, stadiums, polling locations and local government buildings, including public universities and colleges."You cannot carry into those locations unless you have express permission from the property owner. What I am trying to do is leave it up to the property owner and let them decide what they want to allow and not allow," said Taylor.To opt out, private businesses would have to post signs prohibiting guns. Government buildings and public universities would not have that option."When I think about gun violence in KC and the legislation that is happening in Jefferson City, there is a huge disconnect," said AdHoc president Damon Daniel.Based on his experiences helping victims of crime, Daniel said he does not believe guns are the solution. In fact, hours before a committee passed HB 1936, he joined the Jackson County prosecutor in announcing a new service to help innocent bystanders of crimes."That's just not the solution.
