(KGTV) -- Several activist groups will gather outside the Carlsbad Police Department on Thursday, demanding change following a controversial encounter between an African-American man and Carlsbad officers last month.The group will release details on a meeting they had with the Assistant Chief of Police for the City of Carlsbad, Mickey Williams. Two other videos from police body cameras show officers meeting paramedics who were called out to a report of a man face down on the sidewalk. Police say that while medics evaluated Harshaw, he became agitated, yelled profanities and began walking quickly toward them.The department says that officers feared for the medics' safety, so they reached out and told Harshaw to stop, but he continued to yell as they tried to cuff him.Officers reported that they then used a Taser to subdue him after he continued to yell, struggle, turn and pull away.Activists dispute the department's account of the night, and they are asking the department to create an oversight board that would include community members, as well as review its de-escalation policy. 1545

CHICAGO, Ill. – A new law in Illinois allows prosecutors to charge you with aggravated battery if you assault a retail worker who’s enforcing mask requirements.The enhancement is part of a bill that Gov. JB Pritzker signed into law to expand workplace protections and support essential workers during the COVID-19 pandemic.Senate Bill 471 adds a penalty for assaulting or battering a retail worker who is conveying public health guidance, such as requiring patrons to wear face-coverings or promoting social distancing.The bill amends Illinois’ criminal code and provides that battery of a merchant is aggravated battery, which is normally a felony in the state.“This provision sends the message that it’s vitally important for workers to be both respected and protected while serving on the frontlines,” the governor’s office wrote in a press release.The legislation comes after several reports of people attacking workers who ask them to wear masks, like a recent instance at a New Jersey Staples store.The law also increases paid disability leave for any injury that occurs after March 9, 2020 by 60 days for firefighters, law enforcement and paramedics whose recovery was hindered by COVID-19. 1205

(KGTV) — Authorities have identified the woman found stabbed to death on a North County trail.San Diego County Medical Examiner identified the woman as 68-year-old Lisa Thorborg of Carlsbad. Thorborg was found fatally stabbed on the Hosp Grove trail on Monday, Carlsbad Police say.Police believe the stabbing occurred between about 10 a.m. to 11 a.m., before her body was found by a passerby who called police around 11:30 a.m.RELATED: Carlsbad police: Woman found dead on hiking trail was stabbed to deathA tipster led investigators to identify a suspect as white or Hispanic, 5 feet 10 inches to 6 feet 3 inches tall, with a husky build and a tan complexion with dark hair.
