ESCONDIDO, Calif. (KGTV) - A private elementary school in the North County is hoping an extensive safety plan could help secure a waiver to reopen the school in mid-August.When Governor Newsom issued his order stopping in-person schooling for counties on the watch list, plans to reopen came to a sudden halt. Amanda Johnston is principal at St. Mary's School in Escondido, a Catholic K-8 school. School officials started developing the plan in April. It includes limiting enrollment, which now stands at about 170 students. That will allow the school to social distance in each classroom."We can fit 18 to 22 students depending on the room, and each student has at least six feet of space in all directions," said Johnston.Within the room, each desk will contain plexiglass desk shields."24 inches tall and three sides. No matter which direction they're looking, they are protected," said Johnston.Other protective measures include deep cleanings at the end of each day, sanitizing surfaces throughout the day and hand washing stations.Teachers will wear face shields. Masks are mandatory for students in the third grade and higher. Masks will be strongly encouraged for younger children.Teachers will rotate in, while students most stay put, except for breaks and outdoor lessons."We're really appreciative of the fact there is going to be a potential waiver to reopen," said Johnston.Johnston is hoping the school's plans will help them secure an exemption. The state has said public school districts and private schools can seek a waiver from county health officers to reopen elementary schools."We definitely plan to take all the necessary steps once we understand all the criteria and the process," said Johnston.As the school awaits that guidance, the work continues. Underway now: a deep cleaning of the classrooms."Everything we have done had been to make sure when students return to campus, it is safe for everyone involved," said Johnston.The school is set to begin its school year August 19. 2012

(KGTV) -- Neighbors in an Escondido neighborhood are worried after they say dozens of tires were slashed overnight Saturday.The incidents reportedly happened on 4th Avenue and 2nd Avenue between Date and Elm Streets.Residents on 4th Avenue reported waking up Sunday morning to find that at least 11 vehicles had their tires slashed.Similarly, residents on 2nd avenue reported that nearly 30 vehicles had slashed tires.Police said they have been made aware of the incidents but it’s unclear if they have a suspect or will be investigating.Imagine waking up and finding your tires slashed, then finding out it happened to DOZENS more on your block. ENCINITAS (KGTV) -- The Encinitas Environmental Commission is considering a proposal to ban natural gas hookups in all new construction projects as a way to combat climate change.The plan, which will be heard by the commission again next month, was authored by environmental commissioner Jim Wang. Wang spearheaded the city’s bans on plastic bags and polystyrene containers, commonly known as styrofoam.“The problem is that methane is a much more potent global warming gas than CO2, it’s approximately 85 times as potent,” he said. “Even a small amount of natural gas causes a big problem with global warming.”RELATED: Encinitas proposes ban on gas-powered leaf blowersWang’s proposal would impact both residential and commercial construction, but would not affect existing buildings. In July, Berkley passed a ban on natural gas infrastructure in new construction that will take effect next year. Twenty other California cities are considering similar bans, Wang said.“I’ve never seen a restaurant run on electric stove-tops. It would be quite the challenge,” said Daniel England, the corporate chef behind Union Kitchen and Tap in Encinitas and other restaurants.England said he would not consider renting a building for a restaurant if it lacked natural gas.RELATED: Encinitas restaurant fined for allowing customers to dance“As a chef, it’s something we’ve been trained on from day one from culinary school. I couldn’t imagine cooking without natural gas. I’ve tried to cook on an electric stove at home and you don’t get the same consistency,” he said.Michael McSweeney of the Building Industry Association of San Diego County said the cost of electricity is typically about three times more than natural gas, so the cost of home ownership in Encinitas would rise.“It seems that they want to reduce their carbon footprint, which is great, but the biggest source of greenhouse gas emissions in Encinitas is automobile transportation,” he said. “Cutting down on car transportation, they’d get more bang for their buck.”Transportation accounts for 54 percent of the greenhouse gas emissions in Encinitas. Electricity accounts for 23 percent. Natural gas ranks third on the list, at 13 percent, according to the city’s 2018 Climate Action Plan.“Yes, it may be a little more expensive but it’s for the greater good,” Wang said.In addition to cutting greenhouse gas emissions, restrictions on natural gas could provide safety and health benefits, Wang argued, citing the 2010 San Bruno pipeline explosion that killed 8 people.Homes that cook with natural gas at least once per week have air quality that would be illegal outdoors, he said, with levels of nitrogen dioxide and formaldehyde that exceed outdoor federal air quality standards.The Environmental Commission will consider the proposal at its Dec. 12 meeting at 5:30 pm. Eleven people fell ill after a suspicious letter was opened in an administrative building at Joint Base Fort Myer-Henderson Hall in Arlington, Virginia, on Tuesday, according to the Arlington County Fire Department.Of the 11 individuals who felt ill, three were transported to a local hospital and are in a stable condition, a spokesperson for the department said."An envelope containing an unknown substance was received, today, aboard Joint Base Ft.Myer-Henderson Hall. Personnel in the affected building took immediate preventative measures by evacuating the building," according to Maj. Brian Block, a US Marine Corps spokesperson."Base officials and are coordinating with local HAZMAT teams and FBI. Several Marines are receiving medical care as a result of this incident. No additional details are available at this time as the investigation is ongoing," Block said.The spokeperson for the Arlington Country Fire Department said that the incident response is being scaled back, however, the investigation remains ongoing.A corporal, gunnery sergeant and a colonel all exhibited symptoms of a burning sensation on their hands and face, according to Specialist Nicholas Hodges who spoke to CNN from the base.  1226

ENCINITAS, Calif. (KGTV) -- Encinitas resident Amy Dixon was always an avid athlete growing up in Connecticut, but in her 20's, her life would change forever. She noticed while working at a restaurant, she kept bumping into things, and later became very concerned when she fell down the stairs at her home. She says her vision was fine when looking straight ahead, but was losing sight from the outside in. A doctor originally though she had a detached retina, but that wouldn't be the case."It was this rare disease and it was progressive. At the time they thought I was going to be totally blind within a year."She would lose 98% of her vision, and started to think her days as an athlete were over."The words athlete and blind were not in the same sentence for me."The treatment for her disease was to suppress the immune system, but the medication she was taking caused her to put on weight. That's when she started swimming, riding a spin bike, and jogging."Someone said your swimming, you're biking, and you're running. Have you ever thought about doing triathlons?"She thought it sounded terrifying but fun. And not only did she give it a try, she excelled."I'm currently ranked number 6 in the world and number 1 in the United States."With 98% vision loss, she has implants in her eyes to help her see. Then she was introduced to Iris Vision. A product which at first glance looks like goggles. But for Amy, it would totally change the way she trained."It increases my visual fields," she says. "My vision is super tiny, it's like looking through a straw. What's cool about Iris Vision, is it allows me to see my computer screen, and more importantly, I can now see my heart rate and what my speed is. I'm can now see what the prescribed workout is that my coach sent to me."She has become a very successful triathlete, as she made the national team back in 2015. She was an alternate for the Paralympic Games in Rio in 2016. She was training for the 2020 games Tokyo when the COVID-19 pandemic hit."I am 44 years old and my disease is very challenging. It takes a huge team of doctors, because my eye disease is an autoimmune condition. So to get to Tokyo is pretty miraculous at my age. When everything got delayed it meant another hard year of training, and fund raising trying to cover travel expenses for me and my guide." 2347
