SAN DIEGO (CNS) - San Diego County public health officials have reported 443 new COVID-19 cases and three additional deaths from the illness, raising the county's cumulative tally to 40,342 cases and 704 fatalities.Two women and a man died between July 29 and Sept 3. Their ages ranged from early 70s to early 80s. All three had underlying medical conditions.San Diego County's state-calculated case rate is 5.8 and the testing positivity percentage is 3.8%.Of 7,445 tests reported Friday, 6% returned positive, raising the county's 14-day rolling positive testing rate to 4.2%, well below the state's 8% guideline. The seven-day average number of tests performed in the county is 7,102.Of the total positive cases in the county, 3,199 -- or 7.9% -- have required hospitalization since the pandemic began, and 768 -- or 1.9% -- were admitted to an intensive care unit.County health officials reported four new community outbreaks Friday, bringing the number of outbreaks in the past week to 20. One of the outbreaks was in a government setting, two in restaurants and one in a hotel/resort/spa setting.The number of community outbreaks remains well above the county's goal of fewer than seven in a seven-day span. SAN DIEGO (CNS) - The entire passenger and freight rail line between Oceanside and San Diego will be closed at midnight and remain shut down all weekend for improvements, according to the San Diego Association of Governments.Crews will shut down the lines just after midnight Saturday through 5 a.m. Monday, according to SANDAG, which will make several improvements, including work on the Mid-Coast Trolley project, extending the UC San Diego blue line trolley from the Santa Fe Depot in Downtown San Diego north toward UC San Diego.Four rail services use the San Diego segment of the Los Angeles-San Diego-San Luis Obispo coastal rail corridor: North County Transit District, Metrolink, Amtrak and the BNSF freight line.Passengers using the Coaster train line are advised to use the BREEZE Route 101 or local buses. Amtrak will offer bus connections from Oceanside to San Diego for passengers with reservations.Crews working on the Mid-Coast Trolley project will remove temporary support structures, build retaining walls, protect slopes and install fencing and cable railing, as well as sewer, water, and drainage pipes.The entire project is expected to be completed late next year.Near the San Diego River Bridge, crews will add nearly a mile of double track across the river to create a continuous 7-mile stretch of double track in the southernmost portion of the coastal rail corridor.During construction, nearby residents and businesses can expect intermittent noise and lights.Passenger rail service is scheduled to resume for the Monday morning commute. 1569

SAN DIEGO (CNS) - San Diego Mesa College announced Friday the opening of its on-campus support center for current and former foster youth.The Fostering Academic Success and Transitions Center opened Thursday, coinciding with Mesa College's first week of classes in the fall 2019 semester. The FAST Center offers services such as tutoring, computer access and a food pantry and will serve as a gathering space for youth who have gone through the foster care system."The number one goal we had in creating this program was to make it extremely difficult to NOT be successful," FAST Scholars Program Coordinator Sade Burrell said. "The center is a place for students to get the resources they need, whether that includes counseling, tutoring, food, child care, emergency housing and any other need unique to their situation."Mesa College is the first community college in San Diego County to open an on-campus support center for students in the foster system. Currently, only about one-in-10 foster youth graduate from college and one-third of former foster youth are homeless by age 25. College officials hope the FAST Center will help quell those numbers for students in San Diego."What this center does is say, we see our foster youth. We see their experiences. We see the unique contributions that they bring to the campus; that we understand the many challenges or systemic barriers that are often placed in their way," said Ashanti Hands, the college's vice president of student services. SAN DIEGO (CNS) - San Diego Mayor Kevin Faulconer announced Monday he has directed city staff to delay full enforcement of parking regulations until Oct. 1, to provide more support for residents impacted by COVID-19.Parking enforcement has been limited to holiday or Sunday regulations in San Diego since March 16. During that time, the city has suspended citations for vehicles violating street sweeping parking restrictions, metered parking, time limits and yellow commercial zones. Citations have continued to be issued for vehicles parked illegally at red, white and blue painted curbs.Previously, restrictions had been scheduled to return on July 1, Aug. 1 and Sept. 1, but the ongoing pandemic has prompted a delay each time.According to Faulconer's office, before March the city processed an average of 42,000 parking citations per month. In April, the city issued 1,704 parking citations for violations of the holiday or Sunday regulations.Restarting parking enforcement is seen as one small step toward restoring San Diego's economy by allowing for increased turnover of customers in business districts, Faulconer has said. But extending limited enforcement of parking regulations will provide additional relief for residents impacted by COVID-19 shutdowns."We know many San Diegans are facing financial hardship during this difficult time, and the last thing we want to do is add another burden like having to pay for a parking ticket," Faulconer said. "Delaying full parking enforcement is simply the right thing to do as we work together as a community to recover and rebound from this deadly pandemic."Other jurisdictions in San Diego County have continued to enforce metered parking, so drivers are encouraged to review posted signage when looking for a parking space.Street sweeping has continued throughout the public health emergency.
