CHULA VISTA, Calif. (KGTV) -- One driver was arrested at a DUI checkpoint in Chula Vista overnight Saturday. According to the Chula Vista Police Department, the checkpoint was held on the 300 block of East H Street between 7 p.m. Saturday and 1 a.m. Sunday. More than 3,500 vehicles traveled through the checkpoint, 1,209 were screened, 13 drivers underwent sobriety tests and one was arrested. CHULA VISTA, Calif. (KGTV) — As schools try to navigate the future of in-person education in the era of coronavirus, Southwestern College is already returning some students to campus. The Southwestern College Higher Education Center in Otay Mesa welcomed nursing and health occupational students, along with students in the public safety program, back to campus June 1. These students are training to fill jobs like nurses, EMTs, paramedics, and more.Dean Sylvia Cornejo said since March, they have been using technology for remote learning, but the school has been planning on bringing these students back as quickly as possible because of their careers and the need for essential workers right now.RELATED: San Diego Office of Education releases guidance to reopen schools“The students got as far as they could with online instruction but really we needed to be able to bring them back to campus for all of their practical labs,” she said.She said this location has returned to campus because of the nature of the students, but most of the five Southwestern College locations will remain remote for the fall term. CIA director Gina Haspel found herself at the center of a political dispute Tuesday amid reports that the White House was blocking her from briefing Senators on the murder of Washington Post journalist Jamal Khashoggi.Illinois Democrat Sen. Dick Durbin told CNN's Wolf Blitzer Tuesday that senators were told Haspel will not participate in Wednesday's all-Senate classified briefing alongside Secretary of State Mike Pompeo and Defense Secretary James Mattis despite indications that lawmakers on both sides of the aisle would like to hear from her directly about the CIA's assessment regarding Khashoggi's killing."We were told that she would not be attending the briefing for members of Congress," Durbin said."That is extraordinary when we are dealing with the Khashoggi situation, the assertion by the State Department and intelligence agencies, her absence is obvious and its noted, and it raises a serious question as to whether this administration is giving us the whole truth," he added.A US official confirmed that Haspel will not attend the briefing, citing the fact that it is a policy-oriented meeting on Yemen and not a situation a CIA director would typically be involved in alongside the defense secretary and secretary of state.Specifically, Haspel may be able to provide details related to a tape which contains audio of the killing of Khashoggi in the Saudi Arabian consulate in Istanbul, Turkey, in early October.White House national security adviser John Bolton dismissed questions on Tuesday about whether he has listened to the recording and President Donald Trump has previously said that he declined to listen to the audio.Senate Foreign Relations chairman, Sen. Bob Corker, has suggested that the planned Wednesday briefing from Mattis and Pompeo alone would not be sufficient to answer the growing number of questions about Khashoggi's death.And claims that the White House was actively working to prevent her from testifying only fueled concerns about Trump's willingness to appropriately respond to the murder.The CIA declined to comment on what led to the decision that Haspel will not brief lawmakers Wednesday.A Senate aide told CNN that the White House is responsible for determining who briefs the Senate on behalf of the administration, and they seem determined to ignore requests from Corker to include an appropriate intelligence briefer, which could include Haspel or Director of National Intelligence Dan Coats.Another congressional aide said Tuesday that the White House is attempting to "hide" Haspel in an attempt to prevent her from sharing details that may not align with its public response to Khashoggi's murder."If they were confident in their story they would send her to the US Senate and have her brief US senators. But the fact that they are hiding her and not allowing her to tell the Senate what she knows ... it really tells you all you need to know," the aide said.But Bolton denied claims that the White House was preventing Haspel from participating in the briefing, responding "certainly not" when asked about the reports.Trump has rankled top lawmakers on both sides of the aisle in recent weeks by signaling he will not take strong action against Saudi Arabia or its crown prince, Mohammed bin Salman, for the murder and dismemberment of Khashoggi.The President has also raised doubts about the CIA's assessment connecting the regime to the murder.White House press secretary Sarah Sanders pushed back on the assertion Tuesday that Trump does not believe Khashoggi was killed at the direction of the crown prince."We haven't seen definitive evidence come from our intelligence community that ties him to that," she said.A US official told CNN last week that there is still is no smoking gun implicating the crown prince directly and the intelligence assessment is ongoing. Intelligence officials have said the CIA presented the President with a confidence-based assessment given the facts of the situation.Though sources tell CNN that the CIA has assessed with high confidence that the prince directed Khashoggi's murder, which was conducted by members of bin Salman's inner circle, the fact that they don't make a final conclusion gives the White House an out.Senate Majority Leader Mitch McConnell raised concerns about the "abhorrent" actions by Saudi Arabia during a press briefing when asked if he believes the crown prince and others should be punished for Khashoggi's killing.McConnell noted that senators are currently discussing how to respond but would not answer CNN's question if Haspel should attend Wednesday's briefing.Congressional lawmakers have continued to push for answers from the administration despite the White House's public response.Corker warned Monday that there will be "a lot happening" in Congress on Saudi Arabia, including a vote as soon as this week calling for an end to US involvement in Yemen, as he renewed demands for Haspel to brief senators on Khashoggi's murder.As lawmakers continue to discuss potential options for a response, Trump has signaled he will not take strong action against Saudi Arabia or bin Salman.Two sources told CNN on Monday that the US has "slammed the brakes on" a United Nations Security Council resolution calling for a limited ceasefire and increased humanitarian aid in Yemen over concerns about angering Saudi Arabia.One source familiar with the negotiations over the resolution tells CNN the US "has slammed the brakes on," saying that "we can't support a resolution at the moment."The source also said the move is at odds with what US Ambassador to the United Nations Nikki Haley has been signaling to her counterparts at the UN, since she was supportive of the planned resolution weeks ago.The White House declined to comment as did the US Mission to the United Nations. Officials there also refused to comment.State Department spokeswoman Heather Nauert responded by stating that "negotiating the Security Council Resolution is important as we look to increase international consensus around Yemen.""Our main focus at this time is offering our support for UN Special Envoy Martin Griffiths who is making progress in his negotiations with the Republic of Yemen and the Houthi rebels," she said.The reason for the delay continues to be a White House worry about angering Saudi Arabia, which strongly opposes the resolution, multiple sources say. CNN reported earlier this month that bin Salman "threw a fit" when presented with an early draft of the document, leading to a delay and further discussions among Western allies on the matter. 6586

  

CHULA VISTA, Calif. (KGTV) -- As a plume of smoke from a 350-acre blaze spiraled over the South Bay on Thursday night, Chula Vista’s City Council leaders met to review a report that signals a potentially dark cloud in its future.Members of the city’s Growth Management Oversight Commission presented its 2018 compliance scorecard that assesses how well Chula Vista is prepared to face the anticipated rapid growth trend across the county's second-largest city.According to the GMOC’s report for 2018, four service topics are considered “not in compliance” with the city’s threshold and at risk of continuing to be non-compliant in the future: Libraries, Police [Priority 1], Police [Priority 2], and Traffic.GMOC chair Duaine Hooker emphasized that police staffing levels is a major concern.The report shows there is not enough police staffing to adequately respond to both emergency calls and urgent calls, as well as the volume of calls, thus leading to slower response times.“It’s been twenty-two years in a row,” Hooker said about the police department’s failure to meet the threshold. Hooker also warned that he isn’t very optimistic about its 5- to 12-year plan.“They [police staff] did not think they could [accommodate] the growth of the city, it’s not there yet," Hooker said. Hooker and members of the GMOC toured the police department and surveyed officers.Councilmember Stephen C. Padilla, representing District 3, offered the most critical commentary on the rapid growth issues the city is facing."We know we're going to grow, and we know that we're constrained financially," said Padilla."We also know a scary statistic, and that is even with all the money from Measure A and even with reasonable growth we are a long ways off from getting even close to staffing up our public safety to the level, particularly on the police side, that it's going to make an impact," said Padilla."I just think we need to acknowledge that out loud," he added. Measure A is the half-cent tax approved by voters in 2018 to secure funding for additional officers and firefighters, provide faster responses to 9-1-1 emergency calls, and increase police patrols. A plan is in place to hire 43 officers over the next 10 years. So far, nine officers have been sworn in this year. 12 more "sworn and civilian staff" are budgeted in 2020. The current pace falls short of the GMOC's threshold and is way off of the county average. To get to the county average of 1.29 police officers per 1,000 residents by 2023, Chula Vista will have to hire 148 more officers.Padilla recommended to adopt a qualitative method of measuring the city's progress alongside the current GMOC standards.Mayor Mary Casillas Salas followed up Padilla's comments by highlighting Chula Vista's public safety record -- Chula Vista is listed among the safest cities in the state."A look back at the way we have been measuring things, I think an important component of that is outcomes, not just throwing numbers out there but the actual outcomes and what it means to the quality of life for our community," Salas said.The city's "rate of growth is projected to continue or increase over the next five years," the GMOC reported, citing Chula Vista’s 2018 Residential Growth Forecast. TRAFFIC ALSO A PROBLEM ON THE WESTSIDEChula Vista's growth and congestion issues don't only affect the sprawling Eastlake and Otay Ranch areas. Councilmember Jill Galvez, representing District 2, used her time at the special meeting to push for a revitalization on the west side of town."Can we start to look at focusing on improving the infrastructure in northwest Chula Vista to make it safer and more attractive so that we can enjoy the experience of our city," Galvez said. "Our neighbors to our east are enjoying their fields and you don't see them walking around because they have trails set far back from where you typically drive.""Here, we're all kind of using the pavement and even the streets to ride our bikes," Galvez said.Councilmember Mike Diaz, representing District 4, sided with a recommendation made earlier in the meeting that the GMOC report should be heard before the city's budget review process."I'm not sure how much it's going to move the needle one way or the other, but I think we at least need to hear this before budget.""It's going to be many many months before we start talking about [the GMOC report] again, and maybe we forget about those, so I certainly like to see that."Watch the meeting 4480
