"But it is a buyer beware sale."San Diego attorney Dan Eaton said there are many risks to buying a timeshare, and getting out of one can be very difficult."If you think you're just buying a 0 timeshare and you've got access to the timeshare for life without any further cost, that's a huge mistake," Eaton said. Timeshares include annual fees - including maintenance - that can get very expensive."If you stop paying those fees, they can foreclose," Eaton said. "It's an interest in real property."At the Solana Beach Sand Pebbles resort - starting bid 0 - annual fees range from 4 to 2 depending on unit size. And some of the timeshares don't include some parts of the year. Allison Russell, the resort's property manager, said it's vital people do their due diligence before buying. SAN DIEGO (KGTV) - Loved ones gathered at Sunset Cliffs Friday to remember a high school student who died after jumping from 20 feet up, and drowning.10News learned the 15-year-old Anthony Womack and some friends skipped school to spend time at Sunset Cliffs on Wednesday.His friends told San Diego Lifeguards that the teen jumped into the water but immediately started to panic. The friends said they were unaware that Womack did not know how to swim.Friday night more than 100 people gathered to remember and mourn his loss."It was amazing seeing him every single day, seeing how happy he was walking to class," student Christian Perez said."I was walking to PE and heard someone say Anthony's drowning, and I ran up to them and said what happened and they said Anthony, Anthony's dead. Right when I heard that my whole body just froze, I had no words to say, I just started bursting out tears," he said.As the news spread, Christian said everyone was stunned, "the whole school was quiet, walking through, all the friends, it felt empty not having him there."Anthony's Grandma spoke with friends who were at the cliffs the day he died, giving her closure knowing exactly what happened. She also said it was only the second time he ever ditched school."He passed but he's still here, he's in all their hearts, their eyes and their minds, they all know him," Anthony's uncle, Garney Crews, said.At the vigil Crews brought the students together on the cliff, where Anthony jumped, "they had all their heads down, they were mourning , we don't want that. Anthony wouldn't want that."Instead he worked to spread the light his nephew shone, "hopefully it changes their heart and they become happy and they learn from it and they strive from it and they grow from it and when they pass this point at sunset cliffs, it's not just another place where water hits the rock, it's the place where their friend was taken to a higher level."Saturday there will be a car wash to fund-raise for Anthony's funeral, at the Church of God of Prophecy from 8 a.m. to 1 p.m. 2062

SAN DIEGO (KGTV) - It could take more than three weeks for out-of-work Californians to get unemployment insurance payments.The California Employment Development Department (EDD) tells 10News, during normal circumstances, an Unemployment Insurance (UI) claim takes approximately 21 days from filing to payment.Right now, the circumstances in California are anything but normal.According to a report from the state's Legislative Analyst's Office, "Given the extraordinary number of applications received recently, as well as the expectation that claims will continue to increase over the coming weeks, the Legislature should anticipate that first benefit payments will take much longer than 21 days."The report states similar delays occurred in the Great Recession. EDD tells 10News they are currently experiencing a large increase in claims filed in their programs and have staff working overtime to keep up with the demand."Given the unprecedented increase in UI claims due to COVID-19, we have taken several steps — working around the clock, including Saturdays and Sundays, and redirecting hundreds of staff to process UI claims — to ensure every Californian gets benefits as timely as possible. We do not expect any significant delays at this time. Should the situation change, and delays arise, we will notify the Governor's office, stakeholders, and the public as soon as possible," an EDD spokesperson told 10News."We're seeing impacts higher than what we saw at the Great Recession," said Andrew Picard with the San Diego Workforce Partnership.This week the organization put out a report on potential impacts of COVID-19 on employment in San Diego County.The report stated, "In the first three days of partial closures (March 16-18), Californians submitted 190,000 unemployment insurance claims — more than quadruple the weekly average — and the March 19 statewide order to shelter in place will bring more layoffs."Between March 16 to 22, the Workforce Partnership received notices or phone calls from 52 employers that are considering or have executed layoffs or work-hour reductions for a total of 3,865 impacted workers. SAN DIEGO (KGTV) – Just days into California's new stay-at-home order, many businesses say this time around they won’t comply with restrictions.Some restaurant owners tell ABC 10News they’re not doing it out of defiance, but as a way to survive.“We have to stand up for ourselves. We have to open or else we lose the risk of losing our business entirely,” said Annie Rammel, the owner of Oak + Elixir restaurant in Carlsbad.Rammel said she spent ,000 to have a deck built outside of Oak + Elixir on State Street to provide a safe dining option for patrons.It was going well until she had to shut things down once again this week as COVID-19 cases surged and the state put restrictions on in-person dining were put back in place.“Closed, open, closed, open,” she said. “A lot of us are not doing well; we’re not doing well, the take out and to-go we’re losing money on that.”Rammel and a group of small business owners in Carlsbad and Oceanside decided to reopen for in-person dining Friday and take their chances, including several restaurants in the Carlsbad Village.She said if she stayed closed, her 15 employees would be laid off during an already rough year.“It’s for our employees to put food on their tables; some of them have children that they have to provide for, the holidays are coming, and I’m just not going to do that,” she said.Her patio and additional outdoor sidewalk tables were ready for customers on Friday at 4 p.m. Rammel said she expected to seat approximately 100 customers.Just next door at Caldo Pomodoro, customers were seated outside for lunch Friday.“We’re basically fighting for our lives, and we’ve been here for 29 years, it’s a family-owned and operated restaurant, it’s not that we’re doing anything wrong, we just want to survive,” said Justin Davis, who works as a server at the restaurant. “If we shut down, we’re pretty much not going to open again.
