Similar events were also planned for Oceanside and San Diego.Friday's gatherings mark about a week of daily protests calling for police reform around the county. This week, some of those reforms materialized in moves by local departments to end the use of the carotid restraint technique. SAN DIEGO (KGTV) - Environmental groups are increasing pressure on members of Congress to support the Green New Deal.On Friday, about two dozen demonstrators rallied outside Democratic Congressman Scott Peters' office in the UTC area to get him to sign on. "We're intent on pushing forward with what seems to be the strongest commitment to making important action on climate change by our government," said Karl Aldinger, a Fallbrook resident and member of the a group called Sunrise Movement.Congresswoman Alexandria Ocasio-Cortez introduced the deal in February. It lays out a series of goals, including getting the U.S. to 100 percent renewable energy by 2030. It also touches on issues surrounding education and wages. Peters, who represents the 52nd District, is the only San Diego County democrat not to sign onto the deal. He said he prefers a more direct approach through specific actions that can get bipartisan approval. Peters pointed to a series of bills that just passed out of committee."We don't want to scare away people from solutions," Peters said. "This is a problem we only have 10 or 12 years to solve. It can't be done just by Democrats, it can't be done just by liberals. It has to be done by everybody."Political analyst John Dadian says more moederate approaches could play a hand in the 2020 election."This dovetails into why we're seeing, in the last 10 years, what's increased every cycle, the rise of the independent, because the independents are saying I don't want to be Republican or Democrat, I don't always agree, I want to make my own decisions," he said. SAN DIEGO (KGTV) — During a closed session meeting on Friday, the county Board of Supervisors voted to appeal a recent court's decision to allow strip clubs and restaurants to reopen amid California's regional stay-at-home order.While the board voted to appeal the ruling, Chairman Greg Cox said they have directed the county's legal counsel to only argue against the operation of strip clubs and allowing indoor dining despite California's coronavirus restrictions."The Board voted to appeal the order. But the Board directed County Counsel to only argue that the order is incorrect as it relates to the continued operation of strip clubs and the allowance of indoor dining. We support outdoor dining with appropriate safety protocols that have been previously established. We remind everyone that the virus is still out there. SAN DIEGO (KGTV) - High school students are managing a new normal as they apply for colleges."This is a hot topic," says Matt Hunt, a guidance counselor at Rancho Bernardo High School. "This is something that kids are concerned about, parents are concerned about, people are curious about."The biggest adjustment for the 2021 fall application period is the use of standardized tests, like the SAT or ACT.Because of coronavirus concerns, many testing centers have been unavailable, making it difficult for students to take a test. To level the playing field across county and state lines, schools are either eliminating a test requirement or making it optional.According to FairTest, the National Center for Fair and Open Testing, more than 1,600 colleges and universities have made those tests "optional" for admission in the upcoming school year. That means students are not required to submit a test score, but can if they choose. FairTest also says more than 60 schools have gone "test-blind." That means they will not use a test score to determine admission, even if a student puts it in the application.In California, the Cal State system says they will be test-blind in 2021. The UC Schools initially said they would be test-optional, but a court decision over the summer forced them to be test-blind. "Colleges want a variety of students," she says. "The academics are important, but it's not the only thing... Put yourself out there try do your best. I really feel like colleges are going to be very welcoming on their campuses next fall."Hunt agrees, saying it's important to stay on top of any changes that occur in the next few months. He tells students to stay in communication with your school counselor and the admissions offices where you plan to apply. "You're going to apply to a handful of schools, you'll see what happens," says Hunt. "But there's a school out there, and an opportunity out there for everyone. So remember that." 2735

SAN DIEGO (KGTV) - Driving on roads in San Diego during the holiday season can be a headache, as residents and tourists alike deal with increased traffic caused by extra congestion. This year, during Thanksgiving week, the roads have been a little bit safer, according to statistics released by the California Highway Patrol. San Diego County DUI arrests and auto fatalities were both down from last year, for the time period between Wednesday at 6:00 p.m. and Friday at 6:00 a.m. Going into the weekend there have been a total of 21 DUI arrests recorded in San Diego, a decrease from 27 arrests from 2017. RELATED: Check 10News?traffic updatesThe results are also reflected across the state, where the 294 DUI arrests are down from 386 a year ago. There have been no fatal car accidents in San Diego, compared to one at this time last year.
