WASHINGTON (AP) — A vehicle collision between U.S. and Russian forces in eastern Syria has left four U.S. troops with concussions. That's according to two U.S. officials who are speaking on condition of anonymity to provide details that haven't been made public yet. It's the most violent skirmish in months between the two forces. One official says Russian vehicles sideswiped a light-armored U.S. military vehicle, injuring four Americans. The official says two Russian helicopters flew above the Americans, and one of the aircraft was within about 70 feet the vehicle. There have been several other recent incidents between the American and Russian troops who all patrol in eastern Syria, but officials describe this one as the most serious. 752

VISTA, Calif. (KGTV) -- Jury selection is expected to take all week in the trial of former NFL tight end Kellen Winslow II. The San Diego football star and son of Chargers Hall of Famer Kellen Winslow Senior pleaded not guilty to charges that he raped two homeless women in Encinitas last year. He's also charged with raping an unconscious seventeen-year-old girl back when Winslow was nineteen. Prosecutors say he was out of custody on million bail in connection with the felony case when he got in trouble again. Prosecutors say he fondled himself in front of a 77- year-old woman at a Carlsbad gym, asked her if she liked it, and groped her while she was in a hot tub at the same gym.Jan Ronis is a San Diego defense attorney not affiliated with the case, but watching it closely. "From what I've seen at the preliminary examination, everyone that testified seemed to have a lot of credibility. These were older women, you would extend the greatest credibility to that kind of witness," said Ronis. Winslow played ten seasons with the NFL. His defense team is reportedly planning to call two psychiatrists to testify. It's unclear if CTE, or Chronic traumatic encephalopathy will play a role in that defense. Ronis says it might not make a difference. "You can still be responsible for your conduct , criminally responsible, after having sustained a traumatic brain injury or something of that nature. It's different than say, your mental health issue was such that rendered you incapable of understanding the nature of your conduct that you couldn't understand the difference between right and wrong, " said Ronis. VISTA, Calif. (KGTV) - The Vista Unified School District's school board on Tuesday passed new rules for its middle and high schools seeing cases of COVID-19In a special meeting, the school board discussed a staffing issue that’s occurred since reopening for in-person learning last week.There have been at least four confirmed COVID-19 cases within the district. As a result, teachers are being quarantined and school officials say they’re having difficulty finding substitute teachers to fill in.The board unanimously approved a plan that would allow in-person learning to continue as the district addresses the staffing issue. The plan is to use a threshold system to close down some of its middle schools and high schools with positive COVID-19 cases.The details have yet to be hashed out, but in principle, the district's board agreed the new rules would be:-- If one school has two positive cases in a specific time, the whole school would have to switch to virtual learning for 14 days-- If three secondary schools see one case each within a certain period, all three would have to go virtual for two weeksMission Vista High School already has two positive COVID-19 cases, so the district plans to close the school on Thursday and transition students and staff to virtual learning. They plan to notify families and faculty on Wednesday.The new threshold system does not apply to elementary schools.There is one reported case each at Roosevelt Middle Schoo, Alamosa Park Elementary School, Mission Meadows Elementary, and Alta Vista High.In light of the positive cases, at least 400 students and nearly two dozen staff members have been ordered to quarantine. 1672

VISTA, Calif. (KGTV) — San Diego Sheriff's Department is asking for help locating a missing man in the North County.Deonicio Sebastian, 67, was last seen Monday at his home on W. Indian Rock Rd. in Vista. SDSO says Sebastian left his home on foot sometime Monday, taking his wallet but leaving his cellphone.Sebastian's family has not had any contact with him since.He's described as a Hispanic man, about 5-foot 4-inches tall, and weighing about 200 pounds. He has a receding hairline and dark brown complexion. His family also says he cannot read or write.Sebastian walks with a limp and requires medication every six hours for health issues, including diabetes, high blood pressure, and asthma. He also has a pacemaker.SDSO said Sebastian commonly walks, or rides the bus or train to various places to run errands, buy food, and go to medical appointments.
