SANTA ANA (CNS) - Orange County reported 713 newly confirmed cases of COVID-19 and six more deaths Friday, bringing the county's totals to 15,778 cases and 360 deaths.The new numbers came as most of the county's coastal cities prepared to close their beaches for the Fourth of July holiday weekend to prevent further community spread of the virus.The county's cases included 1,208 residents of skilled nursing facilities, 406 jail inmates and 108 homeless people, according to the OC Health Care Agency.The six deaths announced Friday were three skilled nursing facility residents and three county residents who were not living in a care facility. The total number of fatalities include 184 residents of skilled nursing facilities and 14 residents of assisted-living facilities.The number of hospitalized patients in Orange County rose from 556 Thursday to 584, with the number of patients in intensive care dropping from 193 to 187.County officials reported that they had performed 253,991 COVID-19 tests, with 8,075 documented recoveries.County CEO Frank Kim said the decision to close county beaches on Saturday and Sunday was made to align with most major cities along the coast, and out of concern that with indoor dine-in restaurants and bars closed the county's beaches would be more overrun than usual during the holiday weekend.County-operated beaches affected by the order are Aliso, Carmel Point, Table Rock, Thousand Steps, Treasure Island and West Street in Laguna Beach as well as Capistrano, Sal Creek, Baby and Strand in Dana Point and Poche in San Clemente and Bayside in Newport Beach.Gov. Gavin Newsom announced Wednesday that state beaches would also be closed in counties that close their coastline. He noted the fastest growing demographic of infected patients are in their 20s and 30s."They're going to bars, going to house parties, not doing a great job of social distancing," O'Neill said, adding that he hopes they will now "take this seriously" as officials have to retreat on business and beach activity."I cannot in good conscience add more onto our lifeguards," he said. PCR tests are considered much more accurate because a specimen is tested, but there is a high error rate for many serology tests, which measure antibodies created after someone gets infected.The number of both types of tests the county was receiving were combined on May 28, a mishap discovered on June 3, Chau said. County officials stopped reporting both numbers at that point because the serology tests are not as reliable, Chau said.Officials intended to correct the numbers it was reporting on the county's website, but a newly redesigned site was delayed until June 26 when the corrected data was made public -- meaning incorrect testing data was provided for several weeks, Chau said.Kim and Chau said they should have informed the public and county board earlier of the mistake. Orange County Board of Supervisors Michelle Steel said at a news conference Thursday she found out about it from a report in The Orange County Register.Kim said the mistake did not factor into the county's application to the state to open up businesses, because the data came from the state and California public health officials were aware of the difference.Orange County's three-day average increase of hospitalized patients is 11.4%, which exceeds the state's threshold of 10%.Health officials insisted Orange County is in good shape in terms of hospital beds available. The county has 36.1% of its intensive care unit beds available, above the state threshold of 20%, and has 63.5% of its ventilators available, above the state standard of 25%.Sheriff Don Barnes, who has been criticized for declaring at a Board of Supervisors meeting that he did not intend to be the "mask police," issued a statement on Thursday saying that face coverings are "important" to fight the spread of the virus.Barnes said it was impractical to enforce face-covering mandates."As many other industries are gaining compliance through an education- first approach, deputies will continue to educate the public about the statewide face-covering requirement and will request voluntary compliance," Barnes said."During this time of strained police community relations, one only needs to look to New York and other jurisdictions where enforcement has resulted in uses of force and negative outcomes to recognize that an education- first strategy, aimed at obtaining voluntary compliance, is the most sensible and realistic approach."I expect that Orange County residents will continue to use common sense and responsibly wear a face covering, in addition to other recommended best practices such as frequent hand washing and maintaining physical distance, for the benefit of their own health as well as the collective health of the community. SANTEE, Calif. (KGTV)— A Santee family is praying for recovery and justice, as their mother remains on life-support. She was the victim of a hit-and-run crash Wednesday night. 10News spoke to Richard Johnson. His mother Julie Johnson and sister in law, Jayme Morton-Johnson were the victims of the hit-and-run.According to Richard Johnson, Wednesday at around 8 pm, they heard a commotion outside their home. Johnson said Julie ran outside and saw a neighbor boy getting beaten by three teenage boys.  Julie's other son, Robert, who is also Jayme's husband, says he was making dinner when his mother called him outside because of the altercation.  Robert stepped in to help break up the fight. They, and a neighbor, were able to put an end to it, but the teens ran into the car. “(Julie) always had a heart out for people are hurt or hears somebody in need, she acts right away, and that’s what she did," Richard Johnson said of his mother. As the suspects made their get-away, they sped onto the curb, hit the women, and flung them onto the street. “Jayme rolled off the side of the car with little injury," Johnson said. "And my mom flew off the car, and the impact was deadly. “Jayme was released from the hospital Thursday."The only thing I recall is seeing that drivers eyes and him hitting us and that’s when we grabbed each other, and by no means do I see it being an accident," she said.Jayme is expected to make a full recovery. Julie Johnson was not so lucky. The impact sent her flying 40 feet. Her brain is now non-responsive. An oxygen machine is the only thing keeping her alive. San Diego County Sheriffs Department said within two hours, they found the get-away car at Sonrise Community Church just two miles south of the crash. The owner of the vehicle then turned in one of the passengers, a 16-year-old boy, who was booked into juvenile hall for Felony hit-and-run. The two other teens have not been arrested. "I just want them to turn themselves in and give justice to my mother in law," Jayme said.“An irresponsible decision can end somebody’s life," Johnson said. While Johnson and his family wait for an arrest, they also pray. They said that is the only thing that may save their matriarch."The only thing they can do is hope from God that she will come back," Johnson said. "I’ve been praying that he’ll give her a chance. (KGTV) - The captain of the sister ship to the one that caught fire off the coast of Santa Barbara, killing at least 25, is sticking up for its crew.Ian Higgins is the captain of the Vision, a sister ship nearly identical to the Conception, which caught fire near Santa Cruz island Monday morning. Higgins spoke to 10News after media reports calling the safety protocol of the Conception into question."That vessel is inspected by the Coast Guard annually and also every five years for a more complete inspection," said Higgins, who works for Truth Aquatics. "If you think the Coast Guard would allow a vessel carrying that many passengers to operate without any type of fire suppression system, I don’t know what one would believe."RELATED: 20 bodies recovered from boat fire off coast of Southern California, officials sayRecords show the Conception had no issues after a Coast Guard inspection in February. Higgins said any report that the passengers were locked in the ship is patently false. He said passengers are given safety briefings the morning after they get on the ship. SCOTTSDALE, Arizona — From pre-made salads and sandwiches to ready-to-make meal kits and online ordering, the grocery store has become a conveyor belt of innovation the last few years.It’s time to throw another piece into the basket — driverless delivery. Kroger, the Cincinnati, Ohio-based grocery chain that operates Fry’s Food Stores, announced Thursday, Aug. 16, that it will begin testing its driverless delivery program in Scottsdale, Arizona. In June, the company said it was exploring the program and had partnered with Nuro, a company founded in 2016 that makes unmanned vehicles, but had not named where they would be tested.Now we know where.Starting Thursday, the program will only be available to those living in the 85257 zip code and within two miles of the Fry’s grocery store at 7770 E. McDowell Road in Scottsdale (near Scottsdale and North Hayden Roads).Here are a few things you need to know:WHAT IS IT?Forget going to the grocery store and walking the aisles to grab the milk, eggs and cheese. Under the test program, customers will be able to order their groceries via the Fry's Food Store app and website and have them delivered to their home by one of Nuro’s ten unmanned Toyota Prius vehicles.Each vehicle will deliver the groceries to a home’s curbside and can deliver up to 15 bags of groceries, said Pam Giannonatti, corporate affairs manager with Kroger.HOW SAFE IS IT?“Safety is Nuro’s top priority. (KGTV) - Doorbell camera video of a coyote following a man on a dog walk in Santee may be another example of coyotes becoming more aggressive in the area.On Monday after 9 p.m. on a quiet residential street, Ring doorbell camera video captures a man walking his dog. Moments later, something emerges from the shadows. It a coyote, and it's in an hurry. The video posted on the Ring app is titled "Beware coyote chasing a man with dog." That's exactly what appears to be happening. In the video, the coyote runs down the street before cutting in the man's direction. It's not clear if the coyote did catch up to the man or dog.Last week, 10News reported on Michelle Cimmarrusti's morning walk with Presley, an 8-year-old Silky Terrier. It unfolded on Palm Glen Drive, about a half mile from the site of the newest video. Two coyotes emerged from a bush and attacking Presley, while he was on his leash. Presley lunged, snapping his collar. He and the coyotes would end in a condo complex, where Presley was killed.Presley was the second dog killed by a coyote in the neighborhood in the last few weeks. Experts say coyotes attacking a leashed dog is a sign they're getting more aggressive in an area, and less afraid of humans, whether is food scarcity or the unintentional feeding of coyotes. 1315
