LA MESA, Calif. (KGTV) - A medical marijuana dispensary could be opening its doors just feet away from children in La Mesa.Last month, the La Mesa Planning Commission approved a conditional use permit for New Origins Management, Inc. to open a medical marijuana dispensary, but the center says they were never contacted about it.  One woman who has a teen at the San Diego Center for Children called the pot shop counterproductive to what parents and the clinic are trying to accomplish. The nonprofit helps young people with mental and behavioral issues.The La Mesa Medical Plaza is a pretty peaceful place, but the San Diego Center for Children is worried about its future neighbor. The clinic says you can draw direct line from their front door to the front door of the proposed medical marijuana dispensary."Our concern is having our youth that close to a medical marijuana dispensary," said Dr. Cheryl Rode, VP of Clinical Operations for the Center.The clinic occupies Suites J and K but a medical marijuana dispensary could be moving into Suite C.  The offices share a walkway and parking lot."Literally, our clients and their clients would be interacting pretty regularly," Dr. Rode said.In November 2016, La Mesa voters passed Measure U, prohibiting medical marijuana dispensaries from opening within 1,000 feet of a minor-oriented facility.It's defined as any after-school program, teen center, club for boys and/or girls, children's theater, or children's museum, where the primary use is for people under the age of 18.  The Center argues it qualifies as an after-school program."We feel that we clearly meet the criteria for a minor-oriented facility and that our facility was overlooked," Dr. Rode said.But the city disagrees.  They tell 10News because voters approved measure U, they don't have the ability to interpret the law or intent outside of its plain language, which does not include mental health and therapeutic services.  Director of Community Development Kerry Kusiak city sent us a statement that reads in part: 2136

LITTLE ROCK, Ark. — Arkansas State Police say a man suspected of stealing a taxi was fatally shot by a trooper after the man stabbed and wounded another law enforcement officer over the weekend.State police say 58-year-old Aloysius Keaton of Little Rock crashed the stolen cab while exiting off Interstate 30 and stabbed an Arkansas Highway Patrol officer who tried to arrest him.Police say the trooper shot Keaton after a shock from a stun gun failed to stop him as he approached the trooper with the weapon.The trooper ordered Keaton to stop and drop the weapon, but police say he failed to comply with the order and charged toward the officer, who then shot the suspect with a handgun.Keaton later died from his injuries at an area hospital Saturday night.State police say the Highway Police officer was treated and released and the trooper was uninjured.Keaton’s body has been transported to the Arkansas State Crime Laboratory where an autopsy will be conducted.The trooper remains on paid administrative leave and has not yet been identified. 1056

(KGTV) — La Mesa's police chief will retire after more than five years in the role and following unrest over the police department's policing tactics.Chief Walt Vasquez announced Thursday that he will retire effective Aug. 27. LMPD says Vasquez delayed his retirement when the coronavirus hit in mid-March in order to continue serving through the pandemic."Over the past five years, our team has worked very hard to keep the citizens of La Mesa safe. The decrease in property and violent crimes in the City from 2015 to 2019 has been the largest decrease of all incorporated cities in San Diego County," Vasquez said in a statement. "This is extraordinary, especially when you take into consideration that the La Mesa Police Department is one of the lower staffed departments in the County. Crime decreases of this nature are only achieved through hard work and collaboration with the citizens we serve."Vasquez most recently was top cop after a controversial arrest video surfaced, showing a Black man, Amaurie Johnson, being shoved into a sitting position and arrested by a white cop. The cop that was at the center of that video is no longer employed by the city. Johnson has since filed a lawsuit against the city and the officers involved.Following the arrest, and on the heels of nationwide calls for police reform, a protest outside of La Mesa Police Department on May 30 saw a 59-year-old woman shot in the face by a bean bag round during the demonstration and hospitalized, bringing the department's response tactics into question. An investigation into that incident and the officer involved is still being conducted.As calls for police reform continued locally and across the nation, the department followed other law enforcement agencies and banned the carotid restraint technique.Prior to his role in La Mesa, Vasquez started his career in the San Diego Police Department in 1986. He achieved the rank of Assistant Chief before being sworn in as La Mesa's Chief in 2015.Vasquez also served on the Board of Directors of San Diego Youth Services for more than 10 years and has served on the Board of Directors of San Diego’s Trauma Intervention Program since 2018. LANCASTER, Calif. (KGTV) -- A man whose body was found in a stone pillar in Lancaster Saturday could be the remains of a man who ran from police earlier in the week, according to KTLA. The body was found inside a stone pillar outside the WinCo Foods grocery store on the 700 block of West Avenue K around 2:40 p.m. Saturday.Earlier that morning, a manager at the store reported a foul smell coming from the pillar. The manager called a plumber thinking there was a sewage problem.When the plumber arrived and began knocking away the pillar’s stone, a leg and tennis shoes were visible. After arriving on scene, police were able to link the body to an incident earlier in the week.On Monday, a man was pulled over after being suspected of driving a stolen vehicle, police told KTLA. The man ran from police onto the rooftop of the grocery store which, according to authorities, has access to the inside of the pillars.Police say it’s possible that the man fell or climbed into one of the pillars to escape from authorities. With a recent heat wave and the density of the pillars, police say it’s possible the man became trapped and unable to breathe. 1167
