VIENNA, Dec. 3 (Xinhua) -- China remained open to initiatives on the establishment of an international nuclear fuel bank , a senior Chinese diplomat said here Friday. "The International Atomic Energy Agency (IAEA should play an active role in establishing such mechanism, on the prerequisite of maintaining its independence, " said Hu Xiaodi, China's permanent representative and ambassador to the United Nations and other international organizations in Vienna. "China is of the view that the establishment and operation of multilateral mechanism on assurance of nuclear fuel supply involves complex political, economic, technical and legal factors as well as practical interests of all Member States, " Hu told a board meeting of IAEA. Referring to an U.S. proposal on the establishment of an IAEA low-enrichment uranium bank, Hu noted that some IAEA Member States still had concerns on that proposal. "The concerns of relevant states should be taken into full consideration and resolved in order to seek the most extensive support," Hu said. He also said that while the objective of preventing the proliferation of nuclear weapons should be promoted, Member States ' right to peaceful uses of nuclear energy should not be affected.There have been a number of initiatives to establish nuclear fuel reserve banks in recent years.The U.S. proposal envisions a nuclear fuel bank run by IAEA, to which countries could turn to if their regular supplies were cut.However, the plan has met opposition from some developing countries. They worry that a nuclear fuel bank could undermine their right to acquire their own nuclear technology for peaceful purposes. Some countries are also concerned with the possibility of fuel supply being controlled by western powers and used for political purposes.

BEIJING, Dec. 11 (Xinhua) -- China's industrial value-added output year-on-year growth quickened to 13.3 percent in November from 13.1 percent in October, the National Bureau of Statistics (NBS) said Saturday.The growth rate for the first 11 months was 15.8 percent year on year, down 0.3 percentage points from the January-to-October period, the NBS said.Industrial value-added output measures the final results of industrial production, which is the value of gross industrial output minus intermediate inputs such as raw materials and labor.

BEIJING, Jan. 12 (Xinhua) -- Traffic congestion has eased "obviously" in Beijing since authorities launched a string of new, stricter traffic rules and opened five new subway lines last month, a local transport official said Wednesday."On average, the duration of traffic jams has been reduced by more than two hours per day, from 3 hours and 55 minutes before the new year to the current 1 hour 45 minutes since Jan. 1," said Li Xiaosong, deputy director of the Beijing Municipal Committee of Communications.Li's committee has unveiled an index system of Beijing's traffic congestion, the first for the city.According to the system, 0-2 signified traffic was "smooth," 2-4 "generally smooth," 4-6 signalled "slight congestion," 6-8 "moderate congestion," and 8-10 "heavy congestion," Li said."Before the New Year, Beijing's congestion index usually stood above 8.2, but it has been 6 since Jan. 1," she said.Li attributed the improvement to the new traffic rules and subway lines.Massive traffic jams have long been a headache for Beijing, a city of 20 million people and 4.8 million vehicles. Last year, an average 2,000 new cars hit the city's streets every day.On Dec. 23, authorities in Beijing announced they will slash new car registrations to ease traffic gridlock. This year, the city will allow only 240,000 vehicles to be registered, about a third of the number of last year.Moreover, Beijing municipal government agencies and public institutions were prohibited from increasing the size of their vehicle fleets over the next five years.Other measures include higher parking fees in the city's central areas, and stricter traffic rules for cars registered outside Beijing.An odd-even license plate number system was introduced to allow cars to be driven every other day in peak hours in some congested areas.Beijing opened five new suburban subway lines on Dec. 30 with a combined length of 108 km, bringing the city's total number of subway lines to 14 and the total length to 336 km.Beijing was building more subway lines, Li said.The number of lines in the city would reach 19 by 2015. ZHENGZHOU, Dec. 13 (Xinhua) -- Seven company executives were suspended from duty or removed Monday after 26 miners were killed in a gas explosion in an illegally operated coal mine on Dec. 7 in central China's Henan Province, according to the group's spokesman.Forty-six miners were working underground when the blast occurred at the Juyuan Coal Mine, owned by Juyuan Coal Industry Co., Ltd. in Mianchi County, Sanmenxia City. The company is being merged into Yi Ma Coal Industry Group.Deputy general manager, Li Jianxin, of Yi Ma Coal Industry Group, the mine's prospective parent company, was suspended from duty pending investigation. Li was in charge of the group's merger and regrouping, said the group's spokesman.Manager Yao Nianshou and four deputy managers who were sent by the group to Juyuan Coal Industry Co., Ltd. were also removed, he said.The spokesman said the decisions to discipline the executives have been approved by the State-owned Assets Supervision and Administration Commission of Henan Province. The final punishment for those responsible for the incident will be decided based on the findings of the on-going investigation.Managers of the Juyuan Coal Mine did not obtain a license to excavate coal from the site in Mianchi County, where the explosion occurred. Mine managers also ignored an order to halt production, as the mine's operations are being reorganized as part of the merger.The mine had been known as the Suzhuang Coal Mine and was later re-launched as Juyuan when it was merged into the large state-owned conglomerate Yi Ma Coal Industry Group.Police said they arrested the owner of the mine, Suo Yonggang, who allegedly hid the bodies of the victims to lessen the casualty count. Suo fled the mine following the blast.Mine managers first reported that only 20 miners were trapped when the blast occurred. Provincial work safety authorities updated the figure to 33 and then to 46 as investigators found more bodies in the mine. Only 20 miners survived.
