IMPERIAL BEACH (CNS) - County officials today re-opened parts of the shoreline near Imperial Beach that had been closed due to sewage-contaminated runoff. Beaches from the U.S.-Mexico border to the northern boundary of the Tijuana Slough National Wildlife refuge were closed on Feb. 11, after testing showed unsafe water quality. The unhealthy water quality came after a Feb. 9 partial power failure at a treatment facility in Tijuana that allowed an estimated 560,000 gallons of water to flow through the Tijuana River across the border unhindered, according to the International Boundary and Water Commission. Additional sewage flows occurred on that day, as well as Feb. 15 and Tuesday, the commission said. Officials sample the water quality in the area weekly, according to the San Diego County Department of Environmental Health, and sewage from the Tijuana River frequently results in beach closures during the winter rainy season. 994

At the corner of Peabody Drive and Hardy Cash Drive in Hampton, Virginia you'll find a group of determined kids."We are raising money for single mothers that are struggling. They have to do so much on their own," said 11-year-old Cartier Carey.Cartier is the leader of the "Carti Pack" and CEO of his lemonade stand, one unlike any other."We sell lemonade, chips, candy - all types of stuff that people want, and it's not expensive," he said.Each dollar spent towards a cup of the summertime drink and goodies on the side goes towards buying diapers for local families in need."The diapers are for mothers or anyone that has babies," Cartier said.It's an unusual business model, but one that's working."There's a shortage of Pampers and wipes in the stores because of the pandemic, so this couldn't have come at a better time," said Anthony Carey, Cartier's dad.A rising sixth-grader like Cartier and his friends could be out playing sports or riding bikes, but instead, they're helping single mothers in the community."There are a lot of grown-ups out there not doing what we're doing," Cartier said."As a parent, it makes me feel spectacular," Anthony said.This lemonade stand isn't a first for Cartier. SAN DIEGO (CNS) - Strong and gusty Santa Ana winds, low humidity and high temperatures will persist Friday, with a red flag warning denoting a strong risk of wildfire in effect for the San Diego County mountains and valleys.The National Weather Service issued a red flag warning that went into effect at 10 a.m. Thursday in the county mountains and valleys and lasts until 10 p.m. Friday. The NWS also issued a high wind warning for the county mountains and valleys that remains in effect until 6 p.m. Friday.Along with low humidity levels, the strong Santa Ana winds blowing north to northeast are to blame for the fire danger, with winds of 20 to 30 mph in the forecast and gusts near 55 mph possible near the top of the county mountains, according to the NWS. Humidity was expected to drop to 3-8 percent Friday.Fuels are very dry and fires will grow rapidly and be difficult to control upon ignition, according to the Santa Ana Wildfire Threat Index.Warm seasonal temperatures were also expected to add to the potential fire danger. High temperatures Friday will be 81 to 86 degrees in the western valleys, 73 to 78 near the foothills and 60 to 69 in the mountains, NWS forecasters said.With the heightened fire danger, authorities recommended that residents avoid outdoor burning and have emergency preparedness kits in order."An emergency can happen at any time," a forecaster said in a statement on the Santa Ana Wildfire Threat Index Website. "Clean debris away from your house. Charge your cell phone and make sure you have plenty of gas."Low humidity with poor overnight recovery will continue through at least the middle of next week and another round of gusty Santa Ana winds is expected Sunday and Monday, NWS forecasters said. 1754
