SAN DIEGO (KGTV) -- Tracking citizen complaints about law enforcement is a requirement of California law. However, some say there needs to be a significant improvement in that process."Police officers have tremendous authority," said former police officer and criminal justice professor Kevin LaChapelle. He broke down how the process works."[In] a formal complaint, there should be written documentation and the agency is accountable for reporting that to the Department of Justice," LaChapelle said. LaChapelle says the formal complaint process differs from an informal complaint, where someone may talk to an officer or supervisor but no documentation is required. Those interactions are not included in DOJ numbers. When it comes to two of the largest departments in the county, Team 10 found the number of complaints differ drastically. In 2018, the San Diego Sheriff's Department reported nine complaints. In 2017, there were six reported complaints.San Diego Police Department reported 74 complaints last year. SAN DIEGO (KGTV) — While many holiday events will go on this season despite the pandemic, one San Diego tradition is taking a break this year.The San Diego Bay Parade of Lights, scheduled for Dec. 13 and 20, has been canceled this year. Organizers said the decision was made due to the rise in coronavirus cases."We are sad to announce that due to the rise in COVID-19 cases, this year’s San Diego Bay Parade of Lights is cancelled," a statement on the parade's website read. "We are disappointed that the parade cannot take place this year but we would like to do our part to minimize the spread of the virus. Wishing everyone a safe and happy holiday season. See you next year!"The parade, which was looking forward to its 49th year, routinely brings crowds of more than 100,000 San Diegans to the bay over two weekends to watch as nearly 100 boats sail through the bay, decked out in colorful lights and decorations."Our number one priority is safety and this year large crowds associated with the San Diego Bay Parade of Lights are not advisable due to the Covid-19 pandemic," said Parade Chairman Larry Baumann. "We know how much our residents and visitors love the parade and this was a very difficult decision. SAN DIEGO (KGTV) - A local Marine's dreams are close to becoming a reality in the form of a massive property in Dulzura. It is not just for Kalani Creutzberg. His efforts to help others prompted an Animal Planet star to join the cause. Nate Schoemer was also a Marine. He was fresh out of high school with his blood type on his boots when he joined the invasion of Iraq.  "The first group was out there for three days and when they came back you could tell that they've just been through hell," Schoemer said. "This is hard for me to talk about," he said with tears in his eyes. It is especially hard to him to discuss it with civilians who often cannot comprehend the horrors of war. He lost some friends on that deployment in 2003."I could hear it from where I was," he started. "I mean I could hear them screaming," It haunted his heart on home soil., but he said his dog's love lifted his spirits. "I need to continue on this mission and helping others the way she helped me," he added.When he got out of the service he became a master dog trainer. He went on to host an Animal Planet show called "Rescue Dog to Super Dog". In it, he saved shelter dogs and turned them into service dogs for people in need. In episode one, he trained Bas for Creutzberg, which is how the two met. Creutzberg survived chilling deployments, but the fight for his life followed him home. "Before I knew it I was homeless," Creutzberg explained. "It was embarrassing, it was shameful," Bas gave him a sense of purpose. "When I was going there to rescue him he was actually the one rescuing me," Creutzberg added. Now, he is on a mission to give homeless vets a home. He plans to buy a property that is nearly 300 acres in Dulzura. "We're going to run our day to day operations very much like when we were back in the service," he explained. "There will be structure, we will work together…… the very things that a lot of us miss."It does not end there.  They will also rescue homeless dogs  about to be euthanized."[We'll] allow both the veterans and the dogs to grow relationships and start anew," he said. Schoemer believed in the Cammies and Canines Sanctuary so much, he joined the efforts. He plans to turn some of the dogs on death row into service dogs for vets. "Just being around Marines and veterans is a great thing,"  Schoemer said with a big grin. Their goal is to get back to tackling battles together. SAN DIEGO (KGTV) - Underused land owned by San Diego's Metropolitan Transit Service could help address the region's need for affordable housing — though not entirely.That's according to a new report by the think-tank Circulate San Diego, which suggests nearly 60 acres of MTS-owned land, including parking lots and structures, could better serve the community as new homes."Empty and underutilized parking lots are a stark and visible demonstration of public lands being underutilized.
