SAN DIEGO (KGTV) -- The California Department of Motor Vehicles announced new safety measures for its offices Thursday as the coronavirus pandemic continues across the state.Starting Thursday morning, every person who goes to a DMV location will get their temperature checked before they're allowed inside.Previously, only people getting in-car driving tests were subject to temperature checks.A DMV spokesperson told ABC 10News they'll follow CDC guidelines, only letting people inside if their temperature is below 100.4 degrees."We always follow the guidelines that are issued by the CDC," said DMV spokesperson Cynthia Moreno. "So, following their guidelines, we decided that it would be best to start taking the temperature of all of our customers and our employees to make sure that we follow the safety protocols."The temperature screening is in addition to safety measures already in place, which include mask requirements, social distancing, limited services available and hand-washing and sanitizing stations located throughout each field office.Because of all that, DMV officials say it's best to do as much as you can on the agency's website and avoid coming into the offices, if possible."We want to make sure the people who come to our offices feel safe," said Moreno. "There's a lot happening in the world right now. So, if you can do stuff from the comfort of your home, it's best to go online and see what's available." 1444

SAN DIEGO (KGTV) — The deadline to register to vote in the upcoming election is this Monday, Oct. 19, but unlike most states, California offers a backup option for people who miss the deadline.It’s called conditional voter registration or same-day voter registration, a process that allows California voters to register in person through the last day to vote on Nov. 3. Voters who register conditionally must cast a provisional ballot, which takes longer to verify and appear in the final tally.In the November 2018 midterm election, 2,353 voters used the conditional registration process, according to the San Diego County Registrar of Voters Office.Starting Oct. 20, voters in San Diego County can register conditionally by visiting the Registrar’s Office in Kearny Mesa at 5600 Overland Avenue.“They would register, and then go over and receive their ballot and vote that same day,” said Registrar Michael Vu.Beginning Oct. 31, polling places will open, and voters can register conditionally and cast a ballot there. However, you will want to go to the polling place assigned to your address, which you can find at sdvote.com.Voters who go to the wrong polling place will be allowed to vote for certain offices, like president, but they could have selections for local offices like city council invalidated if the polling place is located in a different district.California started allowing conditional or same-day registration in 2017. It is one of 21 states to allow the practice.Individuals seeking to register conditionally must provide their driver’s license number or the last four digits of their Social Security number to prove they’re eligible, along with their address and other information.Voters do not need to show ID or proof of residency, except in rare circumstances.Once conditionally registered, the voter will be given a provisional ballot. A provisional ballot is just a ballot that’s placed in an extra envelope with a little more information from the voter so election workers do an added layer of verification before the ballot is counted. That takes time.“Generally they are counted last,” Vu said.There are other instances when voters might have to cast a provisional ballot: like if you’re registered but go to the wrong polling place, or if you want to vote in person and forget to bring your mail-in ballot to surrender. In some cases, poll workers can electronically view the status of your mail-in ballot without the need to surrender it, but in other cases the voter may have to vote provisionally.With conditional voters, election officials will first verify that the person is eligible to vote, then they’ll make sure that person hasn’t voted already before adding their ballot to the tally.Voters who successfully complete a conditional registration will automatically be considered registered for future elections. 2860

SAN DIEGO (KGTV) - The final panel of a 14-mile stretch of the Primary Border Wall project was installed Friday, marking a turning point for U.S. Border Patrol, according to Border Patrol officials.Now there is more updated fencing in place compared to aging infrastructure. The stretch of new fencing replaced stamped steel, that's easy to climb, originally installed in the 1990's.The 18-30-foot steel bollard stretches a quarter of a mile from the ocean, to Otay Mountain. The old wall was breached more than 1,700 times, according to Border Patrol officials.RELATED: Funds earmarked for defense can be used for border wall, Supreme Court rules"Any upgrade we can get we'll take, this wall's been around for 30 years," Border Patrol Public Affairs Officer Theron Francisco said.The transparent feature of the new wall, vital for Border Patrol agents. Fiscal year to date, 149 incidents were reported, compared to 72 last year.Last April migrants hurled rocks at San Diego Border Patrol officers, shattering their Jeep's window. With that, it means less agents have to field a certain area," Francisco said. He said that means an area with seven agents could go down to two or three.As for who paid for the wall, each Border Patrol agent said the Trump administration. "So this would be Trump's wall, it was financed in fiscal year 2017, so it's starting under his administration and will wrap up under his administration," Francisco said.Border patrol is working on two other projects, one in Tecate that's a four mile primary fence and another that's stretches from the ocean to Otay Mountain as a secondary wall. SAN DIEGO (KGTV) — The Cabrillo National Monument will extend its opening hours until sunset on Fridays through Sundays in August.The national monument is currently in a phased re-opening. All outdoor areas, trails, and restrooms are open, but indoor areas like exhibits and the lighthouse are closed due to coronavirus restrictions.Normal operating hours for the area are 9 a.m. to 5 p.m., with the tidepools closing at 4:30 p.m. The extended hours will give visitors a chance to take in views of the Pacific Ocean and San Diego during sunset. The monument's tidepool area will also be open until 30 minutes before sunset.Visitors can also get Junior Ranger books and badges, maps, and visitor information at an outdoor station near the visitor center.Officials encourage guests to continue wearing face coverings and physical distance from anyone no apart of their household while visiting.Annual park passes can still be purchased online here. SAN DIEGO (KGTV) — The Navy has called off search and rescue efforts to find a Sailor from the USS Theodore Roosevelt who reportedly went overboard.Navy crews from the San Diego-based carrier and five other vessels ended the search at sunset on Saturday. Crews and the U.S. Coast Guard searched more than 607 square nautical miles for more than 55 hours off the coast of Southern California.Ships began rescue efforts after a lookout spotted what they believed to be a person in the water at about 7:30 a.m. on Thursday, according to the Navy.RELATED: San Diego-based USS Theodore Roosevelt searching for Sailor overboardThe Navy ad the Sailor's family identified him as 20-year-old Aviation Ordnanceman Airman Apprentice Ethan Garrett Goolsby of Texas.Goolsby reported to the USS Theodore Roosevelt in July after his initial training as an aviation ordnanceman in Pensacola, Fla. He was promoted to his current rank on Sept. 16. "The loss of our Sailor is felt deeply by all on board," said Capt. Eric Anduze, commanding officer of Theodore Roosevelt. "The entire Theodore Roosevelt team sends our deepest condolences to the family of our missing shipmate."The Sailor's family was notified before the search stopped. The Navy said it has changed the Sailor's status to "deceased."Rear Admiral Doug Verissimo, commander of Carrier Strike Group Nine, added that the strike group, "sends our thoughts and prayers to the family and loved ones of our missing shipmate. I offer my thanks to all the Sailors and Coast Guardsmen who were involved in the search."The USS Theodore Roosevelt departed San Diego several days ago for an exercise at sea ahead of its second deployment of the year, according to USNI News.
