SAN DIEGO (KGTV) - In preparation for one of the most advanced fighter jets in the world, Marine Corps Air Station Miramar is planning security upgrades to its airfield perimeter fence.10News discovered it’s one of nine large-scale construction projects that Miramar will be doing over the next decade."These construction projects here are what enables, that is what brings our national defense policy and strategy to reality," said Public Works Officer Lt. Commander Travis Brinkman.Currently being built in the heart of MCAS Miramar is a 160,000 square foot hangar is designed to hold up to 12 F-35s.It's the first of three hangars planned for the location."The need to provide modern facilities as well as the F-35 has specific requirements, specific systems that need different maintenance, different capabilities within the facility itself to provide that maintenance,” said Brinkman. According to a post on the Federal Business Opportunities website, MCAS Miramar is also looking to replace more than 24,000 feet of existing chain link fence, vehicle gates, and swing arm barriers.According to the site, “The project magnitude is ,000,000 to ,000,000.”"We're upgrading the fence line around the airfield itself, and it’s simply to ensure that our fence line is complying with the security requirements for the F-35,” said Brinkman. SAN DIEGO (KGTV) - It could take more than three weeks for out-of-work Californians to get unemployment insurance payments.The California Employment Development Department (EDD) tells 10News, during normal circumstances, an Unemployment Insurance (UI) claim takes approximately 21 days from filing to payment.Right now, the circumstances in California are anything but normal.According to a report from the state's Legislative Analyst's Office, "Given the extraordinary number of applications received recently, as well as the expectation that claims will continue to increase over the coming weeks, the Legislature should anticipate that first benefit payments will take much longer than 21 days."The report states similar delays occurred in the Great Recession. EDD tells 10News they are currently experiencing a large increase in claims filed in their programs and have staff working overtime to keep up with the demand."Given the unprecedented increase in UI claims due to COVID-19, we have taken several steps — working around the clock, including Saturdays and Sundays, and redirecting hundreds of staff to process UI claims — to ensure every Californian gets benefits as timely as possible. We do not expect any significant delays at this time. Should the situation change, and delays arise, we will notify the Governor's office, stakeholders, and the public as soon as possible," an EDD spokesperson told 10News."We're seeing impacts higher than what we saw at the Great Recession," said Andrew Picard with the San Diego Workforce Partnership.This week the organization put out a report on potential impacts of COVID-19 on employment in San Diego County.The report stated, "In the first three days of partial closures (March 16-18), Californians submitted 190,000 unemployment insurance claims — more than quadruple the weekly average — and the March 19 statewide order to shelter in place will bring more layoffs."Between March 16 to 22, the Workforce Partnership received notices or phone calls from 52 employers that are considering or have executed layoffs or work-hour reductions for a total of 3,865 impacted workers. EDD said they encourage Californians to apply if they think they may qualify for benefits. Officials suggest using online services for faster processing, if possible. 2306

It's a solution for homelessness."People go into treatment, they get out, they relapse and the go back in and they get stuck in this thing we call the churn of in and out, and in and out of services."So Chris and Tammy Megison came up with a solution: Solutions for Change. The idea is to get families with children off the streets and into a program that would change their lives forever."We get them jobs right away, put them to work so they can learn the soft skills of working," Chris Megison said. "They're up at 5:30. Kids are fed and off to school. And now they're going to classes, they're going to work."Solutions for change works because of its motto, driven by accountability. It's a 1000 day program. Every client must have a job, and most work in the solutions aguaponic farm. They grow their own organic food, and what they don't eat they sell, and the proceeds go back into the program. "They're not looking to be a band-aid fix, they're looking to be a 'hand up' organization. They're not lowering the bar for people who find themselves in a pretty dark tragic place, they're trying to raise the bar and set people up for future success," San Diego County Supervisor Kristin Gaspar said.And since 1999, Solutions for Change has helped 900 families escape homelessness. People like Melissa Martinez and her children who not long ago were separated without a place to call home."It's put us all back under one roof. It's actually be a lot easier than I could have ever imagined, getting everybody to and from school, to and from work, we're really united and working as a team. SAN DIEGO (KGTV) — Local law enforcement made the holidays a little brighter for hundreds of deserving kids. The 26th annual "Shop with a Cop" event brought 300 kids out to go on a shopping spree with local officers, from San Diego Police to California Highway Patrol to San Diego County Sheriff's deputies.The shopping spree was just the tip of the iceberg for kids Saturday morning. Their day started at SeaWorld San Diego, where they had breakfast with officers and enjoyed a Christmas-themed dolphin show. SAN DIEGO (KGTV) — It’s approaching one year since a San Diego Navy Sailor was hurt in an explosion while on deployment, leaving him paralyzed.Saturday, community members rallied together to support wounded sailor, Kenton Stacy, on his journey to recovery. Hundreds of people gathered in Liberty Station for the Stacy Strong 5k.“We feel very blessed,” says Kenton Stacy’s wife, Lindsey. “All the love and support we’ve seen over the last year just has been amazing.”The event had live music, a silent auction, and awards for race winners. During this time last year, the Navy EOD tech was deployed in Afghanistan when an IED exploded while he was clearing out a hospital. The explosion left him paralyzed from the neck down.“It’s definitely been a very hard year… There’s been highs, there’s been lows,” says Lindsey Stacy. Her husband has not made it home from the hospital just yet but, today he was transported and joined family and friends at the event.“I just think he feels so blessed," she added.The funds for the event will go to the EOD warrior foundation. The organization provides financial assistance and resources to wounded active duty service members and veterans. Stacy’s “Alive Day” anniversary is November 9.  1270
