(KGTV) — A body was discovered in a small North County lake while vector control workers sprayed for bugs Thursday.A helicopter pilot was dropping larvicide over the area behind the Vons shopping center at State Route 76 and Frazee Road about 1 p.m. and spotted the body floating on the surface, according to police.The lagoon was inaccessible by foot, said police. Officers deployed a drone to confirm there was a body on the scene.Oceanside Fire Department Lifeguards were called to retrieve the person's remains. Investigators believe he or she may have been in the water for at least two weeks.Oceanside Police responded to the scene and investigated the discovery. OCEANSIDE (KGTV) — After a decade of delays, the Oceanside Beach Resort is weeks away from construction.The initial approval for the project happened 13 years ago when the City of Oceanside selected the developer. The project is located near the small white beach home featured in the movie Top Gun. 10News talked with Senior Vice President of S.D. Malkin Properties, Jeremy Cohen, who said they ran into many roadblocks along the way."We faced a lawsuit, we won, it was appealed, and we won that, and that kind of brought us to where we are today," said Cohen.The lawsuit claimed the program the city uses to share hotel taxes and support the development violated the state constitution. Along with a drawn-out lawsuit, they also were pushed back by the Great Recession and a period of delays in redevelopment across California.Cohen tells 10News, “Although it had been done dozens of times in the state before, it was the first time it was challenged. The court found it was completely constitutional, completely acceptable, and so it just delayed us for three years."Construction is now set to start in December 2018, just before the new year. “There will be a couple of months of excavation; then you’ll see a concrete superstructure, about six or seven stories,” Cohen detailed.The parking for the beach resort will be relocated to an underground garage. As far as the Top Gun house is concerned, it will be completely taken off the property. (KGTV) - Police are asking the public's help to identify a man suspected of trying to lure a child away from her mother at a North County Walmart.Oceanside Police said the incident occurred on Sept. 6 after a juvenile female and her mom shopping at the Walmart location at 705 College Boulevard reported a stolen cell phone.Police said security footage showed a man following the pair around the store and taking the juvenile's cell phone from their cart when they were not looking. The mother and daughter reported the phone stolen to security, according to police."Shortly after the girl and her mom reported the lost phone to security, the male started conversing with the juvenile and stated he had her phone in his vehicle," Bussey said.The man started talking with the juvenile, police said, and stated he had her cell phone in his vehicle, a white hatchback, possibly a Hyundai Elantra GT."The male was possibly attempting to lure the juvenile to his vehicle to retrieve the phone," OPD said in a release."I watch really closely. I've got a younger guy so he stays attached to my hip; thank goodness but this is gonna make me even more vigilant.
