The Centers for Medicare & Medicaid Services earlier this year began allowing states to mandate that certain Medicaid enrollees must work for the first time in the program's history, while the Department of Housing and Urban Development is looking into the issue for those in subsidized housing.The Department of Agriculture also wants to strengthen the work requirements in the food stamp program. Currently, adults without minor children can only receive benefits for three months out of every 36-month period unless they are working or participating in training programs 20 hours a week. However, states can waive that requirement for areas where unemployment is at least 10% or there is an insufficient number of jobs, as defined by the Department of Labor.Several states, particularly those with Republican leaders, have also been adding work mandates. Kentucky, Indiana and Arkansas have already received approval to require certain Medicaid recipients to participate in community engagement programs, including working, volunteering or job training, while several other states have applications pending before CMS. West Virginia and Wisconsin recently tightened the work requirement provisions in their food stamp programs.The president is ramping up these efforts after Congress opted to punt on entitlement reform with the midterm elections looming in the fall.The order outlines nine "Principles of Economic Mobility," which are in line with longstanding Republican ideals. They include improving employment outcomes and economic independence, promoting marriage as a way of escaping poverty, reserving benefits for those truly in need and empowering the private sector to find solutions to poverty. The order directs agencies to provide more flexibility to the states, which administer many of these safety net programs.Millions of Americans flocked to the nation's government assistance programs in the wake of the Great Recession and the expansion of Medicaid under the Affordable Care Act. More than 74 million Americans are on Medicaid, while more than 41 million people receive food stamps, formally known as the Supplemental Nutrition Assistance Program, or SNAP. PORTLAND, Ore. — A peaceful protest morphed into an intense early morning confrontation between demonstrators and law enforcement in Oregon's largest city.U.S. agents fired what appeared to be tear gas, flash bangs and pepper balls early Monday to clear a mass of protesters outside the federal courthouse in Portland.Some protesters had climbed over the fence surrounding the courthouse. Others shot fireworks, banged on the fence and projected lights on the building.The city has seen nightly protests for about 60 straight days since the death of George Floyd.The Monday morning scene in Portland has become the norm in the city in recent days. Authorities declared a riot in the are of the courthouse on early Sunday morning as some protests breached a gate surrounding the building. The Associated Press reported that six people were arrested.Later on Sunday, Portland police say a person was shot at a park near where the protests take place. Two people were taken into custody in connection with the incident but later released. The person who was shot was later treated at a local hospital with non-life-threatening injuries.Portland police also reported Sunday that a bag was found at the same park that contained loaded rifle magazines and Molotov cocktails. It's unclear if the items were related to the protests, and police say the items are not connected with Sunday's shootings.Though protests have continued for weeks in Portland, they've escalated in the past week since the arrival of federal agents. The agents were sent to Portland as part of a directive from President Donald Trump and Acting Sec. of Homeland Security Chad Wolf to prevent the defacement of monuments, statues and federal property.However, both Oregon Gov. PORTER RANCH (CNS) - A 7,552-acre brush fire continued to burn in the northern San Fernando Valley Saturday after damaging or destroying 31 structures, forcing about 100,000 people from their homes and creating dangerously unhealthy air quality over a huge chunk of the Southland.The Saddleridge Fire, which officials said was 19% contained as of Saturday morning, burned in the areas of Sylmar, Granada Hills and Porter Ranch.Ralph Terrazas, chief of the Los Angeles Fire Department, said 13 structures were destroyed, while the rest suffered varying degrees of damage.One person, described only as a man in his 50s, died of a heart attack Friday morning in the Porter Ranch area, according to the LAFD. Terrazas said the man was actually speaking to firefighters when he went into cardiac arrest, and he died at a hospital. According to reports from the scene, the man had been working to protect his home from the blaze.One firefighter suffered a minor eye injury, according to the LAFD.Humidity levels remained in the single digits Saturday, prompting an extension of a red flag warning until 6 p.m. Santa Ana wind levels were gusting lighter at 20 to 30 mph and could reach as high as 40 mph in the afternoon, according to the National Weather Service.A smoke advisory was issued by the South Coast Air Quality Management District through at least Sunday morning for the entire San Fernando Valley, areas west of central Los Angeles, and coastal areas west of the 110 Freeway.
