SAN DIEGO (KGTV) - A local family is desperately pleading to individual ICE officials to let them see their patriarch for the first time in 19 months. The Bakala family is seeking asylum after they say they barely escaped death in the Republic of Congo. Once they reached San Diego, the family of nine was separated.17-year-old Marie Louise Bakala should be focusing on college. But right now, that is on hold. "I am getting stronger, but it is not enough because I need my father back," Mari Louise said to the St. Luke's Episcopal Church congregation in North Park. The Bakala's left a comfortable life in the Republic of Congo. Father Constantin was a computer engineer for the Ministry of Health. His wife Annie Kapongo was a shop owner and mother of seven. The Bakalas say it all changed when the new government stepped in. Kapongo says because of Constantin's occupation, the family was targeted, brutalized, and even sexually abused by Congolese authorities. Fearing for their lives, they came to San Diego in 2017 to seek political asylum."This family came across a world come to a country that will protect them, but instead, it has only been a continuing nightmare," Pastor Colin Mathewson said. Annie Kapongo was released with an ankle monitor with the seven kids in San Diego. Immigration and Customs Enforcement [ICE] authorities detained Constantin in the East Coast alone. In February, a judge rejected Constantin's asylum case and appeal. But in March, he as given an emergency stay. Just last week, he earned the right to appear in front of a judge again, this time with a lawyer. Friends and staff of St. Luke's are now pleading with ICE to grant Constantin parole, to be with his family. They say it would be a show of good faith, just as the Good Samaritan did in the Bible."There is an assistant field director, and there is a deportation officer out there in Atlanta," Pastor Mathewson said. "We are asking Christine and Michael today to help somebody that needs so much help. After 19 months of detention, to bring him back home with his family as he awaits his next court date.""I hope that he will be here with us and we will be a family again," Marie Louise said."Please, please help me," Kapongo said through a French translator. "Send me back my husband."Last year, the couple missed their 20th wedding anniversary because Constantin was detained. SAN DIEGO (KGTV) - A man was sentenced Wednesday after pleading guilty to selling fentanyl to a 26-year-old La Mesa woman who overdosed in 2018, according to the U.S. Attorney's Office.Uriah Odish, 28, was charged with Conspiracy to Distribute Fentanyl and faces 14 and a half years in prison with five years of parole.According to the U.S. Attorney's Office, "Odish sold more than 500 grams of what he knew to be fentanyl between 2017 and the day of the fatal overdose."Tiffany Hansen died from that fatal dose. Her mother Keri Cuppage said Odish apologized Wednesday, "he asked for forgiveness and said he was very very sorry that his decisions led to Tiffany's death."She replied, "my biggest hope is that the time served in jail will help him and he will be able to beat his addiction."She said Tiffany loved the beach and all things Disney. After she passed, Cuppage had her ashes formed into a sea turtle and placed at the Neptune Memorial Reef. The reef is an underwater memorial created to look like the Lost City of Atlantis, off the coast of Miami Florida.Cuppage said every day after Tiffany's death is a struggle. "Every time I get a joyful emotion, it's just a backwash of sad. SAN DIEGO (KGTV) - A growing number of young San Diegans are still having symptoms several weeks or months after getting COVID-19. At UC San Diego, doctors are tracking and treating these so called long-haulers. Some health experts are now saying that the long-haul patient population may become a public health crisis of its own.When Jennica Harris in San Marcos got the coronavirus in March, she expected to bounce right back. Yet, weeks turned into months. “I'm 33 and healthy and young. [I work] out. [I] worked out while I was pregnant [with] lifting weights. High intensity workouts and here I am [with] this slew of doctors that I have to go see and try to figure out why my [heart rate] is so high. I can’t move from the couch and I can’t breathe two months after, three months, and four months after [getting COVID-19],” she told ABC10 News on Tuesday.Nine months after testing positive, the mother of two still battles severe shortness of breath. She's considered a long-hauler, one of the growing number of post-COVID-19 patients who suffer long after testing positive. “I was so angry for so long because I would see people outside partying when I could barely walk two feet to my window,” she added.“We already have several dozen patients and we're starting to get in outside referrals,” said UC San Diego’s Dr. Lucy Horton on Tuesday. She’s working with a team of specialists to treat local long-haulers. Many are in their 20s, 30s and 40s with no underlying conditions and many were never sick enough to be hospitalized when they first got the virus.Dr. Horton told ABC10 News that the cause of ongoing symptoms remains unclear. She said that it could be an auto-immune or overactive inflammatory response but there’s no one treatment available. SAN DIEGO (KGTV) - A local woman says a water meter device in the Midway District has been leaking gallons of water for at least two years, but no one will fix it. She emailed Team 10 investigative reporter Jennifer Kastner after contacting multiple government agencies to report the wasted water. The backflow device sits just off of Sports Arena Boulevard. When 10News visited it last week, it was dripping steady streams of water.“It’s a problem,” says Diane Ang, who works nearby. She says there's so much leaking water, that the surrounding transient population uses the water to fills up their bottles. Containers of shampoo and soap wrappers are scattered around. Ang tells 10News that people bathe in the water. At one point, she says, people grew a garden next to the device because the ground was so saturated with water. “[They had] tomatoes and some other vegetables,” she adds.There's no property tag on the device, so Ang called the City of San Diego at least three times but couldn’t get any help. She filled out multiple requests for assistance on the City’s "Get it Done” website, but there was no resolution. She was told the backflow device might belong to the Navy. She tells us that she made several attempts to get in touch with someone at the Navy. She says she spent at least two or three years trying to get the issue fixed. “No one cares. No one cares,” she adds.10News wanted to know how much water was leaking, so we timed one of the flowing streams using a measuring bucket. What we discovered was that thousands of gallons of water may have been wasted in the last few years. We took our information to Mathnasium of Point Loma. The math tutoring company found that 21,000 gallons would have be lost in one year alone, assuming the water had been leaking at the same rate, continuously. “It’s such a huge waste,” says Ang. 10News contacted the City of San Diego. A spokesperson directed us to the Navy. A weeks ago, we reached out Naval Base Point Loma. This Tuesday, a media spokesperson for Naval Base Point Loma sent us an email which reads, “We appreciate everyone who took the time to bring this leak to our attention. Our Naval Base Point Loma Public Works team is taking action to fix the leak today. Conserving our natural resources is a high priority and is very important to all of us at Naval Base Point Loma. We encourage active participation by contacting us directly at nbpl_pao@navy.mil or use the “Get-It-Done San Diego” app for the City of San Diego.
