Delaware has made history as the first state in the nation to ban child marriage under all circumstances.Democratic Gov. John Carney signed a bill this week making it illegal for anyone under age 18 to get married, even with parental consent.Before this, minors in Delaware could get married at any age with parental consent and a judge's approval, officials said.Despite most US state laws setting the age of marital consent at 18, every other state and the District of Columbia have loopholes for minors seeking marriage licenses, experts say. DENVER – Colorado has joined a lawsuit involving 18 states, several cities and counties and the U.S. Conference of Mayors aiming to block the Trump administration from putting a citizenship question on the 2020 U.S. Census.But the state is doing so without the representation of its attorney general’s office and will have the governor’s chief legal counsel, Jacqueline Cooper Melmed, represent the state in the proceedings.Gov. John Hickenlooper’s office signed on to the first amended complaint in the lawsuit on Monday. New York Attorney General Eric Schneiderman and a host of other states originally filed the lawsuit last month in the U.S. District Court for the Southern District of New York.Hickenlooper, a Democrat, broke with Colorado Attorney General Cynthia Coffman, a Republican, in filing the suit.Coffman in early April announced that she and the attorneys general for Oklahoma and Louisiana supported the new citizenship question, saying that U.S. Secretary of Commerce Wilbur Ross was “within his authority to find that the need for accurate citizenship information outweighed the fears of a lower response rate.”But in joining the suit, the governor’s office argued otherwise.“We have a responsibility to Colorado to see that every person is counted,” Hickenlooper said in a statement. “Our action seeks to ensure the census is being used for its intended purpose under the Constitution. DEL MAR (CNS) - A 4-year-old gelding died today during training at the Del Mar Thoroughbred Club, the second horse lost during the 81st summer meet.Irreproachable suffered an unspecified injury this morning during a workout, according to Del Mar track spokesman Mac McBride. Irreproachable had raced twice, once at Santa Anita in May and once at Del Mar last month, McBride said.The other fatality involved Lovely Lilia, a 3-year-old filly that suffered a fatal injury during a morning workout on July 11, and was later euthanized.McBride said Del Mar has not lost any horses during racing for the past two summer meets.While there were no racing deaths, four training deaths were recorded last summer, while the subsequent fall meeting saw three racing deaths and two in training.McBride noted that in both 2018 and 2019, the Jockey Club's Equine Injury Database recognized Del Mar as the safest major track in the United States.``We hope to continue in that role this year,'' he said. DENVER, Colo. — It's been a long time coming for former Denver officer Daril Cinquanta, but persistence paid off.“I’ve been tracking this guy for 46 years,” Cinquanta said of fugitive Luis Archuleta.Their lives crossed paths almost 50 years ago in Denver, when Cinquanta was a rookie officer for the Denver Police Department. Cinquanta pulled Archueleta over for an ID check. When Cinquanta went to check for weapons, the two began fighting and Archuleta shot Cinquanta. Archuleta got away.“I took it personally, I won’t deny. So what better thing to do than chase him?” Cinquanta said.Eventually, Archuleta was arrested and convicted but escaped prison. Forty-six years later, Archuleta was still on the run and Cinquanta continued to chase him until earlier this summer, when Cinquanta got a tip.“On June 24, I get a phone call. This person says, ‘You know, I’ve been thinking about it, I’m going to tell you where your guy is who shot you.’ Out of the blue,” Cinquanta said.Archuleta was arrested earlier this week. This is what the Department of Justice wrote about the arrest:“Luis Archuleta, (aka Larry Pusateri), a former Colorado resident wanted by the FBI since 1977 on a charge of unlawful flight to avoid prosecution/confinement, has been apprehended and is being returned to Colorado following his arrest in Espa?ola, NM on August 5, 2020."A federal arrest warrant was issued for Archuleta in 1977 on charges stemming from his escape from a Colorado Department of Corrections facility in 1974. At the time of his escape, Archuleta was serving a prison sentence resulting from his 1973 conviction for assault of a police officer with a deadly weapon, which was prosecuted by the Denver District Attorney’s Office. This warrant remained active until 2018.On June 30, 2020, a new federal arrest warrant was re-issued for Archuleta by the U.S. District Court in Colorado for the charge of unlawful flight to avoid prosecution/confinement and his associated escape from a Colorado Department of Corrections facility.Archuleta, now 77 years old, had been residing in Espa?ola, New Mexico, for approximately four decades under the alias Ramon Montoya.FBI Denver Special Agent in Charge Michael Schneider said this arrest should send a clear signal to all violent offenders."The FBI will find you, no matter how long it takes or how far you run, and we will bring you to justice," he said.U.S. Attorney for the District of Colorado Jason R. DENVER – Funeral services for a pregnant Colorado woman and her two daughters, who were killed earlier this month and dumped at an oil and gas site will be held Saturday in Pinehurst, North Carolina.The family of 34-year-old Shanann Watts, her daughters, 4-year-old Bella Marie and 3-year-old Celeste Cathryn, and Shanann’s unborn child, which the family said was going to be called Nico, announced in the Sandhill Sentinel that funeral services would be held at 1 p.m. Saturday at the Sacred Heart Roman Catholic Church in Pinehurst.“She was out pride and joy, a true gift from God,” Shanann’s father and mother, Frank Rzucek and Sandra Onorati Rzucek, wrote in her obituary. “We were so blessed to have such a joyful and wonderful daughter whose beauty was that of a doll.”The obituary says Shanann battled Lupus during life and that Celeste’s birth was exciting because of her struggle with the disease. She and her family were originally from North Carolina.The family asks people to donate to the Lupus Foundation of America, the Frederick (Colo.)
