SAN DIEGO (KGTV) - California Governor Gavin Newsom signed a State of Emergency Proclamation Friday clearing the way for firefighters to jump on projects meant to protect communities.Newsom said we're seeing larger and more dangerous wildfires than ever before and as a state we need to change our approach."Our world is changing, the wets are getting a lot wetter, the hots hotter and the dry, drier," he said.Alpine shared in the devastation last year; the West Fire leveled neighborhoods and left dozens homeless.CalFire Director Michael Mohler said ten crews across the state will be activated under the proclamation to clear brush and conduct controlled burns. They will also work with 110 members of the National Guard.The proclamation focuses on vulnerable communities. CalFire's Priority Fuel Reduction Project List includes two communities in San Diego County, Guatay and Crest. "Some of them have gone through some kind of environmental review," Director of the Sierra Club, Katheryn Phillips said.The U.S. Forest Service plans prescribed burns a year in advance to account for the environmental processes."We already know the areas of concern and we know how the fire is going to react to those areas, so we have a lot of biologists come in, a lot of fire experts come in and determine which areas are good for burning," Public Affairs Officer for Cleveland National Forest Olivia Walker said.Under the proclamation, environmental regulations are suspended, concerning environmentalists."If it's a butterfly mating season and it's an endangered species, it's not going to be the proper time to burn," Walker said."Could an unintended consequence be a mudslide?" Phillips added.Mohler said there's nothing to worry about, saying the proclamation solely streamlines the paperwork. He said they will absolutely bring in biologists, environmental scientists and archeologists before lighting prescribed burns."The good news is the governor is engaged in this issue I think the issue of how we deal with some of the impacts of climate change; this is just the beginning of a very long conversation," Phillips said. 2128

SAN DIEGO (KGTV) -- Authorities eradicated a massive illegal marijuana grow operation discovered near a popular trail in the Rancho Pe?asquitos area.According to Drug Enforcement Administration officials, San Diego police officers were called out to an area of the Del Mar Mesa Preserve on Tuesday regarding a homeless encampment. That’s when they discovered more than 2,000 marijuana plants.The plants were 5- to 7-feet tall and were ready to be harvested. The street value of the crop is estimated to cost as much as .5 million, the DEA said.The plants were hidden below the canopy of the natural vegetation.“The way that it was set up, it was obvious people were living on that property, would lead us to believe, if we had to make a guess, it was most likely cartel-related,” DEA officials said.They called it a sophisticated operation, adding it was rare to see an illegal grow of its size growing in a city so close to homes.“In this case, we think it's more likely they found a fire hydrant or some sort of a city water source that they were able to tap into,” DEA officials said. “We couldn’t find that in this case, but we think that’s the most likely scenario.”Authorities said there was also an extreme fire danger associated with the grow. They found trash in the vicinity, as well as two propane tanks and open flame burners for cooking in an area with tall, dry vegetation.Authorities have not found anyone connected to the illegal operation. SAN DIEGO (KGTV) — County health officials say a dead Cooper's hawk found in Ramona has tested positive for West Nile Virus.The hawk is the second bird to test positive for the virus in San Diego County in 2019. Two county residents have also tested positive for the virus this year, but officials say both were bitten and contracted the virus in other counties. Across the state, 184 people have tested positive for the virus and five people have died this year.County health officials are now reminding the public to protect themselves from mosquitoes that may be carrying the potentially deadly virus.West Nile virus is mainly a bird disease but can be transmitted to humans via mosquitoes who feed off an infected animal. Symptoms include headache, fever, nausea, fatigue, skin rash or swollen glands.Locals can prevent mosquitoes from breeding by removing any water that is sitting outside of homes or by using mosquito fish to control the bugs in stagnant water sources, like pools, ponds, or fountains. Mosquito repellent that contains DEET, picaridin, oil of lemon eucalyptus, or IR3535 is also recommended. 1123

  

SAN DIEGO (KGTV) — California drivers will want to be aware of several new traffic laws, including stipulations around unattended kids in cars and moving over for emergency vehicles, that will be enforced in 2021.Assembly Bill 2717, which goes into effect on Jan. 1, 2021, will exempt a person from civil or criminal liability for trespassing or damaging a vehicle when rescuing a child 6 years old or younger who is in immediate danger from heat, cold, lack of ventilation, or another dangerous circumstance.California had already exempted good Samaritans from liability when rescuing an animal or pet in the same circumstances. Also starting Jan. 1, Assembly Bill 2285 extends penalties for not moving over or slowing down for emergency vehicles with flashing lights on freeways to local streets and roads. Emergency vehicles will also now include tow trucks and Caltrans vehicles, in addition to law enforcement and emergency vehicles.If a driver violates the "move over, slow down" law, CHP officers can issue a ticket.Assembly Bill 47, which was signed into law in 2019, will go into effect on July 1, 2021. The law makes the act of using a cell phone "in a handheld manner while driving" for a second time within 36 months of a prior conviction for the same offense punishable by a point being added to the driver's record. This applies to violations of talking or texting while driving, except when hands-free, and to any use of the devices while driving by a person under 18 years old. 1505

  

SAN DIEGO (KGTV) -- Before taking children trick-or-treating this Halloween, families are encouraged to visit The Megan's Law Website where hundreds of registered sex offenders are listed across San Diego. The search tool allows families to look up registered sex offenders in their neighborhood or other parts around the state and see them on a map."Megan’s Law also authorizes local law enforcement agencies to notify the public about sex offender registrants found to be posing a risk to public safety," the site says.The map lists markers surrounding the address used in the search.  Users can input any address and radius for a broader search. Information includes images of the sex offender, known aliases, addresses, description of the person, offenses, and a risk assessment.According to website, some of the registrants are currently in violation of their registration requirements and asks the public to contact police with information they may have about these individuals.The website was created and named after 7-year-old Megan Kanka, of New Jersey, who was brutally raped and killed in 1994 by her neighbor, Jesse Timmendequas.  Timmendequas had been convicted for sexually assaulting young girls.  After serving less than a year in a correctional facility, he  moved into a home across the street from the family without their knowledge. "In the wake of that tragedy, the Kankas sought to have local communities warned about sex offenders in the area. All states in the U.S. now have some form of Megan's Law," the website says.The website indicates that some of the registrants are currently in violation of their registration requirements.
