BEIJING, March 20 (Xinhua) -- Chinese President Hu Jintao on Friday called for the country's law-enforcement personnel to learn the selfless dedication to the people from Tan Dong, a policeman in Sichuan Province.     Tan, 45, was a traffic policeman in Dayi County of Chengdu, capital city of Sichuan. He died of myocarditis on Jan. 5 because of long-time hard work at his position.     On Dec. 29 last year, in order to save a person having fallen into a trench in a car accident, Tan jumped into the cold water and got a serious cold. Being seriously sick afterwards, Tan insisted on working, until the last minute of his life.     After his death, Tan was honored as a first-class model by the Ministry of Public Security and Ministry of Human Resources and Social Security.     On Friday, some of Tan's relatives and colleagues were invited to give a report on his heroic deeds in the Great Hall of the People in Beijing. The audience were deeply moved by the report and gave applauses to show their respect for the hero.     More than 800 police and citizen representatives listened to the report.     Zhou Yongkang, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, met with Tan's families and colleagues before the report.     "He is an ordinary, but great person. He is the model for the police, and also a good example for China's grassroots officials," Zhou said.     In Tan Dong's diary, he wrote: one cannot be a public servant if he has no intention of dedication.     "He did what he said," Zhou said.

BEIJING, March 30 (Xinhua) -- Aluminum Corporation of China Ltd. (Chalco), reported a 99.9 percent plunge in full-year net profit to 9.2 million yuan (1.35 million U.S. dollars) in 2008, due to product price fluctuations on the international market, the company's annual report revealed Monday.     "The company suffered major losses from the snowstorm at the beginning of last year, and the earthquake disaster," said the statement.     The shock from the financial crisis, rises in raw material prices and consecutive plunges of finished product prices had posted "unprecedented difficulties and challenges" for the company, said the statement.     Chalco's business turnover reached 76.73 billion yuan, down 9.94 percent from last year, largely because of a decline in product prices, said a statement submitted to the Shanghai Stock Exchange.     The price of alumina, a major type of aluminum product, which at one point reached 4,500 yuan per tonne in the domestic market in 2008, dropped to 1,900 yuan per tonne as demand shrank drastically because of the financial crisis, said the statement.     Board chairman Luo Jianchuan said the company should actively cope with the problem, which would persist in 2009. Measures should be taken to cut cost, control investment, and maintain stable production.     Though estimated to suffer losses in the first quarter this year, Chalco was confident it would "get over the difficulties and have a bright prospect," said Luo.     Share prices of Chalco on Shanghai Stock Exchange plunged more than 4 percent to 10.46 yuan Monday morning.     Aluminum Corporation of China (Chinalco), Chalco's parent company, had obtained support from four Chinese banks, including the Bank of China (BOC), to finance its bid for the world's third largest miner Rio Tinto.     They have signed agreements to provide 21 billion U.S. dollars worth of syndicated loans to support the bid.

BEIJING, April 16 (Xinhua) -- Chinese President Hu Jintao and his Kazakh counterpart Nursultan Nazarbayev held talks in Beijing Thursday afternoon.     The heads of states agreed to deepen bilateral cooperation in all fields and join hands to tackle the challenge of international financial crisis. After the talks, Hu and Nazarbayev signed a joint declaration and witnessed the signing of 10 agreements on cooperation in the fields of transport, education, agriculture and telecommunications. Chinese President Hu Jintao(R) shakes hands with Kazakhstan's President Nursultan Nazarbayev in Beijing, China, April 16, 2009.    President Hu said the strategic partnership between China and Kazakhstan had maintained a fast growth in recent years. The two countries have maintained frequent high-level contacts, political mutual trust, expansion of practical cooperation and good collaboration within the multilateral frameworks. Chinese President Hu Jintao(L) and Kazakhstan's President Nursultan Nazarbayev review honor guards at the welcoming ceremony in honor of Kazakhstan's President in Beijing, China, April 16, 2009. Hu expressed gratitude to Kazakhstan for supporting China on such major issues as Taiwan, Tibet and the holding of Beijing Olympics and Paralympics.     Nazarbayev said Kazakhstan values the development of friendly and cooperative relations with China. He said China has raised its status in the international community by successfully holding the Olympic Games and launching the Shenzhou-7 spacecraft.     He said the effective measures taken by the Chinese government to cope with the global financial crisis have benefited not only the Chinese economy, but also the world economic growth.     Hu said the Chinese government always gives priority to developing the strategic partnership with Kazakhstan. Hu suggested that the two countries should work on four areas.     Firstly, Hu said the two countries should continue to enhance high-level contact, improve cooperative mechanism and deepen political links. The leaders of the two countries should maintain close contact. The governments of the two countries should give full play to the role of China-Kazakhstan Cooperation Committee to increase communication and coordination. The parliaments and political parties of the two countries should carry out exchanges in various forms on the experience of governing their respective countries.     Secondly, the two countries should utilize the complementarity of their economies to deepen cooperation in such fields as economy, trade, energy, resources and finance to achieve common development. The two sides should further optimize trade structure, expand the scale of bilateral trade, work together to build major energy and resources projects and non-resources projects, and accelerate infrastructure construction at border areas.     Thirdly, the two countries should promote cultural exchanges and cooperation. China is ready to deepen cooperation with Kazakhstan in culture, education, health, tourism and sports. He said the two countries should encourage non-governmental organizations, media and youth organizations to expand contact and enhance friendship.     Fourthly, the two countries should deepen security cooperation and join hands to tackle various challenges. He said China will continue to strengthen coordination and cooperation with Kazakhstan within such multilateral frameworks as the United Nations, Shanghai Cooperation Organization and Conference on Interaction and Confidence-Building Measures in Asia. He said the two countries should join effort to strike trans-border organized crimes and the evil forces of separatism, terrorism and extremism so as to safeguard peace, stability and security of the two countries and the whole region.     Nazarbayev fully agreed with Hu's suggestion, saying under the current situation, Kazakhstan is ready to strengthen its strategic partnership with China. He expressed the willingness to expand bilateral cooperation in trade, energy, transport, agriculture, finance and telecommunications.     He said the two countries should continue to step up cooperation in multilateral arena, especially within the frameworks of the United Nations, Shanghai Cooperation Organization and Conference on Interaction and Confidence-Building Measures in Asia.     He said the two countries will work together to fight against the three evil forces of separatism, terrorism and extremism to maintain peace and stability in the region and the world over.     Nazarbayev reiterated that Kazakhstan supports China's stance on the issues of Taiwan and Tibet. It supports China to safeguard sovereignty and territorial integrity.     Before the talks, President Hu hold a welcome ceremony for President Nazarbayev at the Great Hall of the People.

BEIJING, March 3 (Xinhua) -- The Chinese antique collector who bid at a Christie's auction for two looted bronze animal heads, Tuesday told why he has refused to pay his winning bid.     The two looted pieces were not allowed to enter China according to a regulation issued a day after the auction by China's cultural relics administration, and as a result, the payment should not be made, Cai Mingchao said in a statement released by the National Treasure Funds of China (NTFC).     China has repeatedly demanded the return of the sculptures -- heads of a rat and a rabbit -- looted when the Old Summer Palace (Yuanmingyuan) was burned down by Anglo-French allied forces during the Second Opium War in 1860.     "The auction negated the history that the cultural relics were looted, defied the ethics of international society, and breached the rules of commercial auctions," Cai said in the statement, which was e-mailed to Xinhua.     Cai said that the sculptures would disappear forever and auctioning looted antiques could become a commercial practice had he not been the final bidder at the auction in Paris on Feb. 25.     "I got the chance and I was capable of buying the bronzes at the time of the auction. As a Chinese collector and art advisor, I'm willing to rescue looted artworks," Cai, NTFC's collection advisor, emphasized.     Cai won the auction by bidding 31.49 million euros (39.63 million U.S. dollars) by telephone, but he told a press conference Monday that no payment would be made.     So far, five of the 12 bronze animal heads have been returned, while the whereabouts of five others are unknown.     An online survey conducted by sina.com.cn showed more than 70 percent of the netizens support Cai's patriotic action for he had safeguarded China's interests. However, others said China's reputation would be affected and Christie's is still able to hold new auctions.     An attempt to contact Cai failed and employees of his company in Xiamen, Fujian Province, said they had lost contact with their boss since Monday.     The company was established in 2003 with a registered capital of 1.16 million yuan (nearly 170,000 U.S. dollars) and more than 10 employees. Cai owns 95 percent of the company's shares.     Chinese Foreign Ministry spokesman Qin Gang reiterated on Tuesday that the looted sculptures were originally owned by China and China opposed any auction of these cultural relics and demanded their return. Qin said he learned the bidder was Chinese on Monday after the news conference.     Christie's has not made any official comment over the issue so far.     NTFC was established in 2002 under the administration of China Foundation for the Development of Social Culture registered under the name of the Ministry of Culture for the purpose of repatriating looted Chinese artifacts.

BEIJING, Feb. 11 (Xinhua) -- China's State Council, or Cabinet, adopted a stimulus plan Wednesday for the shipbuilding industry at an executive meeting chaired by Premier Wen Jiabao.     The meeting said shipbuilding is a modern, comprehensive industry that provides technical equipment for transportation, maritime development and national defense. Supporting shipbuilders would also help other sectors, including steel, chemicals, textiles, light industry, equipment manufacturing and information technology, it said. New orders for domestic shipbuilders are expected to fall to 20-30 million deadweight tons in 2009, compared to 58.18 million deadweight tons in 2008, according to the China Association of National Shipbuilding Industry    The meeting agreed to increase credit support by an unspecified amount for ship buyers. It also decided to extend the existing financial support policies for oceangoing vessels until 2012. These policies include tax rebates on key imported components for domestically owned oceangoing ships.     It said construction of new docks and the expansion of slipways should be suspended for three years to facilitate industrial restructuring.     It also recommended investment in research and development of facilities to build high-technology ships and maritime engineering equipment and promote technical innovation.     The meeting also approved a draft plan for fighting drought.
