The report, conducted by Bankrate.com, puts California in the 43rd overall position on the list of best and worst states to retire. To create the list, the site looked at a number of factors important to retirees, including the cost of living and the weather. California also ranked 34th for crime and 17th for culture. SAN DIEGO (KGTV) - Court services are being drastically reduced due to the Covid-19 pandemic, which affects both civil and criminal proceedings. The closure will last until April 3rd.“My fear is that we’re going to have situations where individuals are going to stay in custody longer than what the law permits,” said David P. Shapiro, a criminal defense attorney. “What happens to the individuals who are in custody who have a future court date?”By law, you should have your first court appearance within 48 hours after your arrest. That excludes weekends and holidays, according to a spokesperson with the District Attorney’s Office.“We are in constant meetings with the court and the Public Defender and the Sheriff, our law enforcement partners,” said District Attorney Summer Stephan.Stephan said they have dealt with closures, such as during our past major wildfires. They are working on a system to review criminal cases to see who is suitable for community release.“This is an evolving process, but what we’re trying to do is to maintain due process in the time of crisis,” Stephan said.A Sheriff’s Department spokesperson told 10News they are “working with the District Attorney’s Office and evaluating the impact” the court closures might have.“I was personally hoping they would have an emergency department available through all this just for arraignments, just for in-custody arraignments. Then we can at least address individuals who have been arrested,” Shapiro said.The court will still be available for restraining orders, emergency conservatorship, and search warrants. He's worried hospitals could be overwhelmed if we don't stop the rapid spread of the virus."This rapid rate of rise could be even higher if we don't act soon," Dr. Erica Pan, state epidemiologist and deputy director of the California Department of Public Health Center for Infectious Diseases, said.Pan added that we could have a higher spike than we saw over the summer.Many are taking their words to heart and stocked up to stay home. San Diegans saw empty shelves and product limits this week across the county, but officials urge consumers not to worry."We didn't put limits on early enough. There's plenty of product in the supply chain and we just thought it would be better to be proactive because when people only buy what they need there's plenty of supply in the supply chain," said. Kroger CEO Rodney McMullen, asking customers to only buy what they need.When it comes to another lockdown, Director of the National Institute of Health Dr. Anthony Fauci says it's unnecessary. "Public health measures, not lockdown of the country, but public health measures that are simple and easy to understand. The universal wearing of masks. The physical distancing. The avoiding congregating and crowded places. Outdoors is better than indoors, washing hands. It sounds simple in the context of this ominous outbreak but it can turn it around and that's what we need to do," Fauci said.Dr. Ghaly said that doesn't mean more restrictions are off the table. "If additional changes to the purple tier are required we will be working with our local partners to determine what's there ... SAN DIEGO (KGTV) - City leaders announced a new overnight parking lot on Tuesday for people living in their vehicles.It comes a day before the city committee on Safety and Livable Neighborhoods will vote on a new ordinance that would create restrictions on vehicle habitation.Living in a vehicle has been legal since a federal judge filed an injunction against the city’s law last August, saying it was too vague.The new ordinance would restrict living in vehicles within 500 feet of a school or residence at all hours of the day. It would also make it illegal to live in a vehicle from 6 pm to 6 am anywhere in the city, except in the approved lots. “The city cannot solve the problem, so their tactic is, “let’s hide it,’“ said Caesar, a man who lives in his van and wished to withhold his last name because he is currently looking for a job.He said he used to have a stable living situation but fell on hard times after paying for his two kids college tuition. Then he lost his job. “They offered to help me, but I said ‘no,’ I don’t want to be a boulder in your life.”Caesar said, he may end up using the new city parking lot in Mission Valley, but he worries that if the new ordinance passes, he still may be ticketed by police.“The tactic is, let’s load them with citations,” speculated Caesar. 1308

  

SAN DIEGO (KGTV) -- Back to school looked different for everyone according to Misty Jones, who helped run Career Online High School, a free program put on by the San Diego Public Library."It's geared towards people who have disengaged from the educational system for some type of reason and did not graduate."The program allowed them to finish where they left off through online courses."They get their high school diploma and career certificate by the end of it," Jones described.The program was around for 5 years and had gained popularity in the Spring."People are at home and they have more time. It's difficult to go to school and try to work at the same time," Jones said.They typically saw 50 students a year but since March the number doubled."I know a lot of people are out of of jobs and they're thinking of their future, 'what can I do to ensure success moving forward'."Genevieve Redondo is a mother of two and dropped out of high school her senior year. "I have ADHD and dyslexia. Being in school was difficult because of the attention, I couldn't focus all that well," Redondo described.She received her diploma through COHS then went on to nursing school and eventually got her master's degree."The opportunity they gave me to graduate, ever since then everything has change, my entire life has changed and it's been incredible."Jones said the average age was 28 to 35, but that was just the average."We have people in their 60's that are going back and getting their high school diploma and that shows its never too late to get your education."They even held graduation ceremonies like any other high school did."I cry at every graduation," said Jones. "It's really fulfilling to help people be their best self and help them achieve goals they never thought they'd achieve." 1798
