SAN DIEGO (KGTV) — UC San Diego says it plans to begin repopulating its campus this summer, with about 30% of courses being held in person this fall.The campus says in-person classes will be limited to less than 50 students per class or 50% classroom capacity, whichever is lower. Any classes with more than 50 students enrolled will be offered remotely.Some classes will also be held in a hybrid format. The fall quarter is set to begin on Sept. 28, with student arrivals to campus being staggered to protect the capacity for testing."We aim to mitigate risk in a way that will allow UC San Diego to provide an environment for learning and offer a university experience that our students expect," said Chancellor Pradeep Khosla. Students will also be tested for COVID-19 monthly and when moving in on campus.UCSD plans to offer regular coronavirus testing to students, faculty, and staff, with higher frequency in testing for those who are at higher risk for infection. The campus says there will be no cost for asymptomatic or symptomatic testing for students, faculty, and staff when done at a UC San Diego Health location or through Student Health Services.“Our adaptive model considers the most current science on transmission and infection risk and will drive our determinations on the testing frequency of our various campus populations,” said project lead Natasha Martin, associate professor of medicine at UC San Diego School of Medicine. “We wanted a simple, easy testing process which can be delivered at scale in the fall to ensure widespread testing for early outbreak detection.“Our simulations indicate that if more than 75 percent of the population were tested per month, we would be able to detect an outbreak before there are 10 detectable infections on campus,” she said.Students aren't thrilled at the impact the coronavirus is having on their college experience."You can't really make new friends and meet new people and do many projects strictly online," Dylan Nelson said. He will be an incoming Junior at UC San Diego. This summer his internship in New York was also put on hold due to the pandemic, but he's finding the silver lining."Fortunately all [my classes are] computer based classes, so a lot of that was going to be online anyway so it's not too hard to adapt," adding, "as a Junior I think it's tough but not the worst, I feel bad for all the Seniors going in right now because you're missing out on potentially really big classes."ABC 10News asked if he would feel comfortable returning to class wearing a face covering, "for me personally no, I think for other people in certain classes they might want the more in person aspect."Nelson is hopeful for the future, saying this to his fellow Tritons, "hang in there and stay safe or this may be even longer than we want it to be." 3079

SAN DIEGO (KGTV) -- U.S Customs and Border Protection apprehended two suspects wanted in connection to both an attempted homicide and a homicide Wednesday afternoon. According to CBP, the incident began Wednesday around 3:30 p.m. at the Otay Mesa Port of Entry after a 35-year-old U.S. citizen entered the crossing with two other U.S. citizen passengers, a 37-year-old man and a 20-year-old woman. The vehicle was escorted to a secure location for processing after officers were alerted that one of the travelers was wanted. After investigating the situation, officers learned that the driver, Monica Cecilia Jimenez was wanted for attempted murder and Omar Alapizco was wanted for homicide by the Oceanside Police Department for the same crime. U.S. Marshals and the Oceanside Police Department responded and took custody of both Jimenez and Alapizco. 861

SAN DIEGO (KGTV) — While many houses of worship have moved outdoors in compliance with the latest purple tier restrictions, others say this infringes on their religious rights.Many churches have chosen to keep their doors open for indoor worship, and a San Diego attorney is helping some fight this in court.“The restrictions on houses of worship are arbitrary,” said Paul Jonna, an attorney with law firm LiMandri & Jonna LLP. “No matter what size the church is, they’re closed indoors.”Jonna represents religious leaders and churches in three separate legal battles happening in Los Angeles, Kern, and San Diego counties.“You can’t treat a church like a hair salon,” he said. “Churches are entitled to heightened protection; if you’re going to restrict the fundamental right to exercise religion, which is protected under the first amendment, you need a really, really good reason.”He believes religious services are essential, and shutdown orders on churches are not constitutional.“It’s affecting people’s mental health, it’s affecting their spiritual health, for people of faith there’s nothing more important than going to church and worshiping God,” he said.The local church represented by Jonna is South Bay Pentecostal Church. They initially took their fight to keep churches open all the way to the U.S. Supreme Court a few months ago but lost in a 5 to 4 decision.The battle isn’t over just yet; Jonna submitted a petition to the U.S. Supreme Court on Thursday calling for an emergency review of South Bay Pentecostal Church’s case.“We are quite confident that in the very near future, we’ll get a good ruling from the Supreme Court,” he said. “We also think the dynamic has changed now with Justice Barrett being confirmed to the Supreme Court.”Doctors, state and county health officials have repeatedly said indoor gatherings are dangerous during this pandemic, as COVID-19 could spread easily inside.According to San Diego Health and Human Services Agency data, in the first two weeks of November, 7,661 positive COVID-19 cases were reported.Of those cases, 4,917 people were interviewed, and 168 cases were possibly contracted at places of worship.Jonna said his client, Bishop Arthur Hodges, the senior pastor of South Bay Pentecostal Church, is doing all he can to make sure worshippers are safe in his church.“He goes above and beyond the CDC guidelines,” said Jonna. “He requires people to get temperature checks; he’s complying with the masks, social distancing, everything, ventilation systems.”Bishop Hodges tells ABC 10News that since reopening, he has seen zero COVID-19 cases due to being in his church. 2640

SAN DIEGO (KGTV) - Two fires sparked Saturday afternoon in East County, in addition to a thunderstorm in Pine Valley, created dicey conditions for firefighters.Cal Fire Captain Thomas Shoots said the humidity made a huge difference, "the monsoonal moisture the stickiness has been good because it's helped keep our fires small," slowing the spread of flames.The Bratton Fire sparked in Lawson Valley around 1:30 p.m. and scorched 4 acres. Then around 2:10 p.m., the Sloane Fire started burning in Dehesa, blackening 18 acres.Both were knocked down quickly."We hope that people don't get complacent that we've hit these fires very aggressively and it's worked out," Shoots said.He said if we didn't have the humidity we would be in trouble, "there's a lot of fuel that comes with a good winter so that grass crop is all cured out and ready to burn."Shoots said they were keeping their eye on the thunderstorm in Pine Valley.The National Weather Service reported a severe thunderstorm warning with quarter-sized hail and gusts up to 60 miles per hour."We knew it wasn't going to be to the extent that the north saw when the storms rolled through but it was still definitely a potential concern," Shoots said.Looking forward, Shoots says we need to be very careful, "San Diego and a good chunk of California is sitting at a higher potential for wildfire activity in October-November."He advises creating defensible space around your home not only to protect your home but protect your family if you can't escape in time.Shoots said he hopes firefighters are able to get a handle on the fires in Northern California and stay safe.He said 96% of all Cal Fire engines are working, which shows how extreme this fire season is.More than half of Cal Fire San Diego's resources have been sent up north to help, including 32 engines. SAN DIEGO (KGTV) -- With the drop of a banner, the Rock Church replaced the old sign of the Body Shop Strip Club purchased by the church.The church says they’re unsure what they’ll do with the building, but Thursday, they made it clear it’s no longer a strip club.It was quite the presentation, dozens of people, a stage and a sound system. The announcement the church made yesterday officially unveiled Thursday.RELATED: Rock Church buys former strip club in Midway DistrictWith Pastor Miles McPherson leading the charge, a Rock Church banner draped over the sign of the former strip club. “I’m very excited for what this won’t be, and how we can help the girls moving forward,” McPherson said. The church and several investors brought the club and its license for .2 million.Councilmember Lorie Zapf said the move is the beginning of a new future for the Midway with a vision of parks, families and a new welcoming look. “Midway is no longer going to be the red light district of yesteryear.”The problem with the plan, however, is the building sits just feet away from another strip club. “They started harassing me in April, I was called about 15 times by their broker,” said Kathleen Morgan, who owns Les Girls Theater.“It’s easy to stigmatize this type of business. But we don’t even have male bouncers, we don’t even serve alcohol, we’re old school burlesque,” Morgan said.On stage Thursday, was a pledge to take over Morgan’s place. “I’m hoping that they can acquire the property next door. Once the Midway plan is approved, they’ll be able to plan for the future of what’s allowed here by the zoning,” Zapf said.Morgan says investors are trying to driver her out. The church says they aren’t involved in that. “That’s something that will have to take its own course, we’re not necessarily pushing that,” said McPherson.Morgan also says the business has been vandalized recently, adding if she sells, it won’t be to the church. “In 50 years we’ve never had this type of vandalism, we’ve never had these types of issues.
