SAN DIEGO (KGTV) -- San Diego is among 25 counties throughout the nation at risk for a measles outbreak, according to a new report. According to the University of Texas, a paper published in the Lancet Infectious Diseases warns that the epidemic will worsen. The analysis considered a county’s volume of international travel from foreign countries as well as non-medical exemptions for children. Our results show how travel from regions elsewhere compounds this risk,” said the study’s lead author, Sahotra Sarkar.Sarkar’s team accurately predicted major outbreaks in areas of Washington, Oregon and New York. Cook County, Illinois, Los Angeles County, Miami-Dade County and Queens County, New York are among the most at-risk areas for an outbreak in the US, the report says. SAN DIEGO (KGTV) — Restaurant workers across San Diego County returned to work Friday, after a Superior Court judge ruled restaurants could serve on-site.Martin Cardenas was right back on the job Friday morning, prepping Chula Vista's El Cruce 241 for what he hoped was a sizable lunch crowd.“You have to understand, it is around the holidays, we're social distancing, we're sanitizing everything, we're doing everything in our capacity to stay safe,” he said.But the governor's office says those precautions are still not enough, with ICU capacity at 0% in Southern California due to the coronavirus spread.In early December, the state reduced county restaurants to takeout only, eliminating thousands of jobs. The state reported Friday that nearly 110,000 San Diegans worked in restaurants in November before the latest shutdown order took effect.But this week, a San Diego Superior Court judge gave restaurants the green light to serve on-site.El Cruce 241 is still outdoor only, but other restaurants are now serving inside, which had been disallowed even before this latest shutdown.Little Italy's Nolita Hall will reopen for dinner Friday, outdoors and inside with its Plexiglas-separated tables.“Just being back to a full indoor/outdoor dining allows us to get to our full schedule that we had prior to the shutdown, which obviously is going to help everybody pay their bills and have some type of Merry Christmas,” said Dean Trombino, the restaurant’s prep lead.But the opportunity to stay open could be short-lived, with the state already appealing the ruling.“It could happen and hopefully it won't because it's very mentally draining when you have to consider not working again and where your next paycheck is coming from,” Trombino said.For now, however, the doors are open and the tables are waiting. 1821

SAN DIEGO (KGTV) - San Diego could become the first local police department to provide a low-cost, late-night daycare facility for officers' kids. The San Diego Police Officers Association (SDPOA) has a new plan to help struggling offers who are trying to make it in San Diego.Kelly Stinnette has two full-time jobs. She's a mother to her toddler, Landon, and she’s a detective with San Diego Police Department's Sex Crimes Unit. At times, she can be on-call for 24-hour periods.“It's a lot of anxiety and stress because you're thinking [that when] somebody's called the police [it] could be the worst day of their life and I need to be there 100% for them but still taking care of my son,” she tells 10News.To complicate matters, her husband is an SDPD SWAT officer.“With his team, they basically need to be able to respond at anytime, anywhere in the City of San Diego,” says Det. Stinnette.Parenting gets difficult when both she and her husband have to rush to work but need someone to watch Landon. “We basically have to have friends or family on backup,” she adds.“There's obviously an overwhelming need,” says Det. Jack Schaeffer with the San Diego Police Officers Association. He’s referring to the need for a special daycare for officers’ kids. He’s now working to make it a reality.“Our goal is to basically cut the cost in half or better for our members while staying open for 20 hours a day,” he tells 10News.According to a report from childcareaware.org, the cost of infant care in California averages more than ,000 a year.Det. Schaeffer adds, “Some of our members are spending around ,000 a month to have their kids watched if they have two or three kids.”The idea is that a low-cost daycare for officers’ kids would attract more applicants in a department that's faced a shortage of officers.“It not only does good things for recruiting, but for our mental wellness,” says Det. Stinnette.Det. Schaeffer's team is building the program from scratch. Initially, it'll only be available to San Diego police officers who are members of the SDPOA. “This is going to be the first big city that I know of that'll have something like this,” adds Det. Schaeffer.A location for the daycare has not been finalized. If all goes as planned, the daycare could be open within a year.The SDPOA already received a generous grant from San Diego’s Cushman Foundation. SAN DIEGO (KGTV) — San Diego FBI agents are asking the public for help find a suspect who robbed a bank in the College Area Wednesday.The man, described as a black man in his late 30s to early 40s and standing about 6-feet tall, entered a Union Bank branch in the 6000 block of El Cajon Blvd. at about 11 a.m. Investigators say the man handed a teller a demand note and received an undisclosed amount of cash. SAN DIEGO (KGTV) - Rocks or BB pellets have hit more than a dozen taxis as they traveled near the San Diego International Airport over the past week, cab drivers told 10News.The attacks along Harbor Drive have left cracks in their windshields and dents in the vehicles’ sides, cabbies said.“It's life threatening and we are just shocked what's going on,” said cabbie Ahmad Saddat-Nejad.Saddat-Nejad, who has been driving for almost 30 years, said he has never had anything like these attacks happen.“My car was not even in motion. Suddenly, I hear ‘boom’. Somebody threw a rock,” he said, reporting an incident on Harbor Drive at Laurel Street.“It happened to five cars yesterday again,” said Alex Tegegne of the San Diego Taxi Association.Tegegne said the attacks occur every night after dark, from North Harbor Drive down the Embarcadero.“We start to say do we need a helmet, or what should we do now? Should we avoid going on Harbor? What can we do,” Tegegne told 10News.In all, 17 cabs have been targeted.“It is totally very scary, and the customers don't feel comfortable about it,” said Tegegne.Cab drivers say they can’t afford to lose those customers. The success of Uber and Lyft have taken a toll on the taxi industry.“We don't know if this thing is taking business from us. We are already on life support to begin with, but this will be another threat to our customers and also ourselves," Tegegne said.The threat could be enough to put drivers out of work.“He could have killed me and I’m scared of driving now. This is my living and how I’m supporting my family,” said Ezzaddin Fato.San Diego Harbor Police confirm the arrest of one suspect Saturday, but said another attack has happened since then.
