A hardship that some are finding difficult to overcome."Economically, it's been devastating to us. We opened up our gym three years ago and sort of like a little miracle. We took over an existing gym that was probably not fitting the community. We came in there with our life savings, we opened up this beautiful gym and we were becoming very successful," said John Pena, the owner of GYM NYC in New York City.Pena says their business was shut down for nearly six months. Now, he's finally excited to reopen. Pena applied for and received money from the Paycheck Protection Program but it only did so much. "There is no income coming in from the business, obviously. The extra 0 on the unemployment has really been a big help but that’s going away. I’ve been able to pay my bills and that's it," said Pena. Pena and other gym owners in New York are hoping for more government help for small businesses to help them get back on their feet."In general, I think there is a set of overhead expenses that I’m sure owners in any industry would tell you play a huge factor. While that represented 39% less travelers than last year, it represented the most travelers the agency had screened since the start of the pandemic.With another surge in travel expected for Christmas and New Year's, the TSA has offered some helpful tips when it comes to packing luggage for the holiday season.Packing giftsDo not pre-wrap gifts: Gifts need to be screened like any other piece of luggage, meaning gifts need to be unwrapped if they need to be inspected. The TSA suggests wrapping once you reach your destination, or wrapping in a gift bag.Be sure to pack gifts that contain large amounts liquid, like perfumes, gel candles or snow globes, in a checked bag. TSA allows containers with 3.4 ounces of liquid or less for carry-ons.Snowboards, snowshoes and ice skates can be carried on, but be sure to check with airlines about a plane's overhead bin space. Skis and ski poles will need to be checked.Packing foodHomemade baked goods and other treats can be carried on, but any sort of jams, jellies or syrups are liquids and should be checked if they're in a container larger than 3.4 ounces. White House adviser Stephen Miller is pushing to expedite a policy that could penalize legal immigrants whose families receive public benefits and make it more difficult to get citizenship, three sources familiar with the matter tell CNN.The White House has been reviewing the proposal since March at the Office of Management and Budget, which is the last stop for regulations before they are final. But concerns over potential lawsuits have delayed the final rule, and the draft has undergone numerous revisions, multiple sources say.The crux of the proposal would penalize legal immigrants if they or their family members have used government benefits -- defined widely in previous drafts of the policy.The law has long allowed authorities to reject immigrants if they are likely to become a "public charge" -- or dependent on government. But the draft rule in its recent forms would include programs as expansive as health care subsidies under the Affordable Care Act, as well as some forms of Medicaid, the Children's Health Insurance Program, food stamps and the Earned Income Tax Credit.The rule would not explicitly prohibit immigrants or their families from accepting benefits. Rather, it authorizes the officers who evaluate their applications for things like green cards and residency visas to count the use of these programs against applicants and gives them authority to deny visas on these grounds -- even if the program was used by a family member.Two non-administration sources close to US Citizenship and Immigration Services, which would publish and enforce the proposal, say that Miller has been unhappy by the delay and has pushed the agency to finish it quickly. The sources say Miller even instructed the agency to prioritize finalizing the rule over other efforts a few weeks ago.Miller is an immigration hardliner within the administration, a veteran of Attorney General Jeff Sessions' Senate office who has been at President Donald Trump's side since the early stages of his presidential campaign.But two other administration sources downplayed the idea of any instructions to defer other policies until it's done, though they acknowledged Miller is keenly interested in the rule.The White House and Department of Homeland Security did not respond to a request for comment.Earlier this year, DHS spokesman Tyler Houlton said the administration is concerned about taxpayer dollars."The administration is committed to enforcing existing immigration law, which is clearly intended to protect the American taxpayer," Houlton said. While officials in Puerto Rico placed the official death toll from last year's Hurricane Maria at 64, researchers from Harvard believe the death toll was actually in the thousands. According to Harvard's study, there were an estimated 4,645 deaths directly or indirectly tied to the hurricane, which struck the island in September. Harvard estimated a mortality rate of 14.3 deaths per 1.000 people from September 20 through December 31, 2017 in Puerto Rico. Harvard said in its study that it believes its estimate is rather conservative due to a "survivor bias."Harvard conducted the study by performing a random survey of 3,299 households in Puerto Rico. "In our survey, interruption of medical care was the primary cause of sustained high mortality rates in the months after the hurricane, a finding consistent with the widely reported disruption of health systems," the study says. "Growing numbers of persons have chronic diseases and use sophisticated pharmaceutical and mechanical support that is dependent on electricity. Chronically ill patients are particularly vulnerable to disruptions in basic utilities, which highlights the need for these patients, their communities, and their providers to have contingency plans during and after disasters."Part of why there the death toll might have been underreported is due to how hurricane-related deaths are counted. In order to have a death counted as storm related, bodies had looked at by a medical examiner, which required a body to be transported to San Juan, or the medical examiner to travel to remote locations. With a lack of electricity and blocked roads, some bodies were likely buried before the government could count fatalities. Maria is considered the third-costliest hurricane in US history.  1816
