The strain of E. coli causing the current outbreak in romaine lettuce has been found in a reservoir on a farm in Santa Barbara County, California, the US Food and Drug Administration and Centers for Disease Control and Prevention announced Thursday.The agencies are continuing to investigate other possible sources, and the CDC still advises consumers not to eat romaine lettuce grown in California's Monterey, San Benito and Santa Barbara counties until investigations are complete."We cannot say how many cases are linked to this specific farm at this time," Ian Williams, chief of the CDC's outbreak response and prevention branch, said at a press briefing. "We have to do additional work at this farm and other farms that are being identified from our investigation."Properly labeled romaine grown outside those three counties and harvested after November 23, as well as romaine grown in greenhouses or hydroponically, should all be safe from contamination, the CDC said. The earlier warning against eating romaine from California's San Luis Obispo, Santa Cruz and Ventura counties has been lifted.The agency stressed that consumers should continue to avoid any romaine lettuce not labeled with the harvest date and location.The CDC has identified another seven illnesses since its update December 6, bringing the total people infected with E. coli to 59 across 15 states and Washington, D.C. The last reported illness was November 16. There have been 23 hospitalizations and two cases of hemolytic uremic syndrome, a type of kidney failure. No deaths have been reported.While calling it "premature" to call the outbreak over, Williams said it was a good sign that the most recently identified cases were in the same time period as the main outbreak."We're hopeful that it's moving in the right direction," Williams said. "It's still too early to tell."The first cases in this outbreak were identified in October. States with cases include California, Connecticut, Florida, Illinois, Louisiana, Massachusetts, Maryland, Michigan, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island and Wisconsin. 2141

It applies to all states.“Montanans never gave up this fight and as a result, we are ensuring stability through and beyond the election by immediately restoring the mail services folks rely on, whether it’s receiving vital medication or ensuring they can pay their bills on time,” Bullock said in a statement.A spokesperson for the U.S. Postal Service did not immediately respond to an email seeking comment.Many more voters are expected to vote by mail this November to limit the spread of the COVID-19 pandemic. The majority of Montana counties are holding elections by mail, after a directive by Bullock permitted them to do so to limit the spread of the coronavirus. Bullock is running for a seat in the U.S. Senate.The agreement comes after a federal judge temporarily blocked the controversial Postal Service changes on Sept. 17, calling the changes “a politically motivated attack on the efficiency of the Postal Service” before the November election.Judge Stanley Bastian in Yakima, Washington, issued the nationwide preliminary injunction sought by 14 states that brought forward a separate suit against the Trump administration and the U.S. Postal Service. The United States could see an increase in immigrants coming to the country after Hurricanes Irma and Harvey, according to new research from the University of Michigan.According to the study, there are multiple reasons this happens, including migrants might find it easier to flee destruction in their own country.Another reason, according to U-M economists Dean Yang and Parag Mahajan, is they are able to secure green cards or legal permanent residency through their families already established in the country."When there's a bigger stock of previous migrants to the U.S., when someone in their home country is more likely to have a connection to some sort of migrant in the U.S., then the effect of hurricanes on migration is larger," Yang said.The researchers first studied the severity of a hurricane in a given country, using data from meteorological reports to estimate actual damage.Yang and Mahajan then analyzed restricted U.S. Census data from 159 counties over 25 years to see if America saw a rise in immigration following large storms in other countries.The largest effect came from Central America and the Caribbean."These regions get hit a lot by hurricanes that cause severe damage, and there are a lot of Central American and Caribbean immigrants in the U.S., so if you're looking for someone to sponsor you, you actually have that opportunity," Mahajan said.One example of that is Hurricane Cesar hitting Nicaragua in 1996. It caused food shortages, .5 million in damage, left 100,000 people homeless and killed 42. Yang and Mahajan found that in 1996 and 1997, there was a 50 percent increase in legal permanent residencies for Nicaraguans than in 1995."Much of this increase came from immediate relatives of U.S. citizens - parents, spouses and children," Mahajan added. "Repeated, similar responses like this in the data helped us conclude that networks of U.S. citizens from sending countries provide opportunities for family members to escape severe weather events." 2007
