"Granny flats are exploding in popularity thanks to our housing reforms and now residents can build them for less with pre-approved plans that will ensure the permitting process is quick and efficient."The streamlining of granny flat regulations has caused applications for their construction to increase nearly 2,500% since 2016, when the city received 19 applications. Through October, the city has received more than 480 applications this year.To apply, homeowners must ensure their building plan meets the city's submittal guidelines and make an appointment with DSD by calling 619-446-5300 to allow city officials to review the plan. SAN DIEGO (CNS) - The San Diego County Regional Airport Authority announced a 10-year agreement with its airline partners Tuesday to improve transportation access to San Diego International Airport and potentially pave the way for a Metropolitan Transit System trolley route to the airport.The investment pact, totaling more than a half-billion dollars, could eventually fund multiple infrastructure projects to increase transit connections between the city of San Diego and the airport. The agreement includes funding from both the Airport Authority and its associated airlines that serve the San Diego International Airport.The projects, which are not yet approved, could include a multi-modal access road between the city and the airport, which would reduce traffic on Harbor Drive by roughly 45,000 vehicles each day. According to the Airport Authority, the reduced congestion on Harbor Drive could allow for the addition of MTS Rapid bus and trolley lines along the street."This agreement ensures that the Airport Authority will have the means to effectively partner with other regional agencies to improve access to the airport through transportation and transit projects," said Airport Authority Board Chair April Boling.The agreement includes 0 million to on- and off-airport transit projects that will be completed collaboratively with the Airport Authority's partner agencies and 5 million for the planned multi-modal corridor. "I sincerely appreciate the airlines' willingness to participate in this agreement and pre-approve a significant investment in transportation and transit infrastructure." 2719

SAN DIEGO (CNS) - San Diego lifeguards reported that although about 155,000 beachgoers hit San Diego beaches Saturday and Sunday, the number of rescues and medical assists made by lifeguards was not excessive going into the third day of the Labor Day weekend.``On Saturday there were about 120,000 people on the beaches, and on Sunday there were about 135,000 people,'' said San Diego Lifeguard Lt. Andy Lerum. ``We did about 2,000 preventative acts each day.'' Lerum said the number of rescues made both days was relatively light.`We made 15 rescues on Saturday, and 42 rescues on Sunday, mostly because the ocean has been pretty calm,'' he said. `We had more medical aids, 40 on Saturday and 35 on Sunday. We're going to probably have more than that for Labor Day, but the final figures are not yet in.''`The bulk of what we've been doing on the beaches has been taking care of sick and injured people,'' said Lerum. ''We also had a flurry of kayak rescues, About five kayaks tipped over into the ocean. We rescued those kayaks. Everybody is fine.''There was lots of boating activity over the holiday weekend.Lerum said a person fell from either Ocean Beach Pier or the seawall there about 5:30 p.m. on Labor Day. The extent of the injuries was not immediately known.``We had a ton of boating incidents on Mission Bay,'' said Lerum.``That's a big part of what we do. It was a spectacular Labor Day weekend. SAN DIEGO (CNS) - San Diego County reported 513 new COVID-19 infections and no new deaths Sunday, raising the region's total to 60,169 cases with the death toll remaining at 908.Local officials will find out Tuesday whether the county will sink into the most restrictive purple tier of the state's four-tiered COVID-19 reopening plan.State officials reported Wednesday that San Diego County had an unadjusted new daily coronavirus case rate of 8.7 per 100,000. The adjusted case rate had dropped to 7.4 per 100,000, above the baseline of 7, qualifying the state for the purple tier. Last week's unadjusted case rate was 7.8 per 100,000.According to the reopening plan, a county has to report data exceeding a more restrictive tier's guidelines for two consecutive weeks before being moved to that tier. A county then has to be in that tier for a minimum of three weeks before it may move to a less restrictive tier.San Diego County has been in the red tier for months, skirting but ultimately avoiding the purple tier, which would necessitate the closure of almost all indoor operations of nonessential businesses. Recent trends have shown a steady increase in infection numbers.If the county cannot drop its adjusted daily case rate below 7 per 100,000, indoor operations in locations such as restaurants, museums, places of worship, breweries and retail businesses will have to either close entirely, move to outdoor operations only or modify in other ways.In recent weeks, the region had an unadjusted rate well above the purple tier guidelines, but a significant effort to increase the volume of tests had allowed for an adjustment to bring it back to the red, or substantial, tier.Dr. Wilma Wooten, the county's public health officer, said retail operations, including indoor shopping centers, will be limited to 25% of building capacity, down from the current 50%. Schools, unless they have already restarted in-person learning, will be restricted to distance learning. K-12 schools already in session can continue, Wooten said."Cases are increasing in the region and it is vital that we take this virus seriously and recommit ourselves to the strategies that are proven to work," she said Thursday. "Wear a face covering when you go out in public, stay six feet away from others and avoid crowds and large gatherings."The county's testing positivity rate actually improved, declining 0.3% from last week to reach 3.2%, but remains high enough for this metric to remain in the orange tier.The state's health equity metric, which looks at the testing positivity for areas with the least healthy conditions, increased from 5.1% to 5.3% and entered the red tier. This metric does not move counties backward to more restrictive tiers, but is required to advance.The state data reflect the previous week's case data to determine where counties stand.
