SAN DIEGO (KGTV) -- Tracking citizen complaints about law enforcement is a requirement of California law. However, some say there needs to be a significant improvement in that process."Police officers have tremendous authority," said former police officer and criminal justice professor Kevin LaChapelle. He broke down how the process works."[In] a formal complaint, there should be written documentation and the agency is accountable for reporting that to the Department of Justice," LaChapelle said. LaChapelle says the formal complaint process differs from an informal complaint, where someone may talk to an officer or supervisor but no documentation is required. Those interactions are not included in DOJ numbers. When it comes to two of the largest departments in the county, Team 10 found the number of complaints differ drastically. In 2018, the San Diego Sheriff's Department reported nine complaints. In 2017, there were six reported complaints.San Diego Police Department reported 74 complaints last year. In 2017, there were 97 reported to the DOJ.Each department reports to the state both substantiated and unsubstantiated complaints. 1156

SAN DIEGO (KGTV) – Two bystanders were hurt in a shooting Saturday evening in Paradise Hills.San Diego Police said two Hispanic men were shooting at each other around 5:30 p.m. in the 2300 block of Reo Dr. 10News spoke to witness Jauhn Hinkle, who was waiting to get his hair cut at the Fade Factory across the street. “Small caliber pops started going off across the street. I saw a muzzle flash,” he said. Hinkle said the fight began near the corner of Reo Drive and Cumberland Street. It escalated, as the two began to yell obscenities. Then one of the men started to chase the other while shooting at him. Hinkle recalled seeing five or six shots, all of which seemed to miss the intended target. Instead, two innocent bystanders were hurt. A bullet hit a 15-year-old boy in the thigh, and shrapnel hit a 48-year-old woman in the leg, police said.Hinkle ran toward the woman, who took cover in the La Palapa Market. “I asked where she was shot. She didn't know because of adrenaline and shock. She was on the phone screaming,” Hinkle said. The woman was transported to the hospital from the scene. The 15-year-old boy was transported to a different hospital, at a later time, San Diego Police said. Both suffered non-life threatening injuries.Hinkle said it is disappointing to see his neighborhood be the scene of a violent crime.  “Project Reo is doing an excellent job. Shout out to them," Hinkle said. "We want this place to pick up. and I think it is, so it's not reflective of what this neighborhood is like.”The shooters ran away. SAN DIEGO (KGTV) -- Two people were taken to the hospital after the car they were in crashed into a support column at a Mission Beach apartment building.The collision happened shortly after 12 a.m. on Sunset Court and Bayside Lane, according to San Diego police.The car was reportedly traveling at a high rate of speed when it slammed into a beam that helps hold up the building.Residents heard the crash, with some saying it felt like the entire building was shaking from the impact. Despite the collision, the structure did not appear to sustain major damage.According to witness reports, the male driver appeared to be intoxicated. 10News learned he was evaluated for possible DUI.The man and a female passenger were taken to the hospital with what were described as major injuries.No other injuries were reported. 825

SAN DIEGO (KGTV) - Two thieves prowled an entire neighborhood in Oak Park looking for something very specific on the vehicles.Along Blackton Drive, the sense of safety is shattered for David Cabrera.  Late Wednesday morning, Cabrera and his wife returned home to a neighbor telling them to check their license plate.  He discovered the registration sticker on his truck stolen. He had sliced his sticker into eight different sections as a precaution but it didn't help.Cabrera's surveillance cameras revealed the thieves:  a man and a woman walking together. A tree obscures the camera's view, but a woman can be seen behind Cabrera's truck, while the man stands and looks around.  The woman gets up and the two walk off.Seconds later, a neighbor saw the same woman peeling off a sticker from another car and the neighbor ran out of her kitchen to confront her.  That neighbor told the woman to put it back.  The woman got verbally aggressive but did put the sticker back.Neighbors called 911 but the thieves took off.  After Cabrera posted details on the Nextdoor app, five other neighbors reported also getting hit that morning."It's a feeling of violation. You want to feel safe in your own neighborhood," said Cabrera. 1275

SAN DIEGO (KGTV) - Local window washers put on tights, capes, and masks to cheer up and surprise patients at Rady Children’s Hospital on Halloween.The team of superheroes not only wiped away dirt but shared some smiles for Halloween.“It means the world to these kids, just to see them and it brightens up their day a little bit,” said Kelly Mikulsky, whose daughter is fighting Leukemia.The window washers, from A-Plus Window Cleaning in El Cajon, dawned the iconic costumes of Spider-Man, Superman, Captain America, and others as they washed the building's windows from inside and outside.This is the 2nd year they’ve surprised the Rady Children's patients on Halloween. 689
