(KGTV) — A man drowned Wednesday after border officials say he tried to swim across an Imperial County canal and enter the U.S. illegally.The man, whose identity and nationality were not immediately known, was spotted swimming across the All-American Canal around 9 p.m. Wednesday along with two others, U.S. Customs and Border Protection said in a Friday news release.Border agents immediately apprehended two of the men when they made it across the canal, which runs parallel and just north of the U.S.-Mexico border. The third man, however, struggled to stay afloat, border officials say. (KGTV) -- A man was arrested after U.S. Customs and Border Protection says he tried to smuggle more than 200 pounds of liquid methamphetamine into the U.S. According to CBP, the 36-year-old man tried to enter the U.S. at the Calexico Port of entry Tuesday night around 11 p.m. The man was referred to a secondary inspection point when a K-9 alerted agents to the gas tank area. Upon further inspection, CBP discovered 222 pounds of liquid meth worth 6,000. “Drug trafficking organizations have one goal in mind, which is to get their product across,” said Officer in Charge, Sergio Beltran. “Concealing narcotics in gas tanks is one tactic and by utilizing our layered enforcement, we were able to stop this before it plagued our communities.”The man was arrested and the drugs and vehicle seized. 826

CARLSBAD, Calif. (KGTV) — One man has been arrested and another person is dead following a North County apartment complex shooting earlier this month.A verbal dispute in the 5100 block of Whitman Way on Aug. 4 erupted into a triple shooting just before 6 a.m., according to Carlsbad Police. The suspected gunman, Jonathan Wilburn, of Carlsbad, reportedly retrieved a firearm at a family gathering and shot two people, in addition to accidentally shooting himself.One victim received non-life threatening injuries while the other was in critical condition. CASEY COUNTY, Kent. -- A man in Kentucky not only pulled over but got out of his vehicle to pay his respects while a funeral procession passed. The family was moved by the man's kindness and posted about it on social media and has since gone viral.Cecil Luster was a member of the U.S. Navy. His family celebrated his life yesterday in Casey County. Many drivers pulled over for the procession, led by the Patriot Guard of Kentucky. Cecil's grandson, Drew Richardson, says there was one driver, who was standing outside of his vehicle, who caught his family's attention."When my mom was talking about it afterward, there were tears welling up in her eyes, that someone actually showed respect for our family," Drew Richardson said.Standing with his hands crossed, it was a simple act of kindness that moved the entire family.Mark Meece says he didn't even think twice about getting out of his vehicle and he got the idea from a social media post."I've seen on Facebook where a soldier was standing outside in the rain, and I thought, you know, I need to start doing that to show respect. It was an inspiration to me," Meece said.The family shared the good deed on Facebook and it's been shared and commented on hundreds of times. Meece says the positivity of the social media post has encouraged him. California regulators want to tax text messages to increase funds for programs that bring connectivity to underserved residents.A new surcharge proposed by the California Public Utilities Commission (CPUC) wouldn't be a per-text tax, but a monthly fee based a cellular bill that includes any fees for text-message services. Most carriers offer a flat fee option for texting, and already charge a similar fee for other services included in the bill — such as phone calls. The exact structure of the charge would vary from carrier to carrier.The commission will vote on the measure January 10, 2019, and is facing strong opposition from industry trade groups like the CTIA, which represents AT&T Mobility, Sprint, and T-Mobile. (AT&T is the parent company of CNN.)The 52-page proposal by CPUC Commissioner Carla J. Peterman lays out the details of the plan, and says the state's Public Purpose Program budget is going up while incoming fees to fill it are decreasing. Currently the surcharge rate is less than 7%.The proposed plan could be complicated by a new Federal Communication Commission ruling. On Wednesday, the FCC approved a new rule that classifies text messages as an "information service" like email. Proponent of the rule say it will give carriers the ability to crack down on spam messages, and critics say it could lead to carriers censoring messages.The CTIA argued in a legal filing submitted Wednesday that if texts are an information service, then the CPUC doesn't have authority over them and can't add on surcharges. It claims the proposal would go against federal law.The industry group also says the proposal would create inequity "between wireless carriers and other providers of messaging services," such as WhatsApp, iMessage and Skype."Subjecting wireless carriers' text messaging traffic to surcharges that cannot be applied to the lion's share of messaging traffic and messaging providers is illogical, anticompetitive, and harmful to consumers," the CTIA said in its filing.In light of the FCC ruling and other legal filings submitted to the CPUC, the group could change its draft proposal before the vote next month.According to the CPUC, the charges go to a number of different programs, including 911 services, subsidized phone service for low-income residents, and equipment for deaf and hard-of-hearing users. 2379
