PARIS, Sept. 18 (Xinhua) -- A Chinese delegation of human rights researchers on Friday had a detailed exchange of views on human rights issues with its French hosts during a four-day visit.     The delegation, led by Luo Haocai, vice chairman of the 10th Chinese People's Political Consultative Conference (CPPCC) National Committee, provided a broad introduction to the great progress the People's Republic of China had achieved on human rights since its founding 60 years ago, especially over the 30-year period since the adoption of the reform and opening-up policy.     The delegation expounded China's views and positions on human rights, and expressed its willingness to further promote exchanges and cooperation on human rights between the two countries.     During a meeting with Michel Forst, secretary general of the National Consultative Commission of Human Rights in France, Luo, also president of the China Society for Human Rights Studies (CSHRS), said human rights exchanges between China and France were to be deepened and extended as the two countries' friendship developed. The two sides could promote mutual understanding and broaden common ground in the communication process to better contribute to the world's human rights cause and world harmony.     Forst lauded China's human rights progress made concurrently with remarkable economic achievements, and said he was impressed by the universality and effectiveness of the work of the CSHRS.     Forst said he believed China would have much more influence in international human rights affairs along with the further promotion of its international status.     When talking with Pierre Bercis, president of New Human Rights League, Luo said China's theory and opinion of human rights was based on the principles of international human rights combined with China's own situation.     China stressed the unification of the universality and speciality of human rights, emphasized the right of survival and the right of development as the two basic human rights, encouraged equal communication and cooperation on international human rights, and opposed confrontation on human rights issues, Luo said. Pierre Bercis agreed with Luo's opinion.     While meeting Francis Verillaud, deputy president of Institute of political sciences of Paris, Luo hoped Chinese and French universities could strengthen exchanges and cooperation on human rights research, especially on human rights law, as a comprehensive law was the basis of human rights protection.     After the visit to France, the Chinese delegation will visit Belgium, the EU headquarters and Iceland.

BEIJING, Oct. 3 (Xinhua) -- Former Chinese ambassador to Brazil Chen Duqing said Saturday China may play a significant role in Riode Janeiro's preparations for the 2016 Olympic Games.     "Compared with the other applicants, currently Rio de Janeiro still has a lot to do to improve its sports facilities and other infrastructure, which indicates a special opportunity for Chinese companies," Chen told Xinhua Saturday in an exclusive interview.     The costs of preparing for the event in 2016 are estimated at roughly 12 billion U.S. dollars. However, the event is expected to generate 250 billion.     Zhou Zhiwei, an expert in Brazil studies with the Chinese Academy of Social Sciences, noted that for Rio de Janeiro, traffic and infrastructure are the city's weak points.     Beating rivals Chicago, Tokyo and Madrid, Rio de Janeiro won the right to host the world's largest stage of sporting events after three failed attempts.     Rio de Janeiro's win also marks the first time that an Olympic Games will be held in South America.     Chen said as big third world countries, both China and Brazil have cooperated closely in applying for host cities, making preparations and organizing the Games in the past few years.     In 2007, China's General Administration of Sports sent teams to Brazil to draw experiences from the Pan American Games. BEIJING, Sept. 17 (Xinhua) - A Chinese official vows on Thursday to curb the country's production overcapacity and avoid repetitious construction of projects that are less environmental-friendly.     The move is part of the country's efforts to promote energy conservation and reduction of greenhouse gas emissions, Wan Bentai, chief engineer with the Ministry of Environmental Protection (MEP), said on half of MEP minister Zhou Shengxian.     "Today's projects should never become the target of tomorrow's environment control program." He said in a speech delivered at the fifth China International Forum on Environment and Development.     The development and industrialization of green economy faces an important opportunity as the country has spent a large share of its 4 trillion yuan (586 billion U.S. dollar) stimulus package on energy conservation and greenhouse gas emissions reduction projects, he said.     He called for strengthened environment assessment measures on enterprises and optimizing the structure of key sectors such as the steel and auto industries.     The environmental problems brought about by China's sweeping urbanization, such as garbage and waste water disposal, should be seriously dealt with, he said, while stressing the importance of addressing issues in the rural areas such as water resources contamination, land pollution, garbage disposal and fertilization-caused pollution.     He also pledged that the government will intensify efforts in fostering creative and highly-efficient green technologies and encourage a green consumption model for both urban and rural dwellers.     A change to people's consumption habits, such as eating less meat, is conducive to environmental protection and greenhouse gas emission reduction, said Khalid Malik, Resident Representative of the United Nations Development Program in China, in the forum.     The fifth China International Forum on Environment and Development was co-hosted by the MEP and the United Nations Environment Program (UNEP). It was organized by the All-China Environment Federation.     The annual forum has been held for four years with the aim of creating a platform for international organizations and Chinese government agencies to discuss issues related to environmental protection. It also invites the participation of non-governmental organizations (NGOs) in discussing environmental matters of global importance.

BEIJING, Aug. 17 (Xinhua) -- State-run companies in China should stick to the leadership of the Communist Party of China (CPC), Vice President Xi Jinping said Monday.     Xi made the remarks at a meeting held here to promote Party building in China's state-run enterprises.     Party building lay at the core of the competitiveness of state-run enterprises, Xi said, adding that "the CPC's leadership over the enterprises should be upheld unswervingly... in order to help enterprises retain scientific development".     Li Yuanchao, head of the Organization Department of the CPC Central Committee, said at the meeting that bosses of the state-run companies headquartered in Beijing should increase the Party organs' involvement in the companies' decision-making process.     Party organs should participate in the process of the state-run companies' major decisions made by the companies' board meeting to ensure that they could play supervising functions, Li said.     Meanwhile, He Yong, deputy secretary of CPC Central Commission for Discipline Inspection (CCDI), urged the bosses of the country's state-run companies to be cleanhanded.     Restrictions and supervision over power should be intensified for the main leaders of the companies, He said, adding that the anti-corruption effort inside the state-run companies was an important part of the mechanism's construction.     The state-run companies' bosses should also enhance their discipline education and loyalty to the Party, the official said.     The anti-corruption effort in the state-run companies came after former chairman of Sinopec Chen Tonghai was sentenced to death last month with a two-year reprieve for taking huge bribes.     Chen took about 195.73 million yuan (28.66 million U.S. dollars) in bribes from 1999 to June 2007 by taking advantage of his positions in Sinopec, one of the country's major oil refiners.     Also present at Monday's meeting was Vice Premier Zhang Dejiang, who stressed that the top priority of state-run enterprises at the moment was to maintain steady and relatively fast development.

Road transport departments nationwide carried 62.23 million passengers on Thursday, up 9.0 percent over the same day last year, according to the Ministry of Transport (MOT).     In the eight-day holiday, a total of 488 million passengers made journeys by road transport, representing an increase of 6.8 percent over the same period last year.
