(KGTV) - Southern California cities affected by the Thomas fire were evacuated Wednesday morning due to the threat of mudslides from an approaching storm.The Santa Barbara County Sheriff’s Office issued a Recommended Evacuation Warning at 8 a.m. for the Thomas, Sherpa and Whittier burn areas in Santa Barbara, Goleta, Montecito, Summerland and Carpinteria.A National Weather Service report indicated the area may receive moderate to heavy rainfall from a storm arriving Thursday that may generate mud and debris flows.RELATED: Local crew saves family from Montecito?mudslideThere is a high risk for loss of life and property, the SBCSO said. It is unclear exactly how many people were wounded.Police say there is no confirmation of an arrest after Mayor Sam Liccardo said on Twitter that a suspect had been captured, but later deleted the tweet.Bay Area TV station KTVU also reported that a 22-year-old man was apprehended.Police say no services were taking place at the time of the stabbing, but that homeless people had been brought to the church to take shelter from the cold. 644

SANTEE, Calif (KGTV) - Edgemore Hospital celebrated the 10th Anniversary of its current facility Wednesday, a milestone in a dramatic turnaround from a reputation that almost led to its closure."You had a hospital that as basically built in the 1920's," County Supervisor Dianne Jacob said in an interview with 10News. "You had a hospital that at times had no air conditioning on days where it was 100 degrees...required a lot of maintenance, held together with bubble gum and baling wire, basically.""It was like a rundown hotel with open windows and animals running around," said patient Glenn Higgins, who spent two years in the old facility. "The nurses were scared to go to certain areas because they said there were ghosts from a lot of people dying."Costs of renovation or replacement were so steep, the County Board of Supervisors almost decided to close Edgemoor and not replace it. However, after being on the verge of making that decision, the Board instead relented and approved the 9 million to build the current facility in Santee.Higgins says that while Edgemoor always had a great staff, the new building has made a big difference in the quality of care. "I thank the lord that I'm here, because I know what it's like out there."In a recent article, Newsweek named Edgemoor the best nursing home of its kind in California, and among the best in the nation."If you take good care of the people in the community who are the most vulnerable, that's what's really important in life," Jacob said. SANTEE, Calif. (KGTV) - Doorbell camera video of a coyote following a man on a dog walk in Santee may be another example of coyotes becoming more aggressive in the area.On Monday after 9 p.m. on a quiet residential street, Ring doorbell camera video captures a man walking his dog. Moments later, something emerges from the shadows. It a coyote, and it's in an hurry. The video posted on the Ring app is titled "Beware coyote chasing a man with dog." That's exactly what appears to be happening. In the video, the coyote runs down the street before cutting in the man's direction. It's not clear if the coyote did catch up to the man or dog.Last week, 10News reported on Michelle Cimmarrusti's morning walk with Presley, an 8-year-old Silky Terrier. It unfolded on Palm Glen Drive, about a half mile from the site of the newest video. Two coyotes emerged from a bush and attacking Presley, while he was on his leash. Presley lunged, snapping his collar. He and the coyotes would end in a condo complex, where Presley was killed.Presley was the second dog killed by a coyote in the neighborhood in the last few weeks. Experts say coyotes attacking a leashed dog is a sign they're getting more aggressive in an area, and less afraid of humans, whether is food scarcity or the unintentional feeding of coyotes. 1315

  

SAN YSIDRO, Calif. (KGTV) -- Dozens of migrants seeking asylum in the United States are being processed Tuesday afternoon, according to an attorney.Eight migrants were allowed in for processing Monday night followed by dozens more Tuesday afternoon and evening. The rest of the migrant caravan is waiting in Tijuana to be allowed in and processed. The attorney, who is working with the group of migrants, said members of the caravan were asked to choose among themselves who would be processed.MAP: Where is the migrant caravan from?Women and children were reportedly in the first groups of migrants selected Monday and Tuesday. An official with U.S. Customs and Border Protection said that, although this group of migrants has been gaining national attention, the process the group is going through is standard.As far as the process the migrants are going through, CBP said that individuals who don’t have proper travel documents and try to enter into the U.S. may be subject to expedited removal.PHOTOS: Migrant caravan makes way to U.S-Mexico borderThose in expedited removal who express fear of return are then referred to United States Citizenship and Immigration Services.Migrants then go through a “fear interview” to determine whether or not they have a credible fear of persecution or torture.The San Ysidro border inspection facility can hold 300 people. Between October of 2017 and February of 2018, 8,000 asylum cases were processed.RELATED: Migrant caravan waiting for entry at US-Mexico borderAccording to a CBP spokesperson, port capacity at San Ysidro is dependent on holding space, volume of traffic, officer resources and complexity of cases among other factors.“CBP is committed to maintaining security and meeting the health and safety needs of those persons in our custody, the traveling public, and officers and personnel. At times, this has required us to limit the number of people we can bring in the port facility for processing at a given time, including in 2016 when an influx of Haitians arrived at the California border, and as recently as within the past six months. In recent days, San Ysidro has exceeded port capacity due to an increase in arrivals of undocumented persons making asylum claims or presenting complex cases. Accordingly, CBP has had to limit the number of new arrivals for processing. CBP will continue to work with its interagency partners at ICE to ensure continued management of persons presenting without documents and appropriate care and custody of all those in our facility,” the spokesperson said in part.Migrants with the caravan have made their trip to the U.S.-Mexico border from three different countries in Central America.
