BEIJING, Nov. 20 (Xinhua) -- Chinese Premier Wen Jiabao on Friday congratulated EU's top leaders elected on Thursday, vowing to further boost China-EU all-round strategic partnership.     Wen made the remarks in his meeting with a group of EU diplomats including former French Prime Minister Jean-Pierre Raffarin and Hungary's ex-Prime Minister Peter Medgyessy, who were here to attend a China-EU forum.     The Belgian prime minister was unanimously elected on Thursday as the first full-time EU president and Britain's EU Trade Commissioner Catherine Ashton as EU foreign policy chief.     "As a strategic partner of the EU, China congratulates the leaders elected and feels glad for that," Wen said.     Calling EU as an important pole of the world, Wen said the EU integration would help the 27-nation bloc to play greater role in international affairs.     He called for courage and insight of political figures of both sides, as well as support from various circles of the society to deepen China-EU relations.     "The Chinese government is ready to cement trust and deepen cooperation with EU to promote bilateral all-round strategic partnership," he added.     Some of the EU representatives told Wen both the EU and China shoulder great responsibilities in the world globalization. The two sides should not only properly settle issues in bilateral ties but also jointly respond to major global challenges such as climate change.

BEIJING, Dec. 1 (Xinhua) -- Diplomats from the European Union (EU) member states on Tuesday spoke highly of China's recent promise on its greenhouse gas emissions reduction.     "We welcome that national objective of China," EU ambassador to China Serge Abou said at a press conference in response to related questions.     China, as the biggest developing nation, set a good example for the international efforts in emissions reduction, he noted.     China announced on Nov. 26 that it would reduce the intensity of its carbon dioxide emissions per GDP unit in 2020 by 40 to 45 percent from the 2005 level.     Swedish Ambassador to China Mikael Lindstrom, whose country currently holds the rotating EU presidency, told Xinhua that he and his country "have a lot of respect for the series of efforts" that china has made.     "The climate change is really a serious global crisis, we cannot fall into a zero-sum game," he said, noting that "we hope it will be win-win, but if we don't do anything it will be lose-lose".     As the hosting nation of the Copenhagen climate change conference, Denmark's diplomat Soren Jacobsen welcomed Chinese Premier Wen Jiabao's attendance to the upcoming meeting.     China's announcement of its emissions cut promise "is positive", said Soren Jacobsen, Deputy Head of Mission and Minister Counsellor of the Danish embassy to China.     Jacobsen hoped that an agreement would be reached at Copenhagen.     The diplomats from EU's all member states gathered here at the press conference to mark that the Treaty of Lisbon came into effect on Dec. 1.     As stipulated in the Treaty, the Delegation of the European Commission to China was renamed the Delegation of the European Union to China on Tuesday.

HUA HIN, Thailand, Oct. 24 (Xinhua) -- Chinese Premier Wen Jiabao on Saturday proposed strengthening cooperation between the Association of Southeast Asian Nations (ASEAN) and China, Japan and South Korea to combat the global financial crisis. "Tackling the global financial crisis should remain the top priority for countries in the region at present," Wen said at the 12th summit between ASEAN and China, Japan and South Korea (ASEAN Plus Three) at the Thai beach resort of Hua Hin.     The countries within the ASEAN Plus Three system should further promote integration, peace and prosperity in the region by launching concrete cooperation efforts, he added. FUZHOU, Dec. 10 (Xinhua) -- Leaders of the Chinese mainland's Association for Relations Across the Taiwan Straits (ARATS) and Taiwan's Straits Exchange Foundation (SEF) will hold talks in Taiwan's Taichung on Dec. 22, according to Thursday's preparatory meeting.     The two organizations are authorized by authorities in the mainland and Taiwan to handle cross-Strait issues.     According to a preliminary agreement, ARATS President Chen Yunlin and SEF Chairman Chiang Pin-kung will meet for the fourth round of talks since they resumed negotiations in June last year following a 10-year suspension.     Zheng Lizhong, standing vice president of the ARATS, and Kao Kung-lian, vice chairman and secretary general of the SEF, decided the ARATS delegation would visit the island between Dec. 21 and 25.     The agenda was agreed on during the preparatory meeting in Fuzhou, capital of southeastern Fujian Province, which faces Taiwan across the Taiwan Strait.     The agenda includes discussion of labor cooperation in the fishing industry, cooperation in the fields of inspection and quarantine of agricultural products and standard measurement authentication, avoidance of double taxation and boosting taxation cooperation.     The two organizations are scheduled to hold a symposium on Dec.23 to introduce the mainland investment to the island.     The ARATS delegation will also tour the Taichung City, the surrounding area and the Sun Moon Lake, and leave the island at noon of Dec. 25.     Zheng said talks between the ARATS and the SEF, which negotiate issues deeply concerned by people of both sides, were "remarkable symbolization of the peaceful development of cross-Strait relations."     He said it shows the two organizations respect each other and "treat each other as equals" in promoting cross-Strait economic cooperation and improving people's livelihood.     The talks were supported and welcomed by people from both sides, Zheng said, adding the upcoming fourth round of talks would take into consideration the desire of people on both sides and the development of cross-Strait relations.     The two sides also discussed the use of relief funds donated by the mainland to Taiwan to combat Typhoon Morakot in August.     The ARATS received 450 million yuan of relief funds and has already delivered one third of it to the SEF. The rest would be sent to the SEF next week, it said.     Both sides agreed that the funds would be used in rebuilding the island's damaged bridges, schools and public facilities.
